Minutes Housing 7 17 01MINUTES OF HOUSING COMMISSION MEETING DATE: TIME: PLACE: 17 July 2001 12 Noon Housing and Community Development Department Office 1805 Central Avenue / Dubuque, Iowa 52001 Chairperson Holz called the meeting to order at 12:05 p.m. following staff assurance of compliance with Iowa Open Meeting Law. New Business Revised Voucher Program Payment Standards Janet Walker stated that the purpose of the new voucher program payment standards is to offset the increase in the costs of utilities. She requested that approval be effective retroactive as of July 6 and effective until September 30. Commissioner Kapler moved to approve the revised voucher payments standard retroactive to July 6, 2001. Commissioner Stock seconded. Roll call. All present in favor. Motion passed. Request for Approval of Rehabilitation Loans Exceeding Maximum Amounts Joleen Patterson had previously presented to the Commission a loan in which the property contained substantial lead based paint along with extensive rehabilitation needs. The total cost of the project is $64,205 (which includes $25,960 in lead paint assistance). She had stated that there is a first mortgage in the amount of $47,653 at $428/mo. payments. Joleen had reported that if we made a loan for $38,245, 3% interest, $360/mo. the owners would have a negative cash flow of $81/mo. Commissioner Stock had previously recommended to approve a loan in the amount of $85,898, paying off the existing first mortgage of $47,653 and $38,245 for rehabilitation costs, monthly payments at $428/mo., 3% interest to the City. Commissioner Stock motioned to approve the loan. Commissioner Miller seconded. Roll call. All present in favor. Motion passed. Joleen Patterson had previously presented a second loan to the Commission for a very small duplex, being converted into a single family home. The total cost of the project is $61,000 (which includes $5,000 in lead paint assistance). There is no first mortgage on the property. Commissioner Stock had expressed concern about the applicant's credit card balances. Commissioner Stock previously recommended to approve the $56,000 loan, however to defer payments for 6 months in order to apply the applicant's monthly payment to her credit card debt. Once the credit card debt is cleared up owner is to pay $300/mo., 0% interest to the City. Joleen Patterson had stated that the owner has agreed to bdng statements showing the repayment status of the credit cards. Commissioner Stock motioned to approve the loan. Commissioner Neustadt seconded. Roll call. All present in favor. Motion passed. Information Sharin.q Janet Walker stated for information only that HUD has issued an interpretation of the regulations requiring the City Council to have a resident member; or either a pre-Council meeting would be held for Housing Commission business or the Housing Commission would take over as the governing board pertaining to housing issues. The issue is under discussion with HUD and Congressional representatives. Commissioner Neustadt requested that a copy of the Histodc Preservation grant guidelines be mailed to the Commission along with the next agenda. Commissioner Holz recommended the July meeting be canceled and the next meeting held at the regular time of 4 p.m. on August 28, 2001. Adiournment There being no further business to come before the commission, Commissioner Kapler moved to adjourn. Commissioner Miller seconded. Motion passed by voice vote.
