Update to FY 2002 Dubuque County REAP Plan
INTRODUCTION
This memo transmits the recommended update for the City of Dubuque for the FY 2002 REAP
(Resource and Enhancement Pregram) Plan for Dubuque County, and the REAP grant
application that the City plans to submit to implement our portion of the REAP Plan.
DISCUSSION
The Dubuque County REAP Committee will meet on August 7, 2001, to approve changes to
the REAP Plan and REAP grant applications for FY 2002. Information must be submitted to
the Committee by July 27 for review at this meeting.
Our recommended update for the FY 2002 REAP Plan was developed by Planning Services
staff in conjunction with Leisure Services Manager Gil Spence and Administrative Services
Manager Pauline Joyce. Our recommendations are described on the attachment.
The REAP grant application that we are recommending for submission this year is for the
Julien Dubuque Nature Trail, an off-read segment of the Dubuque Heritage Trail Extension.
This grant application is being transmitted to you under separate cover for City Council
RECOMMENDATION
Our recommendation is for the City Council to approve submittal of the attached update for
the City of Dubuque for the FY 2002 REAP Plan for Dubuque County.

REQUESTED ACTION: Enact legislation which would allow filing and prosecution of
certain traffic charges based on vehicle registration as opposed to specific identification
of the driver. This would facilitate photo enforcement of traffic light violations and photo
radar enforcement.

Diversify the Population
Diversity the population means changiing the demographics that currently exist.
Diversity is not limited to race or nationality but includes gender as age and several ~ ·
other elements that in the aggregate, combine and celebrate the diferences that exist
among people and the more incluseive world view that develops as a result of variety.
Local government would like to aid your efforts in making Iowa a receptive and
desireable home for immigrants. Assimilation must be done at the local level and city
officials should play a key role in accomplishing this goal. Retention of young people is
also a high priority, and we are well aware of the importance of high-quality jogs as a
vital component to retention. Cities have assumed an increasingly larger role in
economic development and job creation continues to be a priority.
Provide access to Advanced Telecommunications Services Statewide
This is one of the most fundamental issues to ensuring the future vitality of Iowa. If
rural Iowa is to thrive, it cannot fall behind the technology curve. The recommendations
of the report focus on provding incentives to the private sector to encourage access to
teleCOmmunications service. We support that encouragement but believe it should be
coupled with an~acknowledgement that it may fall to city officials to provide this access.
As we have seen ini efforts to provide telphone service to rural communities, it is often
unfeasible for the provate provider to invest in these areas. The only altemtative has
been to build municipal telecommunications utilites to bring service to the area. If a city
believes it is in the best position to provide service at a reasonable cost, it should be
encouraged to do so. The League will also work to encourage city govemments to
employ technology at city hall.
Make Iowa a Great Place to Visit and Live
With passage of the Vision Iowa Program and continuation of the Community Attraction
and Tourism Program, we are offto a good strat in recognizing the important quality of
life issue that recreation represents. Communities across Iowa take pride in their
heritage and culture and welcome the opportunity to work with the state in capitalizing
on a rich history and scenic natural resources.
Increase Wages and Income
The Iowa 2010 plan address the need for revision and simplification of the tax code and
a major part of the equation in meeting the above-stated goal. The League also

REAP Grant Application
INTRODUCTION
This memo transmits for City Council approval the submission of a grant application to
the Iowa Department of Natural Resources (IDNR) for REAP funding for Heritage Trail
Extension: Julien Dubuque Nature Trail. The project involves the extension of the
Heritage Trail between Grandview Avenue and Julien Dubuque Drive through land
owned by Alliant Energy. A map, project budget, and resolution are attached for Council
consideration.
DISCUSSION
The Julien Dubuque Nature Trail is a key link in the Heritage Trail Riverfront System. It
will allow trail users to connect to the Riprow Valley Recreation Area and the Mines of
Spain via a paved off-road trail from Grandview Avenue to Julien Dubuque Drive.
The City has an ISTEA grant to install trail signs on Grandview Avenue from Mt. Carmel
to Southern Avenue. The ISTEA grant also includes funds to construct an 8' wide
paved shoulder on Julien Dubuque Drive from the Julien Dubuque Nature Trail to the
Riprow Valley Recreation Area. Engineering and construction management funds for
the Julien Dubuque Nature Trail are also part of the ISTEA grant.
The preliminary construction cost estimate for the Julien Dubuque Nature Trail is
$200,000. The requested grant amount is also $200,000. REAP funds do not require a
local match.
City staff has had initial discussions with Alliant Energy regarding the construction of a
recreation trail on Alliant Energy property. Alliant Energy is very supportive of the
project and has tentatively agreed to the easement for consideration of $1.00.
RECOMMENDATION
Staff recommends that the City Council approve the attached resolution authorizing
submission of the REAP grant to the IDNR for funding of the Julien Dubuque Nature
Trail and authorize the Mayor to sign the REAP grant application.

VVhereas, the Iowa Department of Natural Resoumes has allocated grant
funds for the development of multi-purpose trails; and
Whereas, the City of Dubuque has adopted a Comprehensive Plan and a
Riverfront Plan that include goals for development of bike/hike trails; and
Whereas, the City of Dubuque has adopted the Heritage Trail Master Plan
that includes the extension of Heritage Trail to the Mines of Spain utilizing the
Alliant Energy Powerline Corridor to Julien Dubuque Drive.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DUBUQUE, IOWA:
Section 1. That the Mayor is hereby authorized to sign and the Planning
Services Manager is hereby authorized to submit the resolution and the
application to the iowa Department of Natural Resoumes for REAP funds for the
Julien Dubuque Nature Trail.
Section 2. That in the event said application is approved, the City Council
hereby provides its written assurance that the completed project will be
adequately maintained for its intended use for a minimum of twenty (20) years
following project completion.

Julien Dubuque Nature Trail:
A portion of the Dubuque Heritage Trail
