MAY 200'1 AIRPORT ~TATI~TIC~ REVIEW A. Revenue passenger enplanements: 1) Amedcan Eagle was up 39.38% for the first five months of 2001 compared to the first five months of 2000. (2) Northwest Airlink was down 13.42% for the first five months of 2001 compared to the first five months of 2000. (3) United Express was down 11.11% for the first five months of 2001 compared to the first five months of 2000. (4) Overall Airpor~ totals were up 5.69% for the first five months of 2001 compared to the first five months of 2000. Aircraft Operations: Aircraft operations (takeoffs and landings) were up 0.14% for the first five months of 2001 compared to the first five months of 2000. C. Aviation Fuel Gallons Pumped: (1) 100LL AVGAS gallons pumped were down 4.13% for the first five months of 2001 compared to the first five months of 2000. (2) JET A Fuel gallons pumped were up 7.52% for the first five months of 2001 compared to the first five months of 2000, (3) Overall fuel gallons pumped were up 5.03% for the first five months of 2001 compared to the first five months of 2000. Jim O'Neill said he learned that American Eagle was planning on using a larger regional jet into Dubuque starting in August this year. MAY 2001 AIRPORT FINANCIAL RI=PORT AND ACCOUNT,A ~ May Expenses should be at 91.67% of the annual budget, but actual airport operating expenses are at 86.31°/,. At this point, we are $116:895.74 Revenues should be at 91.67% of the annual budget, but actual airport operating revenues are at 97.09°/,. At this point, we are $93:362.31 OVER C. Being $116,895.74 UNDER in expenses and $93,362.31 OVER in revenues brings us ~;210:2~1~.0~ AHEAD nf operatin_, hud_o~t .nro.iecflnn~ for Fiscal The Commission asked staff for their recommendations. Staff suggested requesting a carryover of the budget surplus in FY01 toward the unbudgeted expense of hiring the new airport manager in FY02. This idea will be explored. Peggy will complile potential expenses, along with some facts on recruitment used at neighboring airports There was some discussion about a ribbon cutting ceremony for the completion of Runway 18/36 which could possibly be done in conjunction as the America's River Project as many of legislators will be in Dubuque. Bob Boleyn wilt work toward finalizing the date. This expense could come from the balance in the promotion budget. 04. MAY 200'1 FIXED BA~I=: OPERATION FINANCIAL REPORT.~ The Commission had no questions regarding the Fixed Base report. Ken Kraemer called in from Russia at 4:30 p.m. for about five minutes. The Commissioners congratulated him on his new job in Augusta, Georgia. Ken told the Commission he had been robbed by a pickpocket. APRIL AND MAY 200'1 AIRPORT OPERATIONS AND MAINTENANCF The Commission had no comments on the report. 06. CON~TRIJCTION UPDATE: RUNWAY '18/3fi EXTENSION PROJECT ~'.PHASF This portion of the project is now 95% complete, Lee Utt, of the FAA, has approved a change order for some modifications to electrical issues that have recently surfaced. 07. CONSTRUCTION UPDATE' RUNWAY '11~13fi EXTENSION PROJECT/.PHASF This portion of the project is 90% complete with three change orders requested for a totat of about $34,000. At this time there is still a surplus in the project, which could possibly, be put toward the pumhased of some of the ILS equipment. The last phase, which is the instrumentation, started on May 29, 2001. EXTERIOR TERMINAL RENOVATION The status of this project has remained unchanged. 09. CONRTRUCTION UPOATE_' AIRCRAFT T-HANGARR PROJECT The project has been completed and is on budget. The final pay and close out will be completed this month. This is the last time this item will appear on the agenda. '10. 20:000 GALLON FUEL ~TORA~E TANK PROJECT Upon final evaluation, the Crescent 10,000 gallon tank was not epoxy lined and therefore is not a viable option. The current project budget is not sufficient to complete the project even if the project is scaled back. Staff recommends the current budget balance be carried forward, and during the normal CIP budgeting process, additional funds be requested to fund the project in its entirety. The Commission asked if there was a sufficient fuel supply storage until such time. Gordy Vetsch told the Commission he believed the system would work satisfactorily until the project could be completed. Rick Goodin made a motion to carry the project forward until additional funding can be secured in the FY03 CIP budget. This motion was seconded by Ted Goodman. AYES: All. NAYS: None. 11. PRE~ PROCEDURE~ This is an ongoing process and will be discussed again at a later time. 12. RE~OLUTIONS FOR BACK FLOW CONTROL ON AIPRORT'~ WATER DI,~JTRII~LITION SY~TI=M Jim O'Neill made a motion to approve Resolutions A500-1-01 Preliminary Approval of Plans and Specifications, A500-2-01, Ordering Bids and A500-3-01 Adopting Plans and Specifications for the Back Flow Control of the Airport's Water Distribution System. This motion was seconded by Rick Goodin. AYES: All. NAYS: None. 13. Rick also suggested some type of checklist to be used by members, which would track projects completed. Ted Goodmann will attend this meeting to give her report on the trip to Washington. Teri also said that she had talked with John Conrad about maintaining Dubuque's cordial relationship even though Ken would be leaving. Ted said she would take care of the thank you letters from their recent visit. Doug will follow up with Willy Card of the FAA from the Washington trip regarding toWer issues. The Commission also mentioned that Northwest has started regional jet operations at several cities in or around Iowa. A. The Airport Tenant meeting is set for Tuesday, June 19 at 5:00 p.m. A letter was sent our to the commercial tenants requesting input for the first meeting. Terry Mozena has responded. The meeting will be set up for July. C. A.Y. McDonald has transitioned into their new hangar on June 1, 2001 The Crescent and Kruse ramps have been completed with a savings of $4,610 savings over the $32,000 that was originally budgeted. The storm sewer changes have been completed which has alleviated a major water drainage concern at the old steel and corporate hangars. This was done for $16,400 from the O & M budget as projected. The Great Lakes AAAE annual conference will be held in Kansas City on August 2-5, 2001. The Commission approved Bob's attending this conference it is a budgeted expense. Todd and Candace Dalsing are the proud parents of a new baby boy born June 4, 2001. Todd is an Airport Operations Specialist. Bob Boleyn is working with the FAA to reconstruct the ARFF road on the northeast side of Runway 18 safety area. The instrumentation will not be complete until September, which may be late in the year to host the grand opening.. Jim O'Neill and Teri Goodman will meet with Bob Boleyn on Wednesday, June 20, 2001 at 4:00 p.m. as the Terminal Study Task Force. REPLACEMENT PROCEDURES FOR AIPORT MANAGERS POSITION The Commission talked about various ideas and groups that should meet with the candidates for the Airport Manager's position. The logistics of events, pricing, and procedures were all discussed. The Commission decided to hold a special meeting on Friday, June 29th at 8:00 a.m. to discuss and formulate their plans. They discussed using both a search committee and an advisory committee. Bob Boleyn and Gordy Vetsch were named as jointly as Acting Airpor~ Managers during the interim. The Commission said they had discussed this idea with Ken. Doug Brotherton will talk to the city about temporary compensation for the additional duties. The Commission recognized Doug for all the additional time he has and will have to put into the Chairmanship during this period of transition. ..~ CORRESPONDENCE Rick Goodin asked about the letter of recommendation that was to appear in the Commission packet. Doug Brotherton told the Commission he had forgotten to send it to staff for inclusion in the packet. Rick Goodin made a motion to adjourn the meeting. The mOtion was seconded by Jim O'Neill.
