PARK AND RECREATION COMMISSION MEETING
Tuesday, June 9, 2026

PRESENT: Jennifer Tigges, Ron Axtell, Josh Jorgenson, Robin Kennicker, and
Lori 011endick
ABSENT: Jason Henkel and Jess Ochoa
STAFF PRESENT: Steve Fehsal, Dan Kroger, Matt Kalcevich
CALL TO ORDER: 011endick called meeting to order at 4:37 p.m
MINUTES APPROVED VOTE:
It was moved by Kennicker, second by Axtell, to approve the minutes of the May
12, 2026, meeting. Unanimous.
PUBLIC INPUT:
Arnold (Arnie) Fritch, residing at 1900 Ungs St. Dubuque 52001. Asked staff when
the tennis courts at Flora will be completed. Matt provided an explanation of the
process and Steve said the plan is to be done by the end of Fall.
DISCUSSION OF FUTURE MEETINGS AND FACILITY TOUR:
The group decided to not have a July meeting. The August meeting will be held at
the Parks Offices with a potential Tour of Ham House. Potential tour locations for
the will be emailed out by staff prior to the August meeting. The commission will
discuss tour locations as well as provide additional options at the August
meeting. The tours will take place at the September meeting. The date of that
September meeting will also be determined at the August meeting.
PARKS AND RECREATION COMPREHENSIVE MASTER PLAN UPDATE:
Park and Recreation Director, Matt Kalcevich, provided an update to the plan
including the current Aquatic Study and future Community Center and Eagle Point
assessments. Matt also spoke briefly about the progress of the Friends of
Dubuque Parks group.

Recreation Division Manager, Dan Kroger spoke about the trainings that temporary
staff have completed and how important these are to the success of our
programs. Park Division Manager Steve Fehsal spoke about the current
Greenhouse project as well as the budget change in activity title from Greenhouse
to Horticulture.
Commission Communications:
Tigges asked about the status of the Key West pond discussion. Matt provided an
update from the meeting with the group and City Manager.
Axtell asked about the Millwork Park and Steve provided an update.
ADJOURNMENT:
It was moved by Kennicker, second by Axtell, to adjourn the meeting at 5:37 p.m.
