The attached agreement is for the Mayor's signature. We received a grant from AARP
for $5,000 to complement activities as a City of Service. Mary Bridget Corken started
her year of VISTA service with us yesterday. She has been assigned as the Chief
Service Officer to move this initiative forward.
I will supervise Mary Bridget as she works on the requirements of the Cities of Service
Grant and as we develop the volunteer initiative we will report to the Council on
activities as appropriate. Barry has reviewed from the legal side and is ok with it.

Congratulations and thank you for agreeing to participate in the Cities of Service Program.
Cities of Service is a bipartisan coalition of mayors who have committed to work together to
engage citizens in a multi -year effort to address pressing city needs through impact volunteerism.
Cities of Service supports mayors to leverage citizen service strategies, addressing local needs
and making government more effective.
AARP is a nonprofit, nonpartisan organization with a membership that helps people 50+ have
independence, choice and control in ways that are beneficial and affordable to them and society
as a whole. Recently, AARP launched its Create The Good network of people giving back to
their communities - whether in 5 minutes, 5 hours or 5 days. AARP has supported the growth of
Cities of Service since its inception.
AARP is pleased to collaborate with Cities of Service by supporting cities with populations of
less than 125,000 that appoint, a highly -skilled volunteer to serve as the City's Chief Service
Officer [CSO] for one year. Chief Service Officers are senior members of a Mayor's leadership
team responsible for the development and implementation of a high -impact service plan that
leverages citizen service to address the city's most pressing challenges.
In order to participate in the program, Mayors are required to undertake the following:
1) Be a member of or join Cities of Service [CoS] and sign the CoS Declaration of
Service, committing to:
➢ Develop a comprehensive service plan and a coordinated strategy focused on
matching volunteers and established community partners to the areas of greatest
local need;
> Work with other mayors and elected officials to advance strategies and best
practices that accelerate the service movement and produce measurable results;
➢ Encourage other mayors to join this national effort to engage our citizens; and
➢ Ensure that the voice of cities is heard in federal legislative, policy, and program
discussions related to service, which will help the country achieve the ambitious
goals of the Serve America Act (while comporting with the guidance below
regarding advocacy and lobbying activities.)
2) Interview candidates identified by AARP or other qualified candidates and select the
Chief Service Officer;

3) Either directly supervise, or delegate an appropriate senior employee to supervise the
CSO;
4) Publicly announce the appointment of the CSO once selected;
5) Provide the CSO with workspace and materials commensurate with mayors' office
employees (desk, computer, phone, blackberry, office supplies);
6) Introduce the CSO to the leadership team and make connections as needed to support
the CSOs work;
7) Support the CSO to develop, launch, and implement a high -impact service plan;
8) Join the CSO in publicly launching the high -impact service plan;
To support the CSO and the launch of the high -impact service plan, AARP is awarding the city
$5,000. By accepting the $5,000 from AARP, you, on behalf of your city, agree to meet the
following requirements:
Funds will be used to support the CSO in the launch of the high -impact service plan
The city agrees that funds will go directly to help develop and launch the high -impact service
plan and program. The funds may be used to implement or support the CSO in any of the 8
categories listed above, to implement the planning and launch of the plan and the program.
Manner of Payment
AARP will make a one-time payment of $5,000 to the city upon the execution of this agreement.
Reporting Requirements
Funds must be expended within one year of the date grant funds are received by the city.
The city shall submit a final report to the AARP after funds have been expended. The report will
describe what activities the funds were used for and how those activities supported the launch of
the Cities of Service high -impact service plan and program described above.

If the report is not received by July 1, 2012, AARP will contact the city to obtain the report.
Guidance Regarding Advocacy and Lobbying Activities
Funds may not be used to carry out propaganda, or otherwise attempt to influence legislation; to
influence the outcome of any specific public election or to carry on directly or indirectly any
voter registration drive; to make any grants that do not comply with the rules for individual
grants and organizational grants in Section 4945 of the Internal Revenue Code; or to undertake
any activity for a non - charitable purpose.
Recognition
AARP and Cities of Service should be acknowledged on all public communication (including
but not limited to press releases, brochures, reports, documents, etc.) of activities directly made
possible by these funds. However, AARP must review ads, press releases and other uses of the
AARP name by the City and approve how the AARP name is to be used.
Discrimination
City agrees that in performance of this agreement it will abide by all applicable laws prohibiting
discrimination on the basis of age, disability, sex, race, color, religion, national origin or any
other characteristic protected by applicable law.

I received a call from staff of the Iowa Commission on Volunteer Service (ICVS)
yesterday. AARP has $5,000 of funds they wish to invest into a community that will
initiate in to Cities of Service. ICVS recommended Dubuque to receive these funds
based on all our collaboration and our hiring of the VISTA position. They recommended
us to AARP without consultation because they didn't even know if this was a possibility
and a good match.
It sounds like this happened all via conversations versus any proposal. AARP is
interested in Dubuque's involvement. They are only looking at two cities in Iowa and
Dubuque is one.
They have nothing in writing to share yet with us but here is generally what I know:
1. They wish our Mayor to commit the City as a City of Service.
2. They wish us to work on the four points highlighted on the next page. Each of
the points complements the work of the VISTA position and other efforts of the
city.
3. The funds given to us would be to support the four activities listed on the sheet.
One such activity would be to send the VISTA and a representative of the
Mayor's office to the National Community Service Conference in New Orleans
June 6th through 8th. Others may be good to go as well to set a working
committee foundation for the effort. Safe community initiative goes through my
mind here.
4. From the Cities of Service website the cities chose a focus on one or more of the
following: education and youth, health, neighborhood revitalization,
preparedness and safety, sustainability and Veterans. With the Safe Community
initiative several of these seem like an appropriate way to fit to this initiative
focus.

I told them I could not commit for the city but that we are interested. They will be
forwarding me more information as they receive it from AARP. I will forward that as it
comes to me.
It seems this will build well off the VISTA's position and Safe Community Engagement
piece. I had researched Cities of Service and had set the information aside until the
VISTA arrives, so knew right away what they were referring to.
I respectfully recommend approval for Mayor Roy Buol to execute the funding
agreement when it arrives.
