(13) Implementation Element: This element details the necessary and agreed upon action steps, responsibility, schedule and cost to implement the goals, objectives and recommendations of the Comprehen- sire Plan. The community planning pro- cess should serve to assist the City Coun- cil, City administration and community leaders in prioritizing implementation. (Ord. 11-90, § 2, 2-5-1990) Sec. 36-3. Community Planning Defined: Community Planning: A process by which a community decides what kind of future it wants by establishing a shared vision of the future and then establishes the policies, goals and management tools (i.e., specific plans, assign- ments and regulations) to help reach that de- sired future. The emphasis is on a process and direction more than on a plan or document. The community planning process is comprehensive in scope, future oriented, highly participatory and emphasizes consensus decision making. (Ord. 11-90, § 2, 2-5-1990) ARTICLE H. LONG-RANGE PLANNING ADVISORY COMMISSION Sec. 36-4. Long-Range Planning Advisory Commission Created; Composi- tion: There is hereby created a City Long-Range Planning Advisory Comr~ssion, which shall consist of nine (9) members including a member of the City Council designated by the City Council, a member of the Zoning Advisory Com- mission designated by the Zoning Advisory Commission and seven (7) residents of the City appointed by the City Council who shall be qualified by their knowledge, experience and ability to contribute to the Citfs long-range planning and development efforts. The City Council shall annually designate a Council member to serve as an alternate in the absence of the Council's designated representa- tive and the Zoning Advisory Commission shah annually designate a Commission member to serve as an alternate in the absence of the Commission's designated representative. Notwithstanding the foregoing, during the period from the adoption of this Ordinance until September 1, 2001, a member of the Advisory Commission shall not be a member of the Long-Range Planning Advisory Commission. Application And Appointment Process: The appointment process to the Commission by the City Council shall include at least the following: (1) An application form requesting basic information on the education, training, experience, expectations and other quali- ficatians of the applicant; (2) Notice to and an opportunity for the general public to comment in writing on the qualifications of each applicant; and (3) A formal interview by the City Council to determine the applicant's qualifications and ability to effectively serve on the Commission. Term, Falling Of Vacancies; Com- pensatlon: The term of office for a resident member shall be three (3) years or until a successor is duly appointed. Two (2) of the initial terms shall be for a term of one year; two (2) of the initial terms shall be for two (2) years; and two (2) of the initial terms for three (3) years. (5) A Commission member may be removed at any time with or without cause by a vote of two- thirds (2/3) of all members of the City Council. (6) A vacancy occurring on the Commission caused by resignation or otherwise, shall be filled by appointment by the City Council for the remainder of the unexpired term. health, safety, morals, order, conve- nience, prosperity and general welfare may be promoted; To make or cause to be made such sur- veys, studies, maps, plans, or charts of the City with due regard to its relation to neighboring territory as may be deter- mined as necessary to carry out the pur- poses of the Commission; To recommend amendments to all or a part of the Comprehensive Plan in re- sponse to the community planning pro- cess, upon its own initiative or upon recommendation presented by the Zoning Advisory Commission, but only after a public hearing; Members of the Commission shall serve with- out compensation except for actual expenses, which shall be subject to approval by the City Council. Powers: The Commission shall have the following powers, duties and responsibilities: (1) To provide a leadership role in the plan- ning, coordinating and sponsoring of a periodic community planning process; (2) To coordinate and supervise the prepara- tion and maintenance of the Comprehen- sive Plan; (3) To provide input to the City Manager in the preparation of the City Manager's recommended multi-year capital ira- prevement program (CIP); (7) To review proposed urban renewal plans and urban renewal plan amendments and urban revitalization plans and urban revitalization plan amendments for con- sistency with the Comprehensive Plan for the City; (8) To undertake public information efforts to enhance public understanding of the community planning process generally and the Comprehensive Plan specifically; and (9) To undertake from time to time other specific long-range planning projects which may be referred to it by the City Council. The City Council shall have the authority to establish or revise the priorities of the Commis- sion. Organization: The Commission shall choose annually, at its first regular meeting of the fiscal year, one of its members to act as chairperson, and another of its members to act as vice chairperson, to perform all of the duties of the chairperson during the chairperson's absence or disability. To the City Council, Re: Experience, Education and Training I spoke with Dr. Neumeister, chairperson of the Long Range Planning Adviso~ Commission, who informed me of the Commission's activities. I told her that I did not want to join a Commission without knowing that I could be of benefit to the Commission. She felt that I would bring some positive things to them, and she asked me to present in some detail of my "qualifications" to the City Council. My wife and I lived and worked in Austria, Europe, for 15 years, doing some mission work and teaching in International schools. We are fluent in German. After Austria, we taught in an international school in St. Petersburg, Russia, but returned to the states for temporary health reasons. We settled in Vancouver, WA, where I began working as a real estate agent with Prudential. Because of our overseas experience, we were invited to teach cross-cultural studies at Emus. This fall I will also be teaching an Ethics course at NICC. We have been here two years, and now feel that its time to get involved in the community. We were instrumental in motivating our two sons to moved to Dubuque. Erich (28 & married w/2 children) is working at Medline, and Michael (24 & s'mgle) is studying Computer Science at Clark College. My "expertise" lies in the area of helping people to cross cultures successfully with emphasis on understanding different woddviews. We have witnessed the effects of the EC in Europe on the common people in the big cities and the small towns. Dr. Neumeister felt that I should apply to work on this Commission, but I will leave it to the City Council to determine what contributions that I can make to the Commission. I would be in a strong learning mode for the first year or two. Thank you for considering my application. Failure To Comply With City, State And Federal Laws: Every driver licensed under this Article shall comply with all City, State and Federal laws. Failure to do so will justify the City Manager suspending or revoking a license. (1976 Code, § 38-44) Sec. 46-45. Suspension And Revocation Of License: The City Manager is hereby given the author- ity to suspend any driver's license issued under this Article for a driver failing or refusing to comply with the provisions of this Article, such suspension to last for a period of not more than thirty (30) days. The City Manager is also given authority to revoke any driver's license for failure to comply with the provisions of this Article. Prior to the suspension or revocation, the driver shall be given written notice of the proposed action to be taken and shall have an opportunity to be heard by the City Council, which shall affirm or reverse the suspension or revocation. Organization, Election Of Offi- cers; Adoption Of Rules; Terms: (a) The Board of Trustees of the Transit Au- thorlty shall organize for its transaction of business, elect from its own number a chalrper- son and a secretary who shall serve for such terms as the Board shall determine, not exceed- ing their terms of office as members of the Board, and abide by all rules and regulations that govern the proceedings of the Board. (b) The Board of Trustees of the Transit Au- thority shall comprise five (5) trustees appoint- ed by the City Council. Three (3) of the initial appointmente shall be for terms expiring July 30, 1984; one of the initial appointments shall be for a term expiring July 30, 1983; and one of the initial appointments shall be for ~a term expiring July 30, 1982. Powers, Duties Of Board: The Board of Trustees of the Transit Authori- ty shall have: (1) The power to execute agreements and act as the applicant and recipient of Federal and State grants relating to the transit system operation and the purchase of new equipment. (2) The power from time to time to fix and establish routes and schedules and change the same whenever it is deemed advisable and to fix, maintain and regu- late rates, fares or charges for the trans- portation of passengers and any inciden- tal services and the rates or charges to be made for advertising in buses or any other facility under the control of the Board. (1976 Code, § 38-71; Ord. 94-95, § 2, 12-18-1995) Sec. 46-72. Deposit Of Funds: All funds derived from taxation, Federal and State grants, fares, or funds collected otherwise for transit system purposes shall be deposited with the Treasurer of the City to the credit of the transit system. (1976 Code, § 38-72; Ord. 94-95, § 3, 12-18-1995) Sec. 46-73. Contracts And Agreements: Contracts, grant applications and agreements entered into wherein the City Transit Authority is a party shall be subject to review and approv- al by the City Council. (1976 Code, § 38-73) Sec. 46-74. Meetings: (a) The Transit Authority shall meet not less than bimonthly on a regularly scheduled day. (b) Members of the Board of Trustees of the Transit Authority shall attend at least two- thirds (2/3) of all regularly scheduled meetings within any twelve (12) month period. If any member does not attend such prescribed num- ber of meetings, it shall constitute grounds for the Board to recommend to the City Council that said member be replaced. Attendance of all members shall be entered on the minutes. (c) All meetings shall be held in conformance with the provisions of the Iowa Open Meetings Law. (d) The Board of Trustees of the Transit Au- thority shall file with the City Council a copy of the minutes of each regular and special meeting of the Board within ten (10) working days after each such meeting. (1976 Code, § 38-74) Sec. 46-75. Procedures For Operations: All administrative, personnel, accounting, budgetary and procurement policies of the City shall govern the Transit Board of Trustees in all of its operations.
