DuMA Request for Meter Changes
In response to a request made by the Dubuque Museum of Art (DUMA) for meter
changes, Assistant City Manager Cindy Steinhauser recommends that the meters along
7th Street between Bluff and Locust Streets be removed and reinstalled on the east side
of the 700 block of Bluff Street. It is my intention to approve this request.

Re: DuMA request for meter changes
Introduction
The purpose of this memorandum is to update you on the request by the
Dubuque Museum of Art (DUMA) for meter changes.
Discussion
On April 12, 2001, the DuMA Board of Trustees sent a letter to the City of
Dubuque requesting that the meters along the south side of 7th Street from Bluff
to Locust Street be removed (see attached). On May 9, 2001 the City Council
referred this matter to City Staff. In their letter, DuMA Trustees have suggested
creating parking along the east side of the 700-block of Bluff Street where none
had previously existed in response to concerns regarding the loss of valuable
parking in downtown. This parking would be adjacent to a new parking lot that
will be used by DUMA. Bob Woodward of Woodward Communications Inc.,
owner of the site, has indicated his willingness to modify the curb along the
western portion of their property to allow for the creation of approximately 5 on-
street metered parking stalls. It is agreed that this new parking would be
constructed simultaneous with the construction of the surface lot and that the
City's portion of the cost for curb, gutter and sidewalk is estimated to be $22,243.
In addition, the City would be responsible for the installation of three historic light
fixtures along Bluff Street that Mr. Woodward has agreed to purchase as part of
the parking lot improvements. The funding would come from the street
improvement operating fund.
Recommendation
I recommend that the meters along 7th Street between Bluff and Locust Streets
be removed and reinstalled on the east side of the 700-block of Bluff Street in
conjunction with the parking improvements described above.
