Koch, Public Works Director 2001 Curb Ramp Installation - CDBG Project No. 2 INTRODUCTION The enclosed resolution provides for the award of the construction of the 2001 Curb Ramp Installation - CDBG Project No. 2. DISCUSSION The proposed project provides for the installation of 21 curb ramps on Rosemont, St. John, Booth, Garfield and North Grandview. This project is in response to a directive of the Americans with Disabilities Act which requires curb ramps to be installed at all intersections of the City. Sealed bids were received for the project on July 5, 2001. The results of the bidding process are as follows: Superior Concrete Winger Construction Perry Construction Kluck Construction $20,744.75 $20,872.50 $22,562.50 $26,625.00 The Iow bid submitted by Superior Concrete of Dubuque, Iowa is 17.20% under the engineer's estimate. The completion date for this project is October 15, 2001. RECOMMENDATION I would recommend that the City Council award the contract to Superior Concrete of Dubuque Iowa, in the amount of R20,744.75. BUDGET IMPACT The estimate for the project is as follows: Construction Contract Contingency Engineering Estimate Bid 925,055.00 920,744.75 9 2,505.50 9 2,505.50 9 4,134.08 $ 4,134.08 TOTAL $31,694.58 $27,384.33 The project will be funded through Community Development Block Grant Funds for Fiscal Year 2002. Whereas, said sealed proposals were opened and read on the 5th day of July, 2001, and it has been determined that the bid of Superior Concrete of Dubuque, Iowa, in the amount of $20,744.75 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Superior Concrete and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. Koch, Public Works Director ?,L~.~¢.~~ 2001 Curb Ramp Installation - CDBG Project #2 INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the construction of curb ramps at various locations throughout the City in compliance with the Americans with Disabilities Act. DISCUSSION The Americans with Disabilities Act requires that curb ramps be installed at intersections in all areas of the City by January, 2005. The City has been installing ramps on all street resurfacing and reconstruction projects, as well as on all sidewalk inspection routes. This project continues a systematic program for the installation of curb ramps throughout the City. This project targets areas of the City where there are high levels of pedestrian traffic. The 2001 Curb Ramp Installation - CDBG Project #2 consists of 21 ramps on Rosemont, St. John, Booth, Garfield and North Grandview. The schedule for the project will be as follows: Advertisement for Bids Receipt of Bids Notice of Public Hearing Public Hearing Award of Contract Completion June 22, 2001 July 5, 2001 July 6, 2001 July 16, 2001 July 16, 2001 October 15, 2001 RECOMMENDATION It is recommended that the City Council establish the date for the public hearing and authorize the City Clerk to advertise for proposals.
