CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 4:00 p.m. on August 24, 2026, in Room 4 of the
Grand River Center, 500 Bell St.
Present: Mayor Cavanagh; Council Members Leyendecker, Resnick, Roussell, Sprank, Staver,
Wethal; City Manager Van Milligen, City Attorney Brumwell.
Mayor Cavanagh read the call and stated this is a special session of the City Council called for the
purpose of discussing the City Manager Executive Recruitment RFP Scoring Process and conducting
annual goal setting.
SPECIAL SESSION
1. Further Discussion of the City Manager Executive Recruitment RFP Scoring Process: Motion by
Roussell to receive and file the documents and discuss among the Council. Seconded by Resnick.
Leyendecker explained the proposed process in which City Council members will submit their scores to
Human Resources, and Human Resources will compile the results and report back on the three
highest -scoring proposals. Brumwell clarified that City Council members should score every proposal and
that Human Resources will consolidate the submitted scores. Council members agreed to follow this
process and set August 31 as the anticipated deadline for submitting scores, ahead of a planned meeting
the week of August 31 to review and discuss the results. Motion carried 7-0.
2. Annual Goal Setting - Session 1 of 3: The session was led by Lyle Sumek of Lyle Sumek
Associates, Inc. City Council discussed the overall purpose and process of goal setting, reflecting on
the past year's accomplishments, reviewing the City's vision and mission statements, and confirming
their individual desired outcomes and priorities. Council members then reviewed, commented on, and
voted on priorities in the Dubuque Vision 2041 Guide for Our Future, focusing on the principles of a
Safe, Healthy, Beautiful, Livable, Vibrant, Prosperous, Connected, and Welcoming Community. They
next reviewed Goal 1: Healthy and Safe Community, making updates and voting on priority outcomes
and challenges before examining the proposed actions associated with the goal. The meeting was
informally paused for dinner at 5:01 p.m. and resumed at 5:25 p.m. Additionally, a short break was
taken at 7:01 p.m., and the meeting resumed at 7:08 p.m. Throughout the discussion, Van Milligen,
Brumwell, Assistant City Manager Cori Burbach, Police Chief Joe Messerich, and Fire Chief Amy
Scheller addressed relevant questions from the Council.
ADJOURNMENT
There being no further business, Mayor Cavanagh declared the meeting adjourned at 9:10 p.m.
