REGULAR SESSION

Commissioners Present: Chairperson Janice Esser; Commissioners, Bill Doyle, Tim
Gau, Christina Monk, Rick Stuter, Chad Witthoeft, Adam Schwendinger, Matt Kline

Staff Members Present: Wally Wernimont and Chris Happ Olson
CALL TO ORDER: The meeting was called to order by Chairperson Janice Esser at
5:31 p.m.
MINUTES: Motion by Schwendinger, seconded by Gau, to approve the minutes of
June 18, 2026 meeting as submitted. Motion carried by the following vote: Aye — Janice
Esser, Bill Doyle, Tim Gau, Christina Monk, Rick Stuter, Chad Witthoeft, Adam
Schwendinger, Matt Kline. Nay — none.
OATH OF OFFICE: Commissioners Witthoeft and Monk were sworn in by Chairperson
Esser.
ELECTION OF OFFICERS: Staff Member Happ Olson reviewed the memo, noting that
roles and duties of the Chair and Vice -Chair people, and the status of Officers Esser
and Gau, having both served a partial term from October 2024 until last year, and one
full term since July of last year. They are both eligible for an additional term. She also
stated that any Commissioner is eligible for either position.
Both Esser and Gau expressed interest in serving the same position, or allowing
someone else to serve in the position, after discussion by the Commission.
Motion by Doyle, seconded by Gau, to approve the nomination of Janice Esser as
Chairperson for a second full term. Motion carried by the following vote: Aye — Janice
Esser, Bill Doyle, Tim Gau, Christina Monk, Rick Stuter, Chad Witthoeft, Adam
Schwendinger, Matt Kline. Nay —none.
Motion by Doyle, seconded by Monk, to approve the nomination of Tim Gau as Vice -
Chairperson for a second full term. Motion carried by the following vote: Aye — Janice
Esser, Bill Doyle, Tim Gau, Christina Monk, Rick Stuter, Chad Witthoeft, Adam
Schwendinger, Matt Kline. Nay —none.

ACTION ITEMS
PROPOSED ORDINANCE REVIEW
Staff Member Happ Olson reminded the Commission that at the June 16 meeting, she
informed the Commission she would be bringing proposed modification to the Unified
Development Code (UDC) based on the City Council's recent direction. The code
section 16-10-8 outlines the rules for addition, removal or modification of a
conservation district, allowing anyone to request a change directly to the Council. In
the case of modification, this usually involves a desire by the requester to demolish a
structure. The Council wanted to ensure that the Commission has the chance to weigh
in on a potential demolition or any change to a district, prior to it coming to Council.
She distributed copies of the existing code and the staff's edited draft code for the
proposed modifications to conservation districts, as directed by City Council. She then
walked through the draft code, explaining the proposed changes to the process for
requesting alterations to a conservation district. Under the revised process, requests
would move from a petition submitted directly to City Council to an application
submitted to the Commission. After reviewing the application, the Commission would
make a recommendation to City Council. Any modification, removal, or addition of a
conservation district would still require a code amendment approved by City Council.
Happ Olson noted that she would take the request back to the City's legal department
before bringing a final draft back to the Commission. At that point, the Commission will
review it and make a recommendation back to Council.
Motion by Monk, seconded by Doyle, to receive and file the drafted ordinance. Motion
carried by the following vote: Aye — Janice Esser, Bill Doyle, Tim Gau, Christina Monk,
Rick Stuter, Chad Witthoeft, Adam Schwendinger, Matt Kline. Nay — none.

Downtown Master Plan Update — Request for Proposals: Staff Member Happ Olson
distributed an abridged draft Request for Proposals (RFP), not including appendices, to
the Commission. Staff Member Wernimont informed the Commission that Planning
Services is undertaking an RFP to find a consultant to help the City develop an update
to the 2004 Downtown Master Plan. He described the general scope, the project area
and intended benefits, answering questions of the Commission.
ADJOURNMENT: Motion by Monk, seconded by Doyle to adjourn the July 16, 2026
Historic Preservation Commission meeting. Motion carried by the following vote: Aye —
Janice Esser, Bill Doyle, Tim Gau, Christina Monk, Chad Witthoeft and Adam
Schwendinger, Matt Kline; Nay — none.
