PARK AND RECREATION COMMISSION MEETING
Wednesday, March 10, 2026

PRESENT: Jennifer Tigges, Ron Axtell, Robin Kennicker, Josh Jorgenson
and Lori 011endick
ABSENT: Jason Henkel, Jess Ochoa
STAFF PRESENT: Steve Fehsal, Matt Kalcevich, and Angie Metcalf
CALL TO ORDER: 011endick called meeting to order at 4:37 p.m.
MINUTES APPROVED VOTE:
It was moved by Axtell, second by Kennicker, to approve the minutes of
the February 10th, 2026 meeting. Unanimous.
PUBLIC INPUT:
None.
REVIEW AND RECOMMENDATION OF LEASE WITH DUBUQUE
CHILDREN'S ZOO BOOSTER:
Kennicker made a motion to recommend approval of the Dubuque
Children's Zoo Booster lease. 011endick seconded. Unanimous.
REVIEW AND RECOMMENDTATION OF LEASE WITH TRI-STATE
MODELERS:
Axtell made a motion to recommend approval of the Tri-State Modelers Lease.
Kennicker seconded. Unanimous.
REVIEW AND RECOMMENDATION OF LEASE WITH DUBUQUE
WATER SPORTS CLUB:
Kennicker made a motion to recommend approval of the Dubuque Water
Sports Club lease. Axtell seconded. Unanimous.
REVIEW AND RECOMMENDATION OF MILLER RIVERVIEW CAMPGROUND
MANAGEMENT AGREEMENT:
Tigges made a motion to recommend approval of the Miller Riverview
Campground Management Agreement. Jorgenson seconded. Unanimous.
REVIEW AND RECOMMENDATION OF THREE-YEAR BEVERAGE
CONTRACT:
Recreation Division Manager, Dan Kroger, provided a detailed comparison of two
beverage options: Lime Rock Springs and Atlantic Bottling Company. Based on
financial comparison, Axtell made a motion to recommend the three-year contract be
awarded to Lime Rock Springs. Kennicker seconded. Unanimous.
UPDATE ON HISTORIC MILLWORK DISTRICT PARK:
Park and Recreation Director, Matt Kalcevich, provided an update on the Historic
Millwork District Park project. He explained discussions between internal work groups
and stakeholders are in progress and the next steps in the project are being
determined. Kalcevich will provide updates in future commission meetings.
PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE:
Park and Recreation Director, Kalcevich, advised the Parks and Recreation
Comprehensive Master Plan was approved and adopted by City Council on
February 16th. Progress meetings will be held on a month, quarterly and
annually basis. This will be a recurring section on the commission agenda.
DIVISION MANAGER REPORTS:
Park Division Managers, Fehsal and Kroger, provided an updates on ongoing
projects for Parks and Recreation.
COMMISSION COMMUNICATION / QUESTIONS:
Axtell asked for more details about the project he had seen on the news
regarding AEDs being installed in certain parks around the city. Fehsal provided
details about the project.

It was moved by Tigges, second by Kennecker, to adjourn the meeting at 5.38
p.m. Unanimous.
