Approve Minutes of June 1, 2001
Commissioner Wertzberger moved to approve the minutes of June 1, 2001~
Seconded by Duehr, passed unanimously.
Election of Chairperson
Chairperson Kluesner moved to nominate Commissioner Merle Duehr as the
Chairperson for the Commission for the next year. Seconded by Wertzberger,
passed unanimously.

Establish Passing Point for the Positions of Fire Equipment Operator, Fire
Lieutenant, Fire Captain, and Assistant Fire Chief and Certify Lists
Fire Equipment Operator-- Commissioner Duehr moved to accept the
recommendation of McCann Associates and establish the passing score as 71.
Seconded by Wertzberger, passed unanimously. Wertzberger moved to certify
the list as read and that the list be good for two years. Seconded by Duehr,
passed unanimously.
Fire Lieutenant - Commissioner Duehr moved to accept the recommendation of
McCann Associates and establish the passing score as 71. Seconded by
Wertzberger, passed unanimously. Duehr moved that the list be certified as
read for two years. Seconded by Wert~berger, passed unanimously.
Fire Captain - Commissioner Duehr moved to accept the recommendation of
McCann Associates and establish the passing score as 71. Seconded by
Wertzberger, passed unanimously. Duehr moved that the list be certified as
read for two years. Seconded by Wertzberger, passed unanimously.
Assistant Fire Chief-- Commissioner Duehr moved to accept the
recommen~iop~ of McCann Associates and establish the passing score as 70.

Communication of Assistant Fire Marshall Michael J. McMahon
Commissioner Wertzberger moved to receive and file the communications
received and to refer to matter to the Commission. He further moved to open the
meeting to outside input. Seconded by Duehr, passed unanimously.
Assistant Fire Marshall Mike McMahan spoke on his own behalf and stated that
he had been in the position and doing a good job. He felt he should be added to
the certified list for the position even though he had not passed the examination.
He felt the job description for the new position was no different from the one he
is currently working under. Fire Chief Dan Brown explained that the position had
been created as a new position and the entire Fire Marshal's Office had been
restructured. He stated this did not constitute a lateral transfer.
Mike Gabdel, President of the Professional Firefighters' Association, stated the
position was a part of the last bargaining process and the purpose was to open
the test to all eligible members of the Fire Department.
The Commission discussed the role of the Civil Service Commission in the
testing process and the fact that they need to depend on professionals, such as
McCann Associates. They expressed concern over the fact that in this case only
one person out of the two passed the exam, but they also could not support
overruling their previous action of certifying the list.
Request to Schedule Entrance Examination for Position of Firefighter
Commissioner Duehr moved to hold an entrance examination for the position of
Firefighter and to concur with the recommendations of the City Manager,
including that applicants must have EMS Certification, and that the lists be
certified for two years. He further moved that McCann and Associates be used
as the testing source. Seconded by Wertzberger, passed unanimously.
Wertzberger moved that the application deadline be set for 5:00 p.m., August
17, 2001 and that the test be conducted at 6:30 p.m. on Wednesday, September
12, 2001 at a place to be determined. Seconded by Duehr, passed
unanimously.
Request to Schedule Entrance Examination for the Position of Park Ranger
Commissioner Duehr moved to hold an entrance examination for the position of
Park Ranger, that the deadline for applications be 5:00 p.m., June 20, 2001 and
that the test be conducted at 6:30 p.m., Wednesday, August 8, 2001 at the Five
Flags Center Ballroom. It was further moved that the list be certified for two
years and that valid Post scores on file be accepted. Seconded by Wertzberger,
passed unanimously.
Establish Passing Point for the Positions of Equipment Operator I and II
and Certify Lists
Equipment Operator I - Duehr moved to receive and file the COmmunication of
Operations and Maintenance Manager Don Vogt and Personnel Manager Randy
Peck and to concur with the recommendation establishing a passing point of 51
(66.2%). Seconded by Wertzberger, passed unanimously. Duehr moved to
certify the list as read and that the list be good for two years. Seconded by
Wertzberger, passed unanimously.
Equipment Operator II -- Duehr moved to receive and file the communication of
Operations and Maintenance Manager Don Vogt, Water Plant Manager Bob
Green, and Personnel Manager Randy Peck and to concur with the
recommendation establishing a passing point of 76 (69.7%). Seconded by
Wertzberger, passed unanimously. Duehr moved to certify the list as read and
that the list be good for two years. Seconded by Wertzberger, passed
unanimously.

Communication of Dennis F. Rath
Commissioner Wertzberger moved that the communication be received and filed
and that the matter be referred to the Civil Service Commission for action. Mr.
Rath stated that the reason he was coming to the Civil Service Commission was
that as of July 1, 2001, the City had eliminated his position. He stated he was
eliminated, but the actual position still existed and was being done by others in
the department. He further stated he wanted to bump a junior person in a
position he had previously worked in and has not been allowed to. Corporation
Counsel Barry Lindahl stated that the Commission has no authority in this case -
that it is between the City and the employee. It is further the City's opinion that
Mr. Rath has no seniority in the position he wants to bump into. Commission
Member Duehr asked that the Corporation Counsel put his opinion in wdting for
the Commission's consideration. He then moved that this matter be tabled until
such time as the Commission has received the written opinion of the Corporation
Counsel. Seconded by Wertzberger, passed unanimously.
There being no further business, Duehr moved to adjourn. Seconded by Wertzberger.
Unanimously approved and meeting adjourned at 3:00 p.m.
