The Board of Trustees of the. Carnegie -Stout Public Library (C-SPL) met in the Lacy
Board Room at 4:00 p.m. on Thursday, May 28, 2026.

The Board reviewed the detailed expenditures reports.

6. Motion to Receive and File Informational Items:
A. Library Director's Report Summary and Update:
1) Library Financial Report Fiscal Year (FY) 2026 — Rossman reported that
April marks 83% of the fiscal year. The library has spent 78% of the budget
to date.
Revenue collected at 91 % of projected budget.
2) Library Use - Rossman reported a 4% decrease in circulation statistics
compared to April 2025.
The library saw a 32% decrease in visitors compared to April 2025. As a
reminder, the library is using new people counting software that may be
more accurate than the previous system.
The library saw an 7% decrease in internet and wireless usage comparing
April 2025
Patrons used curbside pickup 51 times in April.
Rossman suggested that some of the decrease in usage statistics in April
could be attributed to unseasonable warm and dry weather throughout he
month.

Rossman reported there were 3,248 Hoopla downloads in April. (Hoopla is a
web and mobile library media -streaming platform for audio books, comics,
e-books, movies, music, and TV.)
3) Library Programs, Partnerships, and Grants Report - Rossman provided the
following report:
The June/July Art @ your Library program will feature the works of
Haley Hammerand, Deb Horch, Janaan Roberts, and Jim Walsh. A
First Friday reception will take place on June 5 from 5:30 — 7:30 pm.
The library is participating in the Dubuque Renezvousl project which is
happening through the Dubuque community during the month of June.
The art pieces will officially open on June 5, and events will be taking
place throughout the month. The library has also partnered with the
Driftless Guild to perform selected scenes from the modern language
version of Shakespeare's A Midsummer Night's Dream. The Driftless
Guild will perform the evening of Thursday, June 25 at Eagle Point
Park: More information about the program and schedule of events can
be found at https://climaterendezvous.org.
The Envision 2030 group is continuing to meet monthly. The most
recent minutes, as well as a list of ideas that have been generated so
far, were presented to the Board of Trustees.
The library hosted a group of volunteers from John Deere during the
Days of Caring volunteer event on April 26 The volunteers removed
all books from the shelves and dusted shelves for us.
Paperwork was signed and submitted to the State Library of Iowa to
continue participated in the Open Access and Interlibrary loan
program and continue to receive Enrich Iowa funding. This funding is
distributed by the State Library of Iowa, but is originally distributed to
each state through the Institute of Museums and Library Services,
which is federally funded.
The 2026 Summer Reading Program will begin on June 1. Included in
your packet is a digital copy of the program guide. The theme is year
is "Plant a Seed, Read!".
The library has three open positions, Full-time Administrative Support
Professional, Full-time Library Assistant Interlibrary Loan, Part-time
Library Aide. All paperwork has been approved by City Budget staff
and waiting for Human Resources to officially post the positions for
recruitment.
We are working with the City of Dubuque Purchasing and Risk staff on
a new Request for Bid for the HVAC Maintenance Agreement. As
soon as it is ready to go, we will be soliciting bids for a three-year
contract for Board Approval.
The library has a University of Northern Iowa Public Policy graduate
student that was interested in completing a practicum project for the
library. Jordyn Hodgson will be reviewing some historical information
such as our strategic plan, and space needs assessment, and looking
forward at what would be a good strategy to work with the public on a
second phase of our building needs.
On the topic of grant opportunities, Rossman reported the following:
• Youth Services Manager, Danielle Day applied for and received
a $3000 grant from the Community Foundation of Greater
Dubuque for Summer Reading Vocabulary Enhancement.
• The Carnegie -Stout Public Library Foundation applied for a
DRA Mission Grant, and was invited to the second stage of the
granting process, which included a presentation with the grant
subcommittee. The presentation went well with some positive
comments and feedback, but still waiting for the results. The
request was for $100,000 per year over two years (2026 and
2027) to go toward the ongoing renovations.
• The Library Foundation also applied for a DRA Core Grant.
Hopefully, between the two, we will receive some money. This
request was for the maximum $50,000 for 2026.
The Library Foundation applied for a McDonough Grant to seek
additional funding for the Youth area seating project. The
request was for $25,000. The Library Foundation has
previously received $75,000 to help make this project happen.
The library received an award during the Historic Preservation Awards
presentation for its efforts in supporting Encyclopedia Dubuque over
the past several years. Encyclopedia Dubuque was a book written by
retired elementary teacher Randy Lyon. In 2008 the library helped
digitize the book to a Wikimedia format on the website:

Since then, Randy Lyon has continued to update the site regularly,
and because of those efforts, he received the Duane Hagerty Historic
Preservation Award. Because the library has continued to host and
update the site, the library was also celebrated. Included in your
packet is a photo of Mike May, who has worked closely with Randy
over the years, and received the award on behalf of the library.
4) Interior Renovation Update
The Board of Trustees were provided a recap of the work staff
completed to prepare for renovations to begin. This included the
following projects:

First floor:
■ Check -in desk has been abandoned. Two staff are now
operating the Check-out Desk, with both functions happening
there. Self -checks are still be relocated.
■ Mail room has been emptied.
■ 1 st Floor copier moved to allow construction of temporary walls
Exterior book return outside of main entrance will be closed
during construction period for new circ desk
Second floor:
■ Nonfiction collection weeded/shifted/consolidated
■ Computers/staff access point moved to mezzanine area
■ Empty shelving unites moved
Makerspace moved to coffee bar area
■ Some electrical work from space where computers were that
was removed and carpet was patched.
5) City Council Goal Setting — Board of Trustees reviewed items to submit to
the Dubuque City Council as part of their annual goal setting sessions.
6) Department Updates — Rossman provided highlights of the past month for
Adult, Circulation, Information Technology, Marketing, and Youth
Services.
