CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 4:02 p.m. on August 25, 2026, in Room 4 of the
Grand River Center, 500 Bell St.
Present: Mayor Cavanagh; Council Members Leyendecker, Resnick, Roussell, Sprank, Staver,
Wethal; City Manager Van Milligen, City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special session of the City Council called for the
purpose of conducting annual goal setting.
SPECIAL SESSION
Annual Goal Setting - Session 2 of 3
The session was led by Lyle Sumek of Lyle Sumek Associates, Inc. City Council reviewed Goal 2:
Financially Responsible, High -Performance City Organization: Sustainable and Effective Service
Delivery; Goal 3: Robust Local Economy: Diverse Businesses and Jobs with Economic Prosperity; Goal
4: Livable Neighborhoods and Housing: Great Place to Live; Goal 5: Sustainable Environment:
Preserving and Enhancing Natural Resources; Goal 6: Connected Community: Equitable
Transportation, Technology, Infrastructure, and Mobility; and Goal 7: Diverse Arts, Culture, Parks and
Recreation: Experiences and Activities. For each goal, Council voted on priority challenges and actions
and made updates to select outcomes, actions, and challenges where necessary. They also voted on
priority outcomes for Goals 2, 4, and 5. The meeting was informally paused for dinner at 5:33 p.m. and
resumed at 6:02 p.m. Additionally, a short break was taken at 7:12 p.m., and the meeting resumed at
7:22 p.m. Throughout the discussion, Van Milligen, Brumwell, Assistant City Manager Cori Burbach,
and Fire Chief Amy Scheller addressed relevant questions from the Council.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at 8:32 p.m.
