As City Manager I wish to advise
your Honorable Body that all of-
ficers and employees who I have
power to appoint and are under my
supervision, direction and control,
and whose appoinmtents continue
at the pleasure of the Manager
and who are now serving in their
respective capacities shall be paid
salaries in accordance with the
1970 salary rates plus six per cent,
except that members of the fire
and police departments shall be
paid according to the attached
salary rate sheets; and further
that the positions of Fire Chief,
Police Chief, Foreman and Garage
mechanics are adjusted by an ad-
ditional pay grade.

Commission has held a public hear-
ing on a proposal to classify re-
cently annexed property as fol-
lows:
1) property owned by Mississippi
Valley Milk Producers Asso-
ciation as Single Family Re-
sidence on the Zoning Map of
the City of Dubuque, Iowa.
2) property. owned by Tower In-
vestroent: the Dubuque Com-
munity School District; and
Byrnes-Waller, be classified
Mupltiple Besidence on the
Zoning Map of the City of Du-
buque, Iowa.
These properties were annexed
to the City of Dubuque, Iowa, by
resolution and include approxi-
mately 214.11 acres.
It is the opinion 0 fthe Commis-
sion that the classifications for the
above described properties are In
accord with the General Plan for
the area.

Company of Dubuque.
In part, the application reads,
"about three years ago we pur-
chased 12 acres from Interstate
Power Company on Highway 52
with the belief that utilities would
be available. Dut to no fault of the
city of Dubuque, these facilities
are not available at this time and
it is indefinite when water and
sewer will be available."

entered into by the City of Dubu-

$88,257.09 Dollars of the cost there. I
of shall be assessed against the pro-
perty subject to assessment there-
for; and
Whereas public notice, as pro-
vided by law, has been published
by the City Clerk stating the inten-
tion of the City Council to issue
bonds for the purpose of providing
for the payment of the assessed
cost of said improvement and a
public hearing has been held, pur-
suant to such notice and all objec-
