Mayor Meyers read the call and
stated that service thereof had
been duly made, this being the
FIRST MEETING OF THE FISCAL
YEAR OF 1971, called for the pur-
pose of acting upon such business
as may properly come before the
meeting,
Outgoing Mayor Meyers ex-
pressed appreciation and thanks to
all Council members, the Staff, all
employees from the top to the
lowest for the fine cooperation
they have given him during his
year as Mayor,
Councilman Pregler moved that
Councilman Couchman be elected
to serve as Mayor for the year of I
1971. Seconded by Councilman Bit-
ter, Carried by the following vote:
Yeas - Councilmen Bitter, Mey-
ers, Moldenhauer, Pregler,
Not Voting-Councilman Couch-
man.
City Clerk Frommelt adminis-
tered the oath of office to Mayor
Gaylord M, Couchman who took
his proper place in the Mayor's
chair at the Council table,
Mayor Couchman stated that
this is the fourth year for him
on the Council and expressed high-
est regard and esteem for the rest
of the members on the Council, He
is amazed at the caliber of thought
that goes into discussions.

As City Manager I wish to advise
your Honorable Body that all of-
ficers and employees who I have
power to appoint and are under my
supervision, direction and control,
and whose appoinmtents continue
at the pleasure of the Manager
and who are now serving in their
respective capacities shall be paid
salaries in accordance with the
1970 salary rates plus six per cent,
except that members of the fire
and police departments shall be
paid according to the attached
salary rate sheets; and further
that the positions of Fire Chief,
Police Chief, Foreman and Garage
mechanics are adjusted by an ad.
