The Board of Trustees of the Carnegie -Stout Public Library (C-SPL) met in the Lacy
Board Room at 4:00 p.m. on Thursday, April 16, 2026.

A. Library Expenditures FY-26: Operating Expenditures March, Period 9 —
The Board reviewed the detailed expenditures reports.

of Conlon Construction by FEH Design, followed by discussion about
the project.

6. Motion to Receive and File Informational Items:
A. Library Director's Report Summary and Update:
1) Library Financial Report Fiscal Year (FY) 2026 — Rossman reported that
March marks 75% of the fiscal year. The library has spent 70% of the
budget to date.
Revenue collected at 86% of projected budget.

2) Library Use — Rossman reported a .008% decrease in circulation statistics
compared to March 2025.
The library saw a 30% decrease in visitors compared to March 2025. As a
reminder, the library is using new people counting software that may be
more accurate than the previous system.
The library saw an 8% decrease in internet and wireless usage comparing
March 2025.
Patrons used curbside pickup 72 times in March.
Rossman reported there were 3,509 Hoopla downloads in March. (Hoopla is
a web and mobile library media -streaming platform for audio books, comics,
e-books, movies, music, and TV.)
3)_--- Library Programs;_Partnerships, arid -Grants Report - Rossman provided the
following report:
There was a nice turnout for the April Art @ your Library reception
featuring the art of Don Hedeman, Christy Kirk, and Andrew Raeside.
Several -pieces were sold and a lot of fun was had.
The library played host for the City of Dubuque's City Life program on
Thursday, March 26, to an engaged group of residents. The City Life
program runs twice per year in the Spring and Fall, offering city
residents an opportunity to meet with City employees from nearly all
city departments and learn about their operations. The library plays
host typically one night during the program and offers a quick
presentation and a tour.
The library has been partnering with the Dubuque Community School
District's faces and voices committee, which have been using the
library as a meeting space for their monthly Black History and Reading
Challenge book club. Their March discussion featured the book Sol
Butler: An Olympian's Odyssey Through Jim Crow America, but
University of Dubuque History Professor, Brian Hallstoos, who also
attended and presented. There was a nice turnout for the program.
The Friends of the Library held their only book sale in 2026 in March,
netting in over $4,000 in sales and memberships.
Sad to report that Kathy Oltmanns is leaving the library and her last
day will be April 17.
4) City Council Goal Setting - Board of Trustees were provided documents
submitted from the previous year's goal setting process and encouraged
to provide successes and challenges to report for the next goal setting
process.
5) Department Updates - Rossman provided highlights of the past month for
Adult, Circulation, Information Technology, Marketing, and Youth
Services.
