Planning Services Manager Laura Carstens is recommending approval of an application
to the State Historic Preservation Office (SHPO) for a Certified Local Government
(CLG) grant to provide design review training. The grant would help the City to provide
training in the design review process for the Historic Preservation Commission, and the
City staff in the Planning Services, Building Services, Housing and Community
Development and Economic Development Departments.

INTRODUCTION
This memo transmits for City Council review and approval an application to the State
Historic Preservation Office (SHPO) for a Certified Local Government (CLG) grant to
provide design review training.
DISCUSSION
The SHPO has invited the City of Dubuque, as a certified local government, to apply
for a special CLG grant program for design review training. The grant would help the
City to provide training in the design review process for the Historic Preservation
Commission, and City staff in the Planning Services, Building Services, Housing and
Community Development, and Economic Development Departments.
This special CLG grant program is very timely for the City. We have received a CLG
grant to develop a design guidelines manual for buildings and streetscapes in our five
histodc districts. The City has a contract with the Dun'ant Group to develop this manual
and provide limited training. This special grant would enable the City to train more staff
and community members.
The CLG grant is for a maximum of $10,000 at a 60/40 split. The City must provide a
local match of 40%, or $6,667, to obtain the $10,000. This can be cash and in-kind
services. A source of the local match is available from the ClP program for the Historic
District Public Improvement Program. This program is the match for the CLG grant for
the Design Guidelines Manual.
RECOMMENDATION
Staff recommends that the City Council submit a CLG grant application for design
review training, using $5,000 in City funds from the ClP for the Historic District Public
Improvement Program, and $2,000 from in-kind match of Planning Services Staff.

RESOLUTION APPROVING THE SUBMISSION OF AN APPLICATION FOR CERTIFIED
LOCAL GOVERNMENT GRANT TO PROVIDE DESIGN REVIEW TRAINING
Whereas, the State Historical Society of Iowa has Certified Local Government (CLG)
grants available for historic preservation projects; and
Whereas, training in the design review process is an eligible activity for the CLG grant
program; and
Whereas, the State Historical Society of Iowa has invited the City of Dubuque to apply for
a special CLG grant program for design review training; and
Whereas, the City of Dubuque has received a CLG grant for development of a design
guidelines manuel.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the submission of an application for CLG funds to provide design review
training is hereby approved.
Section 2. That the Planning Services Manager is hereby authorized to sign the contract
with and submit requests for reimbumements to the State Historical Society of Iowa for CLG
funds to provide design review training if the grant is awarded.
Section 3. That the Planning Services Manager is hereby authorized to utilize budgeted
City funds to provide the required local match should the CLG application be approved by the
State.
Section 4. That the City of Dubuque agrees to abide by all local, state and federal
requirements applicable to the proposed project.

Goals and Objectives: What do you expect to accomplish with this
project? Your response will be the contract scope of work if your
application is funded.
Scope of Work: Provide a detailed, step-by-stap description of what
you are going to do and how you are going to do it, Be sure your
description includes the required items for the type of project, as
outlined in PART II of the grant manual.
Personnel: Specify the professional qualifications for any
consultants to be used in the project. State what services the
consultant would be expected to provide, identify the consultant's
responsibilities in regard to the project. Identify the commission
members, CLG staff and residents who will work on the project, state
their specific responsibilities and the number of hours each will
contribute.
Project Completion Schedule: Project a monthly progress schedule.
Projects MUST be completed by June 30, 2002.
A. Goals and Objectives:
The project goal is to provide design review training to the broadest possible audience
in the community. While the focus of this training would be on the design review of
individual buildings and histodc period resources, the training also would deal with the
relationship of buildings to the streetscape in histodc districts and other older
neighborhoods on the City's Historic Property Inventory.
One goal is to provide training not only to the Histodc Preservation Commission and
City staff from the Planning Services, Building Services, Housing and Community
Development, Leisure Services, and Public Works Departments, but also to any other
interested City staff; elected and appointed officials from City Boards and Commissions;
and key community stakeholder groups. In addition, our intended audience would
include owners of properties in the histodc districts, students, and the general public.
Another goal is to collaborate on this training program with other organizations that we
have identified as partners in preservation, as an initial project of a Histodc preservation
Forum that the City plans to create. These preservation partners include: Dubuque
County Historical Society, Dubuque Area Board of Realtors, Dubuque Main Street Ltd.,
Old House Enthusiasts, Center for Local History, Four Mounds Foundation, Dubuque
Area Chamber of Commerce, Convention and Visitors Bureau, Dubuque Community
School District, neighborhood associations, local building supply outlets, contractors,
and developers of histodc properties.
Project objectives to be accomplished through this training are:
· Raising the level of awareness, understanding and acceptance of design
guidelines and the design review process in the community.
· Streamlining the design review process for the Histodc Preservation
Commission, City staff, contractors and property owners.
· Understanding and applying federal and local design guidelines in terms of
historic character and integrity, and developing preservation plans and goals
for individual structures and neighborhood streetscapes.
· Understanding and applying federal and local design guidelines in terms of
regulatory requirements, financial incentives and cede enforcement; e.g., lead-
based paint abatement, building codes and tax credits.
· Enhancing and increasing the knowledge of and appreciation for the
community's historical, architectural and cultural resources by the general
public, elected officials and staff.
1. Scope of Work
The project will involve planning for and developing a training program for the
design review process that includes both individual structures and overall
neighborhood streetscapes. The program will be developed with the assistance
of a qualified consultant and input from local, state and private organizations at
one or more deign review forums.
The project also will involve establishing a collaborative arrangement with the
City's partners in preservation to develop, produce and distribute the program to
identified interest groups, stakeholders and the general public.
City staff will work closely with the consultant, as well as local, state and pdvate
advisors and the Partners in Preservation to implement the training program.
This effort will include: organizing and promoting the workshop(s), preparing and
distributing promotional materials, developing workshop notebooks, and creating
multimedia resources for the training program.
The training will focus on the design review process, and will include some or all
of the following components:
· Identification of the community's historical, architectural and cultural
resources, and which ones are locally designated.
· Use and application of the Secretary of the Interior's Standards and
Guidelines for Rehabilitation of Historic Properties.
· Use and application of local design guidelines for buildings and streetscapes.
· Definition of histodc character and integrity and developing preservation
plans and goals for individual structures and neighborhood streetscapes.
· Application of federal and local design guidelines in terms of regulatory
requirements, financial incentives and code enforcement.
· Streamlining the City of Dubuque's design review process for property
owners, contractors, City staff and Histodc Preservation Commissioners.
· Reviewing examples of the City of Dubuque's design review process.
2. Personnel
This project will require a professional with demonstrated expertise with local
designation systems and the design review process. The consultant must meet
the professional qualification standards as established by the Secretary of the
Interior and the State Historical Society of Iowa for architectural history, history,
architecture, and/or planning·
Project planning and development of the training program will be undertaken by
the consultant with input from representatives from key community stakeholders,
Historic Preservation Commission, City staff and the State Historic Preservation
Office at one or a series of design review forums via conference calls and/or ICN
system.
In addition, City staff from several departments will be involved in the project by
assisting the consultant with workshop publicity and organization, production of
promotional and workshop materials, registration, and project management. Key
departments will include the Planning Services Department, Building Services
Department, Housing and Community Development Department, Cable TV
Division, City Manager's Office and Carnegie-Stout Public Library.
With direction from the Histodc Preservation Commission, key stakeholders and
the State Historic Preservation Office, City staff will assist the consultant with
organization of training venue(s), promotional materials, public relations
program, registration and evaluation forms, schedules, catering, audiovisual
equipment, and praeparation of supplementary workshop materials (workbooks,
resource materials) in text, graphic, video and/or electronic formats. Portions of
these tasks will be done in whole or in part by the project's Partners in
Preservation.
The consultant will conduct a short series of design review training sessions.
City staff will arrange for videotaping of these sessions for broadcast on
community access television. The consultant will produce or arrange for
production of training videos and the creation of interactive web site based on
the training program.

Each year's project must be able to stand alone. Funding of one year does
not guarantee funding of future phases.
The Dubuque Comprehensive Plan is the community's guide to future
development, public policies and decision making. The Comprehensive Plan
includes a number of long-range goals and objectives that relate to historic
preservation in general and this project in particular. The design review training
project will support the following long-range preservation goals and objectives of
the community.
Promote the preservation of historic buildings and architectural resources
in the community.
Educate the community about the benefits of histodc preservation to the
community's quality of life, economic development efforts, tourism and tax
base enhancement.
Increase appreciation, education, technical assistance and funding for the
community's historical and architectural heritage.
D. Past grant contract performance of applicant:
One of the grant selection criteria is the applicant's past contractual
performance. Two applications of equal quality might be scored differently
if there is a perception that a pervious project effort was either not
completed or was plagued by local administrative problems. This section
gives the applicant an opportunity to dispel any fears on the part of the
review panel or board that past problems will hinder this new effort.
Simply explain what steps have been taken to insure project success. If a
project was canceled, please address the specific circumstances of that
cancellation. If all previous CLG grant projects have been successfully
completed, please state this and discuss the factors that have contributed
to your successful performance. DO NOT LEAVE THIS SECTION BLANK.
The City of Dubuque has successfully completed several historic preservation
projects with funding from the State Historical Society in the last few years, and
additional projects are underway and on schedule. The City has established an
administrative policy for soliciting proposals from consultants that uses an
interdisciplinary team of City staff, and where appropriate, persons from key
groups involved in the project. The City also invites input from community
resoume agencies, stakeholders groups, the Histodc Preservation Commission
and the State Historical Society in producing the best possible work products.
The City has utilized CLG funds to complete the 2000 community assessment of
Dubuque's architectural themes and historical contexts, "Dubuque -The Key
City; The Architectural and Historical Resources of Dubuque, Iowa, 1937-1955".
Following this assessment, the City began a phased architectural/historic
survey/evaluation of areas of the community using CLG funds. Completed in
2000, Phase I encompassed the Washington/Jackson/Elm neighborhood. Both
projects were completed on time and within budget.
Begun in 2000, and currently underway, Phase II involves the Lincoln/
Rhomberg/Garfield neighborhood. This project is funded with an Historical
Resource Development Program (HRDP) grant. In addition, the City
successfully completed on time and under budget, the research, design and
installation of five interpretive signs of histodc resources in May 2001, with a
second HRDP grant. Work is underway for development of five more interpretive
signs with another HRDP grant.
The City has selected a consultant to assist the Histodc Preservation
Commission and vadous City departments with development of a design
guidelines manual and a comprehensive streetscape plan for the city's five
histodc districts. This project, funded with a CLG grant, began in July, 2001. It is
scheduled for completion in June, 2002. This schedule provides for continuity
with this project for design review training.
