Reopening of Main Street from Fifth to Ninth Street
INTRODUCTION
Enclosed are preliminary design concepts and a summary of the two public
meetings held on August 2, 2001, on the reopening of Main Street from Fifth to
Ninth Street. The plans have been prepared by Durrant, the City's architectural
firm for the project.
DISCUSSION
Since this corridor has already been studied twice (once as a street closure and
once as an opened street), City staff had preliminary comments from the public and
City Council prior to initiating the actual design phase of this project. Therefore,
the project plans as they appeared before the public on August 2, 2001, and now
the City Council on August 6, 2001, have more detail than other previous studies.
Two sessions were held on the preliminary plans on August 2, one for the property
owners and workers in the downtown and one for the general public. About 50
people attended these meetings, and all expressed approval of the design concepts
developed thus far. Minutes of these two meetings are attached as Exhibits lA
and 1B.
The preliminary plans for Main Street include a 24~foot wide, two-way street with
parking on both sides of the street at locations tailored for each business's needs.
Traffic will be directed around the Town Clock, which will remain in its current
location. The design will allow cars, busses, trucks, and fire engines to maneuver
around the clock.
Amenities will include street trees with brick tree grates for safety, ornamental
benches, trash receptacles and streetlights. Tables will be placed at various
locations throughout the Plaza. The benches will be black ornamental benches and
would be placed back-to-back, perpendicular to the street. The benches should be
located within 8 to 10 feet of the tree planters to allow for ease of conversation in
various seating arrangements,
The current vision is for the street to be constructed of normal white concrete; the
parking areas in red-colored concrete; the planting areas in stamped colored
concrete; and the sidewalk in a buff-colored concrete color similar to that of City
Hall. All of the designs and amenities, however, are open for discussion and
change as a result of the Council re-direction at the work session, The plans do,
however, represent what staff considers were the most desired aspects of a street
redevelopment plan from prior public sessions.
The schedule for the balance of the Durrant study is to complete the plans and
specifications for City Council final approval in November, 2001, with an
anticipated award in December, 2001,
ACTION TO BE TAKEN
The City Council is requested to review the attached preliminary plans and concept
drawing and to give City staff further direction as we proceed into final design and
the preparation of construction documents.

DISCUSSION:
Mike Koch started the meeting stating the purpose of the meeting was to gather comments
to form a summary to be presented in the work session with City Council to be held
Monday, August 6 at 5:30 p.m. in Council Chambers. Items discussed in the past were;
should the Town Clock Plaza be an open condition, new street, or upgraded as a mall.
Based on two studies that have been done it was agreed to have a 2 lane roadway with 2
lanes of parking. Design and Construction plan to finish the design contract this year.
1. Kevin Eippede introduced Chris Wand of Durrant and Pat Norton of IIW.
Kevin Eipperle commented on items to be discussed:
a. The site survey tried to align at 5~h and 9t~ Streets.
b. City Council approved drive through from 5~h to 9th Streets.
c. Three premises by council:
i. Two way street.
ii. Parking and drep-off areas customized to property owners.
iii. Preference that the Town Clock remains located in its present location.
d. Pavers and concrete could be similar to that of Third Street parking lot, Eighth
Street pavers, or in front of museum on Seventh Street.
e. Other vadable - re-design of base on clock.
f. Two configurations of the clock base were presented. One showed the
existing base with the stage removed. The other represented a new base
occupying roughly the same square footage.
g. Caf~ style seating.
Chris Wand noted:
a. The addition of angled parking by Grahams.
b. Keep rhythm of the street through amenity location.
Karla Bums asked if the Kiosk was to be torn down.
a. Chris Wand said the Kiosk will be removed.
Mike Koch asked what is the placement and type of bench to be used?
a. Kevin Eipperle stated the benches are anticipated to be like those on the
corner of Third and Main Street. 5' version, 5' long with two benches back to
back at a 90 degree angle from the street to be located directly across from
planters. The best configuration to be back to back for more seating. Only
two people will probably be sitting per each bench.

Kevin Eipperle commented that the building entrances are now shown following
completion of the survey.
Tom Graham asked if the Main Street area is not going to be colored.
a. Chris Wand stated the City will decide this at the meeting on August 6.
Tom Graham asked is there a major expense with colored to non-colored
pavement?
a. Pat Norton stated the cost is tripled for colored.
Tom Graham stated it was not imperative to have the drive area colored and that not
having it colored emphasized the color where it would exist in the amenity area, drop
off areas and sidewalks.
a. Mike Koch stated:
i. Main sidewalk would be paved.
ii. Use colored paving not bdck.
iii. Accenting.
b. Chris Wand stated:
i. Would like to use the same idea as Third and Main Street.
ii. Red color is not the main walk but where the amenities are.
iii. No contrast of color of brick pavers to color of buildings by using colored
concrete on walking portion of sidewalk.
10. Karla Burns commented about the diagonal parking in front of Grahams when all
other parking is parallel.
11. Jim Hamilton asked if the city bus relocation was a part of this project.
a. Kevin stated no it was not.

Jim Hamilton prefers a drop-off area in front of American Trust instead of parking.
This drop-off area would be used for vans, secudty curriers, and handicap patrons.
He suggested a handicap sign could be posted without a meter at this area and that
they could monitor who was utilizing the drop-off area.

Jim Hamilton asked if there would be gates located at Fifth and Eighth Streets to
block traffic for concerts.
a. Kevin Eipperle stated yes and that Durrant had added additional gate kiosks at
Sixth and Ninth Streets to create more flexibility.
b. Chds Wand stated that Eighth to Sixth Streets are the current limits for All That
Jazz Festivals.
c. Jim Hamilton stated he was very pleased and would like to see this idea go
through.

Kevin Eipperle discussed he would like to meet with Jim Hamilton to discuss the
American Trust Building basement which extends under the sidewalk similar to the
Dubuque Building.

Chris Wand discussed structures that would be precast limestone with cable to hold
banners to be displayed to run across the street.
a. Kevin Eipperle stated these would be hollow inside with possible electrical
inside.

Karla Burns was glad to see no parking in front of NICC. She would like as many
trees as possible in front of the building.
a. Kada asked if there were planters on the side of the NICC building?
i. Chris Wand stated yes the existing planters are to remain until the next
phase. The design does include bike racks which could be removed
and reinstalled at that time.
17. Jim Trannel asked if parking on Main Street was short term or drop-off.
a. Mike Koch stated short term parking with a time span of 5-20 minutes.

Man/Lou Baal asked about snow removal at the Town Clock area and if the Town
Clock would be lit.
a. Kevin Eipperle stated the snow would be stock piled in front of the clock the
same as in previous years and that the street will not have a curb. The lighting
of the clock has been discussed.
19. Someone asked how much space is needed for the base of the clock.
a. Chris Wand stated the size of the base remains the same.
20.
Mike Koch stated to have curbing but eliminate 6" curbing (tripping hazard) and to
use 2" curbing by the Town Clock.
a. Chris Wand stated the curb to be regular colored paving.
21.
Scott Schneider asked what the distance was from the NICC entrance to the
roadway.
a. Pat Norton stated it was 15' to the comer of the building at the roundabout, 10'
to the overhang and 20' to the curb from the building on Main Street.
22.
Nick Goodman asked what the flexibility was to be for future property buyers. Could
changes be made in parking, drop-offzones, expansion parcel. They will want to
have flexibility for new owners. They don't want to not be able to move forward with
a property sale.
a. Mike Koch stated that parking, trees, trash receptacles could all be moved and
this could retrofit back to the design plan.

Nick Goodman asked where the right-of-way was for Main Street.
a. Kevin Eipperle and Mike Koch noted the right-of-way is from building face to
building face though some questions exist regarding the area in front of Tdlog.

Chris Wand discussed product matedal to be used for the trees. Aluminum grates
covered by brick pavers like along Fifth Street to be used and these grates can be
modified easily as the tree grows.
a. Mike Koch stated the aluminum grates also eliminate a tripping hazard.
Jim Trannel asked about the approach of implementation of the project; block by
block or the entire project completed at the same time.
a. Mike Koch stated that has not been decided and that it would be best to let the
contractor layout his schedule to be most efficient at looking at completion.
The sidewalk was discussed in relation to existing doorways and access.
a. Pat Norton stated the design will attempt to meet ADA requirements with
elevation differences at doorways being no worse than existing.
b. Mike Koch stated that the contractor will minimize disruptions and that access
to businesses will be maintained as much as possible.
c. Jim Hamilton stated this was no different than Eighth Street.
Jim Hamilton asked if once the Council approved the project would the cost be less
than projected possibly 10-15% below project.
a. Mike Koch stated the scheduled bid period (time of year) may result in better
bids as contractors like to have a project by late fall so they know what their
spdng schedule will be.
b. Kevin Eippede stated that it was logical the bid schedule will not ddve up the
cost and there may be bid alternates for paving.
Jim Hamilton a~ked about construction time.
a. Kevin Eippede stated construction time would be 1 season (6-8 months)
depending on types of materials, and dependant on the weather.
Mary Lou Baal asked if the sewer line were to go down Main Street.
a. Chris Wand stated utilities primarily go through the alley.
b. Kevin Eipperle stated that water sources/storm sewer will not be very deep or
high.
c. Pa~ Norton stated that the only utilities that will be present are storm sewer,
minor water and electrical.
Mary Lou Baal inquired about how the utilities might affect Cottingham & Butler's
possible tunnel across Main Street connecting the Security and Town Clock
buildings.
a. Pat Norton stated that the utilities needed in that area could be fed from the
opposite ends of the block, thereby eliminating the need for utilities to pass
over where the proposed tunnel would be.
Dave Rusk applauded the effort on the input of the project. His comments were:
a. Lets not be shy about green areas and native limestone at least in the bases.
b. Limestone would be reflective of the geography.

Light Rail: to link the success with revitalization of downtown. Downtown
Main Street in the future. The city was awarded $300,000 for a feasibility
study. An abbreviated study could be completed in a 30-90 day time frame by
Leland Consulting to determine light rail's viability and its impact on this
section of Main Street. The city of Denver used additional concrete to be lifted
up at a later date to add a light rail without tearing up the complete street later
when the light rail was to be installed.
It would be a mistake to move the Town Clock, a public monument that
identifies downtown.
32. Mike Koch concluded the meeting asking if there were any further questions and that
he, Kevin, Chris, and Pat would stay to answer individual questions also.
33. Steve Bonfig stated that the red pavers in the drop-off areas need to be a darker
color because oil from vehicles is staining the brick.
34.
Dan Lobianco stated:
a. The stakeholders reactions to the light rail
i. To keep the project moving
ii. Let's not loose the construction season
iii. Let's get this done.

Mike Koch started the meeting stating the purpose of the meeting was to gather comments

Monday, August 6 at 5:30 p.m. in Council Chambers. Mike commented the Ninth to Fifth
Street map of limits shows improvements to the building face of Main Street itself.
1. Kevin Eipperle stated:
a. IIW completed a site survey and the alignment of Main Street has changed
somewhat.
b. The Town Clock is not exactly aligned with the street.
c. Parking has changed slightly. At the Stakeholders Meeting Jim Hamilton of
American Trust expressed the desire for a drop-off zone in front of their
building instead of parking.
d. Three premises by City Councih
i. Two way street.
ii. Parking and drop-off areas customized to property owners.
iii. Preference that the Town Clock remains located in its present location.
e. Presently getting into the design of the base; paving patterns, possibilities of
stained pavers, gray concrete through Main Street.
f. Seating has been shifted to accommodate light poles, trees, etc.
g. Kevin Eipperle stated the benches to be used are like those at Third and Main.
5' version, 5' long with two benches back to back at a 90 degree angle from
the street to be located directly across from planters. The best configuration to
be back to back for more seating. Only two people will probably be sitting per
each bench.
h. Kiosk will be cast stone on a limestone base with electrical power inside for
use at festivals, etc. Eight kiosk will be placed up and down Main Street, two
at each intersection, and include plaques to describe buildings and/or the
history of Dubuque.
i. Caf~ tables will be located away from the street for privacy and safety.
Mike Koch discussed that the street tree grates are now cast iron and collect a lot of
debds such as leaves and that they are also a tripping hazard. A new product has
been found that has an insert of brick sitting on top of the aluminum structure
allowing air and water to get through the bricks. This new product is more functional,
safer and more attractive.

Rick Dickinson asked about the use of traffic stop signs or traffic lights.
a. Kevin Eipperle said that Eighth and Main and Fifth and Main may have stop
signs. A traffic consultant with IIW will recommend what would work best for
the traffic on Fifth and Main.
Rick Dickinson asked whether traffic studies have been performed to determine how
cars exiting the Fifth Street ramp impact this area.
a. Mike Koch said no such study has been performed yet.
Kevin Eipperle discussed the location of trees and not to locate them directly in front
of building entrances.
Chris Wand commented to keep the rhythm of trees, benches, signs, making it seem
similar to when it was a street.
Kevin Eippede discussed paving and that he would like to utilize the same as what is
on Third Street and similar to the Eighth Street parking stained concrete.
Chris Wand discussed the area around the Town Clock:
a. To use all colored concrete around the clock.
b. Change of color to note the edge of pavement.
c. Goal to eliminate the curb here for tripping hazards.
Erin Coyle asked what does need to change for the structure of the Town Clock.
a. Kevin stated there would be new steps, a ramp, and changes to other
elements of the comers of the clock and that the existing base is separate
from the clock pedestal which is to remain.

Bob Felderman asked if tour buses and semis can go through the Town Clock area.
a. Chris Wand stated they want to keep the semi traffic out of this area, and that
yes, fire trucks and buses will be able to go around the clock area.

Dave Rusk applauded the effort on the input of the project. His comments were:

Kevin Eipperle said yes, the current layout, with the requested change in front
of American Trust would provide 34 metered spaces and approximately 6
drop-off spaces.

Erin Coyle asked what was changed about the design around the clock.
a. Kevin Eippede stated the base changed from a circle to an oval shape. There
was a concern that drivers could not maneuver around the circle and the oval
gave ease of movement around the clock and increased clearance at building
corners.
b. Mike Koch said this provides for a smoother transition.
c. Chris Wand stated the circular shape would have been more difficult for fire
trucks to get through.

Ben Graham said it seemed the store fronts between Seventh and Eighth Streets are
broken up more on the drawings and that NICC seems to bump out more.
a. Chris Wand said that NICC wanted more plaza space for students and no
parking in front of their building. The rhythm would continue here with trees
and benches.

Erin Coyle asked what would happen to the Town Clock if it were moved.
a. Chris Wand said the Town Clock was a good traffic calming element keeping it
at a slower pace.
b. Kevin Eipperle said if the Town Clock were moved something such as some
artwork might be placed there as a focal point and to serve as a backdrop for
festival bands.

Erin Coyle asked what the change in cost of the project was.
a. Kevin Eipperle stated that the cost estimate has not yet been updated due to
the number of variables yet to be decided.
17. Julie Steffen asked if the number of picnic tables were to remain the same.
a. Kevin Eipperle stated the intent is not to reduce the number of seating.

It was asked if they were trying to tie-in the Rivers Plaza and new parking on Third
and Main to this project.
a. Chds Wand pointed out on the photographs that they are trying to tie into a
theme throughout the whole corridor and utilizing similar materials and
amenities as have been recently installed at Third and Main, Fifth and Main,
the museum, Eighth Street and City Hall.

It was asked how was the project going to be staged; tear out the street all at once?
a. Mike Koch said no, rain would stop work and that they would let the contractor
come up with his own schedule and how much street to tear up at once.
20. Utility location was discussed.
a. Mike Koch stated the pdmary utilities are located in the alleys.

Mark Quade asked if any historical artifacts were being taken out or put in as a part
of the project.
a, Kevin Eipperle and Chris Wand stated no historic elements exist that are being
removed.
b. Kevin Eippede stated there was a street there so there will not be many
historic things to bring back. Brick pavers bring a historic element back for a
calming effect and this would be in harmony with what we are looking for.

Mark Quade asked if there was any paver brick under the street now and/or could
histodc brick pavers be incorporated.
a. Both Kevin Eipperle and Chris Wand said if historic brick pavers existed, they
would have been removed during the construction of the plaza.

Mike Koch discussed the use of old brick pavers and that the rumbling noise would
be disruptive such as in front of NICC. Someone using a walker would have a
difficult time walking over the pavers.

Mark Quade asked about the renovation at City Hall and where did the bell go?
a. Mike Koch stated the bell that was in front of City Hall is now located on top of
City Hall.

Mark Quade asked if there was originally a light rail system that went through Main
Street.
a. Mike Koch said yes.
b. Chds Wand stated there was a north and south bound track with horse drawn
and electrically powered trolleys at different times and that histodc photos
show many overhead electrical lines for the electrical trolleys.
c. Kevin Eipperle said the light rail was individually powered.
d. Dave Rusk stated there were different options such as electrically powered or
individually by gas. He indicated that an electric trolley would probably have
the overhead lines.
26. Mike Koch concluded the meeting.
27. Someon~ associated with NICC requested that some caf~ style seating be included
in the area in front of NICC (see note 14 above).

Mike Ironside and Julie Steffen both commented on their desire to see the Town
Clock remain in the current location. Reasons included its use as a backdrop for
festival bands, its position as a focal point in the downtown, its function as a
community icon, and the fact that, for their generation, that is where the clock has
