City Council in considerable detail '
the design concepts and plans for
Phase I! of Town Clock plaza
which represents that portion of
the Main Street Pedestrianway ex-
tending south from Town Clock
Square to Fifth Street.
The same material was present-

Commission, and a copy of their
Resolution 71-2 determining that
this improvement is an appropriate
use both as to design and location
is attached hereto for inclusion
in the minutes of the City Council
meeting of November 15.
The Dubuque Advisory Commis-
sion, the Business Development
Committee of the Dubuque Area
Chamber of Commerce and the
Downtown Association also shared I
on March 9 in a special presenta-
tion of this downtown improve-
ment item.
Since March 8 an Amendatory
Application for Loan and Capital
Grant for the Downtown Urban Re-
newal Project to secure additional
funds to carry out this portion of
Town Clock Plaza as well as addi-
tional funds for certain other proj-

has been reviewed and approved
by the Department of Housing and
Urban Development and a letter
authorizing the City of Dubuque
to incur expenses in conformity
wit hthis approval is anticipated
daily. A formal contract amend-
ment can be expected prior to the I
end of the year.
In order to facilitate an early
spring start on this project, we
request council's authority to for-
mally proceed now with the ad-
vertising for the work. It may be
that some of the construction items
can be undertaken during the win-
ter months, and that items of a
specialized nature can be ordered
for immediate fabrication for early
delivery and installation.
The plans are substantially iden-
tical to those reviewed last March,
and now as then, the plans do not
include the final treatment of the
