Van Milligen, City Manager Dubuque County Historical Society Parking Lot Lighting Building Services Manager Rich Russell is recommending approval of a permit for the Dubuque County Historical Society to install six light poles and five power sources in and around their parking lot directly east of the 3rd Street Overpass. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager Rich Russell, Building Services Manager Dubuque County Historical Society Parking Lot Lighting INTRODUCTION: The Dubuque County Historical Society is appealing to the City Council for permission to install 6 light poles and 5 power sources in and around their parking lot directly east of the 3rd Street Overpass. I have attached a copy of their letter for your information. BACKGROUND: On August 7th, 2000 the City Council adopted an Ordinance that established a building permit moratorium for the Fourth Street Peninsula ROD Redevelopment Overlay District. That Ordinance allows the City Council to direct the Building Services Manager to issue permits that the City Council believes would not negatively impact the master planning process for the Fourth Street Peninsula ROD Redevelopment Overlay District. DISCUSSION: The permit application indicates that six light poles be installed in the parking lot east of the overpass. The Historical Society understands that the installation may be temporary and that the light poles and fixtures may need to be replaced when the design standards for the area are completed. The light fixtures, in this instance, were removed from the parking lot where the Discovery Center will be constructed and the power sources (pedestals) are the same design being used near River's Edge Plaza. CONCLUSION: I recommend that the City Council find that no negative impacts would arise due to the issuance of this building permit and that I be directed to issue the same. Foundry Dear Rich; The Dubuque County Historical Society requests permission to install temporary lighting and electrlcaI power to our north parking lot located on the former Adams Co. Foundry property which is north of the 3rd Street overpass. We propose installing six double glob period style poles. These poles are thc city owned fixtures that were removed by the city in preparation for the city utility relocation project. They arc same style us the lighting that the Diamond Jo Casino uses in their north parking lot which adjoins our lot. We intend to set the poles in a uniform spacing equal to that of the Diamond Jo's lighting. In addition to the lighting, five electrical circuit panels would be installed to provide electrical power for festivals and special events such as our 'Taste of Dubuque' which is our most successful yearly revenue gemerator. These panels would match the same style and color of the panels the city has specified for the future Peninsula Development. The Dubuque County Historical Society would greatly appreciate approval on this request, We would like to proceed as SOon as possible so that we can complete the installation before August 1st, 2001, which is the '2001 Taste of Dubuque.'
