REGULAR SESSION

City Council Chambers, Historic Federal Building
Commissioners Present: Vice Chairperson Aaron Miller; Commissioners Rebecca
Bruce (attending virtually), Cathy Dickens, Parker Scott, and Mark Ward.
Commissioners Excused: Beth McGrath
Commissioners Unexcused: Michael Rabagia
Staff Members Present: Wally Wernimont and Jason Duba.
CALL TO ORDER: The meeting was called to order by Vice Chairperson Miller at 5:30
p.m.
MINUTES: Motion by Ward, seconded by Scott, to approve the minutes of the February
18, 2026 Long Range Planning Advisory Commission meeting as submitted. Motion
carried by the following vote: Aye — Bruce, Dickens, Scott, Ward, and Miller; Nay — None.
OATH OF OFFICE: Conducted for new commissioner Scott and introductions were
made.
ITEMS FROM PUBLIC: None.
ITEMS FROM COMMISSION: None.
ITEMS FROM STAFF:
Imagine Dubuque update
Duba, Wernimont, and the commissioners discussed selected items in the most recent
quarterly update to recommendations of the Imagine Dubuque Comprehensive Plan.
Economic Prosperity: Business, 1.3.1: Broadband providers. Dave Lyons indicated the
work in building out the broadband network is complete, and Wernimont added that we
now have redundancy in the system with loops.

Sustainable Environment: Land Conservation, 2.4.1: Dubuque County Conservation
Long Range Plan, development of Locher Lake Recreation Area. Wernimont mentioned
the bird habitat in the Technology Park.
Social + Cultural Vibrancy: Food, 3.1.1: School food purchasing is continuing though
tighter budgets have reduced some schools' ability to do so.
Livable Neighborhoods + Housing: Housing, 4.2.4 & 4.2.5: Housing choice vouchers
being promoted to landlords and the development of new properties accepting vouchers.
Dickens said that vouchers can get ported to other cities, though that comes out of
Dubuque's allotment of funding.
Community Facilities: Infrastructure, 5.2.3: Police substation - Dubuque Law
Enforcement Center Space and Feasibility Study. Wernimont mentioned the Fire
Department is also conducting a location study.
Transportation + Mobility: Public Transportation, 6.2.1 & 6.2.2: Areas of Persistent
Poverty transit service study.
Land Use: Single-family, 7.1.1: UDC update, infill development. Ward asked about TIF
changes, and Wernimont responded that the City Council is reconsidering their use of
incentives following numerous successful housing developments.
Unified Development Code update
Wernimont explained that Planning Staff is reviewing the draft, which is more of a
rewrite than an update. He also discussed some of the goals for the new code to foster
development.
City Council Goal Setting for Fiscal Year 2027
Duba reviewed the City Council Goal Setting successes and suggestions.
Downtown Master Plan
Wernimont stated that Council budgeted for a downtown master plan, which the
Planning Services Department will work on in the next fiscal year and the Commission
will participate in.
The commission had brief discussion on several other topics:
• Data centers
• Roosevelt Middle School and the school district's plans
• Airport and the bus to Cedar Rapids
• Public transit

ADJOURNMENT: Motion by Miller, seconded by Ward, to adjourn the May 20, 2026
Long Range Planning Advisory Commission meeting. Motion carried by the following
vote: Aye — Bruce, Dickens, Scott, Ward, and Miller; Nay — None.
The meeting adjourned at 6:40 p.m.
