Redistricting Plan for City Wards and Precincts
Planning Services Manager Laura Carstens recommends that a public hearing be set
for August 20, 2001, for review and approval of a Redistricting Plan for City Wards and
Precincts. Since we did not receive redistricting instructions from the Secretary of State
until July 6, a redistricting plan is still under development. We expect to have a draft
plan to hand out at the August 6 Council meeting.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Redistricting Plan for City Wards and Precincts
INTRODUCTION
The purpose of this memo is to request that the City Council set a public hearing date of
August 20, 2001 for review and approval of a Redistricting Plan for City Wards and
Precincts.
DISCUSSION
Cities with a population over 3,500 must review all ward and precinct boundaries to see if
redistricting is needed to comply with State law.
After consulting with the Dubuque County Auditor's Office, we have determined that the
City of Dubuque will have to file a redistricting plan with the State. Plans are due to the
Secretary of State by September 1, 2001.
Since we did not receive redistricting instructions from the Secretary of State until July 6,
a redisthcting plan is still under development. We expect to have a draft plan to hand out
at thb August 6 Council meeting.
A redistricting plan must be approved by ordinance after a public hearing. The last Council
meeting before the State's submittal deadline (September 1) is August 20. Consequently,
we need the City Council to set the August 20 public hearing at their August 6 meeting.
Prior to adoption, the County Auditor must be given no less than 7 and no more than 10
days to comment on the plan. To meet this comment period, we must provide the County
Auditor with the draft plan between August 10 and August 13.
RECOMMENDATION
We recommend that the City Council set August 20 as the public hearing date for review
and approval of a Redistricting Plan for City Wards and Precincts.
