PARK AND RECREATION COMMISSION MEETING

Lori 011endick
ABSENT: Josh Jorgenson and Jess Ochoa
STAFF PRESENT: Steve Fehsal, Dan Kroger, Matt Kalcevich
CALL TO ORDER: 011endick called meeting to order at 4:39 p.m
MINUTES APPROVED VOTE:
It was moved by Kennicker, second by Axtell, to approve the minutes of the April
8, 2026, meeting. Unanimous.
PUBLIC INPUT:
Kathy Canfield, residing at 10080 Timothy Street in Dubuque, IA, delivered a
presentation on the Lagoon Reclamation & Nature Based Recreation Project, with
full project details included in the packet distributed at the meeting and attached to
these minutes.
DISCUSSION AND RECOMMENDATION OF PARK AND RECREATION
COMMISSION CITY COUNCIL GOALS AND PRIORITIES:
Park Division manager Steve Fehsal introduced the Commission's goal setting
sheets to be provided for review by City Council during their goal setting sessions
in August 2026. Page one listed the success of FY 2026 identified by the
Commission and their impacts. Page two listed the goals and focus issues for
FY2027 identified by the Commission. Commission members listed their
successes and discussed the goals. Commissioner Kennicker made a motion to
approve the goal setting sheets and Commissioner Axtell seconded. Unanimous.
PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE:
Park and Recreation Director, Matt Kalcevich, provided a progress report of the
Comprehensive Master Plan and handed out printed copies of the Master Plan to each
commission member present.
COMMISSION COMMUNICATION / QUESTIONS:
Commission member, Ron Axtell, made mention of the two articles that were recently
written in the Telegraph Herald, Court One Sports Complex as well as the Millwork
District Park.
ADJOURNMENT:
It was moved by Axtell, second by Henkel, to adjourn the meeting at 5:56 p.m.
Unanimous.
