At your public hearing, December 19,
1977, you directed staff to prepare pro-
visions for screening requirements to be
included in an amendment to Ordinance
32-75, Section 4-104.4 Storage of Auto-
mobiles in Residential Districts. A list of
four alternatives are enclosed.
The Planning staff would recommend to
you the fourth alternative. This alterna-
tive provides, as the others do, that a
sight-obscurring screen must be provid-
ed and maintained. Unlike the other al-
ternatives, however, this one allows a
needed flexibility to address the range
of unique circumstances which invari-
ably occur. The specific character of
each proposed site and its surrounding
area can be considered in applying the
screening requirements. In some cases.

In its final recommendation to you in
the matter of H.R.W. Associates peti-
tion for C-6 zoning, the Planning and
Zoning Commission had reported its
finding that existing zoning regulations
in the Kennedy Road area could poten-
tially permit development with traffic
impacts greater than the capacity of an
imprc:fved roadway. The Commission
had instructed its staff to investigate a
zoning aIdendment that would regulate
land-use intensity in balance with road-
way capacity limitations. This amend-
ment, while still in a preliminary form,
was submitted to a public hearing by the
Commission on December 15.1977. THe
draft amendment was proposed to in-
clude all commercial, professional office,
and higher-density residential proper-
ties commonly identified as the J. F.
Kennedy Road corridor area.
The act of calling a public hearing on
this matter sets in place a prohibition on
cer of USS Dubuque extending holiday
gr.eetings from ship and crew in Port-
land, Oregon, presented and read. Coun-

subject to certain conditions set forth in
Resolution No. 396-76.
Section 1 of Resolution No. 396-76 im-
poses conditions for certain improve-
ments by Stone Hill Development Cor-
poration.
Stone Hill Development Corporation
has posted all required security but due
to circumstances beyond the control of
the City, said security was not posted
within the required 45 days from the

Both leases contain identical cancella-
tion clauses, and the leases can be ter-
minated in one of two ways. Written no-

December 31 of any year and the leases
are terminated the following March 31.
The leases can also be terminated by the
city at any time ifthe departments move
to any city owned property by providing
90 days written notice to the landlord.

voked, is guilty of a simple misde-
meanor. The sentence imposed un-
der this section shall not be sus-
pended by the court.
A ny person operating a motorized
bicycle on the streets of this city, not
possessed of an operators or chauf-
feur's license valid for operation of
motorcycles or a valid motorized bi-
cycle license, shall upon conviction,
be guilty of a simple misdemeanor. "

be made a part of the City of Dubuque,
Iowa, and become a part of the Twenty-
Fourth Voting Precinct.

STREET IMPROVEMENT BOND
The City of Dubuque in the State of
Iowa promises to pay as hereinafter
mentioned to the bearer hereof, the sum
of one thousand dollars with interest
thereon at the rate of per cent
per annum, payable annually,
on the presentation and surrender of the
interest coupons hereto attached. Both
principal and interest of this bond are
payable at the office of the City Trea-
surer in the City of Dubuque, in the
State of Iowa. This bond is issued by the
City of Dubuque under and by virtue of
Chapter 384 of the 1975 Code of Iowa, as
amended, and the Resolution of said City
duly passed on the 16th day of January,
1978, being Resolution No. 17-78.
This Bond is one of a series of 20
bonds, all for $1,000.00 numbered from 1
through 20. and one for $ num-
bered all of like tenor and date,
and issued for the purpose of: financing
the deferred portion of the assessed cost
of the Sunset Ridge Asphalt Paving Pro-
ject - from the N. P. L. of Mineral Lot
132 to the Southerly end of the street,
as described in said Resolution. in said
City, which cost is payable by the abut-
ting and adjacent property along said
improvements and is made by law a lien
on all of said property. It is payable only
out of the Fund 1312 created by the col-
lection of said special tax, and said fund
can be used for no other purpose.
It is hereby certified and recited that
all the acts, conditions and things re-
quired to be done, precedent to and in is-
suing this series of bonds, have been
done. happened, and performed, in reg-
ular and due form, as required by law
and said resolution, and for the assess-
ment, collection and payment hereon of
said special tax, the full faith and dili.
gence of said City of Dubuque are here-
by irrevocably pledged.

Herald, a newspaper of general circula-
tion published on January 6, 1978, in
the City of Dubuque, Iowa, the City
Council of the City of Dubuque, Iowa
met on the 16th day of January, 1978 at
7:30 o'clock P.M. (CST) in tbe City
Council Chambers, City Hall, Dubuque,
Iowa to consider the proposal to dispose
of interest of the City of Dubuque. Iowa
in real estate, hereinafter described, to
the highest bidder, by way of sealed
bids, and that the sale price for said real
estate shall not be less than $3,000.00
nor conditioned on title to same being

ESTABLISHMENT OF INDUSTRIAL
LAND TASK FORCE
WHEREAS. there is an urgent need
to develop a workable program to ac.
commodate anticipated industrial and
industrial oriented land use needs for
the City of Dubuque; and
WHEREAS, such a program should
include among other items, an investi-
gation of the demand, an identification
of sites, a program for land devel-
opment and a . description of the financ-
ing mechanisms to meet acquisition and
site improvement costs; and
WHEREAS, it is deemed to be in the
best interest of the City of Dubuque to
establish a special task force to examine
the subject matter and to provide a re-
port of the conclusions;
NOW THEREFORE BE IT RE-
SOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, lOW A:
Section 2. That Allan T. Thoms is
hereby appointed chairman of the In-
dustrial Land Task Force; and as such

Legislature is considering Senate File
336 which permits a city or county to
impose up to a 7% guest tax on hotel
and motel rooms; and
WHEREAS, the passage of Senate
File 336 by the Iowa State Legislature
would broaden the sources of revenue
available to Iowa cities and would re~
duce to some extent reliance on proper~
ty taxes to pay for certain local ser-
vices; and
WHEREAS, the proceeds of such a
guest tax would help pay for services
expected by people who visit Iowa com-
munities;

visors. Potential revenues are shown on

state and returned at least quarterly to
the city or county that collected it.
There are no restrictions on the use of

WHEREAS, the contract for the Pe-
destrian Ramps has been completed
and the City Engineer has submitted
his final estimate showing the cost
thereof including the cost of estimates,
notices, inspection, and preparing the
assessment and plat, now therefore,
BE 1T RESOLVED, by tbe City
Council of the City of Dubuque,
That the cost of said improvement is
hereby determined to be $13,232.42.
That none of the cost thereof shall be
assessable upon private property and
$13,232.42 sball be paid from tbe Com-
munity Development Fund of the City
of Dubuque.
