merit with the Comprehensive Plan,
Consolidated Plan and existing City
housing strategies.
(b)Any proposed tow-rent housing project
shah be subject to specific approval by the City
Council and any project requLring a referendum
as provided in chapter 403A of the 1979 Code of
Iowa shall be submitted to the voters of the
City in accordance with such chapter.
(c)The Housing Commission shall mordtor
the City's housing program and conduct hear-
hags on grievances which arise out of the opera-
tion of such program except in the area of hess-
ing code enforcement.

(c) Vacancy caused by death, resignation or
otherwise on the Commission shah be promptly
filled by the City Council for the Unexpixed
term of office.
(d) At least three (3) members of the Commis-
sion shall be selected specifically on the basis of
experience in real estate development, banking,
finance, accounting, fends management or other
related areas of expertise.
(e_) One member of the Comm;~sion shall be a
person who is-~recipient of tenant.based reutal
assistance under section 8 of the United Slates
Housing Act of 1937 (42 USC 1437f) whose
name appears on a lease of section 8 property
and who i----~s eighteen (18) years of age or older. If
suc~h member~ases to be a recipient of rental
a~ssistance ~uder section 8, the term of such
~member-shall b~deemed term~nnfed and a new
member who meets the requirements of this
subsection (e) shah be appointed for the re-

(d) The Housing Commission shall undertake
such additional duties, with regard ~o the ttous-
Lng Trust Ftmd, as are specified in Chapter 26,
ArfJ. cle IH of this Code. (1976 Cede, § 11~/a_77;
Ord. 53-92, § 1, 7-20-1992; etd. 47-96, § 1,
10-7~996)
Sec, 15-23, Membership; Vacancies; Quali-
fications:
(a) The IIousLng Commission shall be com-
prised of a membership of ten (10) persons.
(b) Current commissioners whose terms ex-
pire August 17, 1993, shall continue to serve
until such time, or until a successor is duly
appointed. Three (3) commissioners shah be
appointed for an initial term of two (2) years,
and three (3) commissioners shall be appointed
for an initial term of three (3) years. All subse-
quent appointments shah be for a term of three
(3) years, or until a successor is duly appointed.
Sec. 15-24. Meetings:
(a) The Housing Commission shall hold at
least one official meeting per month.
(b) Members of the Commission shall attend
at least two-thirds (a/a) of all regularly sched-
uled and held meetings within a t~velve (12)
month period. If any member does not attend
such a prescribed number of meetings, it shall
constitute grounds for the Commission to rec-
ommend to the City Council that said member
be replaced. The attendance of ail members
shall be entered upon the minutes of all meet-
ings.
(c) All meetings shall be held in conformance
with the provisions of the Iowa Open Meetings
(d) The Housing CommLssion shall file with
the City Council a copy of the minutes of each
regular and special meeting of the Commission

I am writing this memo to state my desire for being on the Housing
Commission as the Section 8 Representative. I would like for the council to
consider this as my statement, as I have prior commitments. I hope this and
my prior statements make a good impression.
I believe my experiences and my desire to understand and assist my
community will be an asset. I have great abilities to be receptive and open;
to see and speak truth; to generate consensus; and to solve problems. I also
have the capacity to understand the how and why in housing related issues.
My flexible job as a freelance photographer has enabled me to be involved
in my community. I belong to the North End Neighborhood Association. With
others, I am helping to create a tenant's advocacy group. I also share my
computer expertise with Star Club.
In closing, I would like to say that I am driven and committed to be apart of
the commission with plenty of time and energy to share. I understand that it is
the home that makes the community better.

§ 26-36
to provide any funds for any of the purposes of

Sec, 26-36. Housing Commission Trust
Fund Advisory Committee:
(a) A Housing Trust Fund Advisory Commit-
tee of the Housing Commission shall be estab-
lished to recommend policy direction and over-
sight to the administration and operation of the
Housing Trust Fund by: 1) soliciting funding; 2)
developing by-laws to govern the Committee's
operations; and 3) developing policies and
guidelines for acquisition and distribution of
funds. Such solicitations, by-laws, policies and
guidelines shall be approved by the Housing
Commission and submitted to the City Council
for its approval.
(b) The Housing Trust Fund Advisory Com-
mittee shall coordinate an effective mechanism
for public participation in the operation of the
Trust Fund, recommend projects to the Housing
Commission for funding approval and engage in
activities providing for the efficient use of the
Trust Fund.
(c) The Housing Trust Fund Advisory Com-
mittee shall have five (5) members appointed by
the City Council to serve for three (3) year
terms. Three (3) of the Committee members
shall be members of the Housing Commission
and two (2) shall be members of the public. One
of the initially appointed Committee members
shall serve a term of one year and two (2) of the
initially appointed Committee members shall
serve terms of two (2) years. The chair of the
Trust Fund Advisory Committee shall be ap-
pointed by the Housing Commission.
The two (2) members of the public shall be
selected specifically on the basis of experience
in real estate development, banking, finance,
accounting, funds management or other related
areas of expertise.
(d) The Housing Trust Fund Advisory Com-
mittee shall hold at least six (6) meetings per
year. The Housing Commission may adopt rules
and regulations it deems necessary to govern
the Committee's organizational procedures and
which do not conflict with this Article or other
resolutions and/er decisions of the City Council.
(e) All administrative, personnel, accounting,
budgetary and procurement policies and prac-
tices of the City shall govern the Housing Trust
Fund Advisory Committee in all its operations

Sec. 36-3. Community Planning Defined:
Community Planning: A process by which a
community decides what kind of future it wants
by establishing a shared vision of the future
and then establishes the policies, goals and
management tools (i.e., specific plans, assign-
ments and regulations) to help reach that de-
sired future. The emphasis is on a process and
direction more than on a plan or document. The
community plan-lng process is comprehensive
in scope, future oriented, highly participatory
and emphasizes consensus decision making.

ARTICLE II. LONG-RANGE PLANNING
ADVISORY COMMISSION
Sec. 36-4. Long-Range Planning Advisory
Commi~alon Created; Composi-
tion:
There is hereby created a City Long-Range
Planning Advisory Commission, which shall
consist of nine (9) members including a member
of the City Council designated by the City
Council, a member of the Zoning Advisory Com-
mission designated by the Zoning Advisory
Commission and seven (7) residents of the City
appointed by the City Council who shall be
qualified by their knowledge, experience and
ability to contribute to the City's long-range
planning and development efforts.
The City Council shall annually designate a
Council member to serve as an alternate in the
absence of the Council's designated representa-
tire and the Zoning Advisory Commission shall
annually designate a Commission member to
serve as an alternate in the absence of the
Commission's designated representative.
Notwithstanding the foregoing, during the
period from the adoption of this Ordinance until
September 1, 2001, a member of the Zoning
Advisory Commission shall not be a member of
the Long-Range Planning Advisory Commission.

Sec. 36-5. Application Aud Appointment
Process:
The appointment process to the Commission
by the City Council shall include at least the
following:
(1)
An application form requesting basic
information on the education, training,
experience, expectations and other quali-
fications of the applicant;
(2)
Notice to and an opportunity for the
general public to comment in writing on
the qualifications of each applicant; and
(3)
A formal interview by the City Council to
determine the applicant's qualifications
and ability to effectively serve on the

The term of office for a resident member shall

appointed. Two (2) of the initial terms shall be

which shall be subject to approval by the City

Sec. 36-7. Powers:
The Commission shall have the following
powers, duties and responsibilities:
(1)
To provide a leadership role in the plan-
ning, coordinating and sponsoring of a
periodic community planning process;
(2)
To coordinate and supervise the prepara-
tion and maintenance of the Comprehen-
sive Plan;
(3)
To provide input to the City Manager in
the preparation of the City Manager's
recommended multi-year capital im-
provement program (CIP);
(7)
To review proposed urban renewal plans
and urban renewal plan amendments
and urban revitalization plans and urban
revitalization plan amendments for con-
sistency with the Comprehensive Plan
for the City;
(8)
To undertake public information efforts
to enhance public understanding of the
community planning process generally
and the Comprehensive Plan specifically;
and
(9)
To undertake from time to time other
specific long-range planning projects
which may be referred to it by the City
Council.
The City Council shall have the authority to
establish or revise the priorities of the Commis-

To make comprehensive studies of the
present condition and the future growth
of the City to provide input into the
community planning process and to guide
and accomplish a coordinated, consistent

be of benefit tot he Commission. She felt that I would bring some positive things to them, and she asked me to
to present in some detail of my "qualifications" to the City Council.
My wife and I lived and worked in Austria, Europe, for 15 years, doing some mission work and teaching in International schools. We are fluent in German. After Austria, we taught in an
international school in St. Petersburg, Russia, but returned to the states for temporary health reasons. We settled in Vancouver, WA, where I began working as a real
estate agent with Prudential. Because of our overseas experience we were invited to teach cross-cultural stueis at Emmaus. This fall I will also be teaching an Ethics course at NICC.
We have been here two years, and now feel that its time to get involved in the community.
We were instrumental in motivating our two sons to move to Dubuque, Erich (28 & married w/ 2 children) is working at Medline, and Michael (24 & single) is studying
Computer Science at Clarke College.
My "expertise" lies in the area of helping people to cross cultures successfully with emphasis on understanding different worldviews.
We have witnessed the effects of the EC in Europe on the common people in the big cities and the small towns.
Dr. Neumeister felt that I should apply to work on this Commission, but I will leave it to the City Council to determine what contributions
that I can make to the Commission. I would be in a strong learning mode for the first year or two.

issue a license to the applicant upon the pay-
ment of five dollars ($5.00). Such license shall
be in effect for the remainder of the calendar
year. A license for every calendar year thereaf-
ter shall be issued upon the payment of five
dollars ($5.00) unless the license for the preced-
ing year is in suspension or has been revoked.
(b) The license shall be worn upon the cloth-

Sec. 46-44. Failure To Comply With City,
State And Federal Laws:
Every driver licensed under this Article shall
comply with all City, State and Federal laws.
Failure to do so will justify the City Manager
suspending or revoking a license. (1976 Code,

Sec. 46-45. Suspension And Revocation Of
License:
The City' Manager is hereby g/ven the author-
ity to suspend any driver's license issued under
this Article for a driver falling or refusing to
comply w/th the provisions of this Article, such
suspension to last for a period of not more than
thirty (30) days. The City Manager is also given
authority to revoke any driver's 1/cense for
failure to comply with the prov/sions of this
Article. Prior to the suspension or revocation,
the driver shall be given written notice of the
proposed action to be taken and shall have an
opportunity to be heard by the City Council,
which shall affn-m or reverse the suspension or

(b) The Board of Trustees of the Transit Au-

be for a term expiring July 30, 1983; and one of
