Van Milligen, City Manager Residential Permit Parking in Municipal Lot #1 In May 2000, the City Council gave preliminary approval to MetroPlains Development for the redevelopment of the former Iowa Inn site as a one and two-bedroom affordable senior housing project. This project would result in the creation of 33 housing units with 6 parking spaces located on the site. This left a deficit of 27 parking spaces needed for the development, and the City Council approved the issuance of 27 residential parking permits for municipal parking lot #1 located at 9th and Iowa Street. MetroPlains Development would like to modify their development plan to include burying the overhead power services located in the alley adjacent to the Iowa Inn. This would cause the loss of two of the six on-site parking spaces. Assistant city Manager Cindy Steinhauser is recommending that the City issue 29 residential parking permits instead of the originally planned 27 permits. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Van Milligen, City Manager From: Cynthia M Steinhauser, Assistant City Manager RE: Residential Permit Parking in Municipal Lot #1 Introduction The purpose of this memorandum is to amend the residential permit parking district in municipal lot #1 and to request City Council approval. Background In May, 2000, the City of Dubuque gave preliminary approval to MetroPlains Development for the development of the former Iowa Inn site as a one- and two- bedroom affordable senior housing project. This project would result in the creation of (33) housing units with 6 parking spaces located on the site. This would leave a deficit of twenty-seven (27) parking spaces needed for this development. On June 18, 2001 the City Council approved the establishment of a residential parking permit district in municipal lot #1 located on 9th & Iowa Street. By establishing a residential parking district, the City can issue up to 27 parking permits for use by tenants of this development. These permits will allow tenants to park at a meter in municipal lot #1 without plugging a meter, similar to residential parking in the remainder of the meter district. Discussion On July 20, I met with Michelle Kaiser of MetroPlains Development and Mike Roth of Alliant Utilities regarding the Iowa Inn project. We discussed the removal of the overhead power services in the alley adjacent to the Iowa Inn and the impact that would have on the Iowa Inn development. The removal of this service from an overhead service to an underground service requires padmount switchgear and a padmount transformer. Both of these items could be located in a portion of the parking lot directly north of the building and would result in the loss of two parking spaces on the site. The total number of on-site spaces would be 4 instead of 6. Heartland Properties, the investment partner for the project and a subsidiary of Altiant Utilities, has agreed to pay for the burying of the overhead wires and to provide adequate screening of the switchgear and transformer. The attached site plan shows the location of the units as discussed. In an effort to replace the loss of two parking spaces, MetroPlains is requesting that City Council amend the residential parking district that was approved in June to provide two more parking permits for use in municipal lot #1. This would increase the number of permits that could be issued from 27 to 29. Municipal lot #1 has a total of 129 parking spaces. Thirty of the spaces are reserved parking and 99 are metered spaces. On average, 45 of the metered spaces are vacant each day. Recommendation Based upon this information, I would recommend that the City Council adopt the attached ordinance increasing the number of residential parking permits in municipal lot #1 from 27 to 29. Action The requested action is for City Council to adopt the attached ordinance amending the residential permit parking district in municipal lot #1. Cc: Pam Myhre, Acting Economic Development Director ORDINANCE NO. 53-01 AN ORDINANCE AMENDING THE CITY OF DUBUQUE CODE OF ORDINANCES SECTION 32-339 AMENDING RESIDENTIAL PERMIT PARKING IN MUNICIPAL LOT #1 NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. Sec. 32-339 (b) of the City of Dubuque Code of Ordinances paragraph (4) is amended as follows: (4) In the case of municipal lot #1, one residential permit per unit, up to twenty- nine (29) permits may be issued to persons whose principal address is listed as the Cornerstone Place tocated at 9m& Iowa.
