March 13, 1969 Honorable Mayor and Members of City Council Gentlemen: The Department of Urban Re- newal presently occupies space at 455 Fischer Building. The space is insufficient in size as well as somewhat poorly arranged for their purposes. Their present office contains ap- proximately 587 square feet, and additional space is needed to pro- vide the Real Estate Officer with a private office suitable for con- ducting negotiations for the pur- chasing of property. There is also a need for a general purpose office to be utilized for Federal repre- sentatives, a couference room for attorneys and their clients, and a workroom for consultants and staff services. There is available in the Fischer Building Suite 10 B, containing approximately 750 square feet. I hereby request your authority to execute a lease for one year for this space for the Department of Urban Renewal at a monthly rent- al of $170.00. The Dubuque City Council, at a meeting held March 24, 1969, considered your request, relative to the housing of City Govt. We I remand the following cbarges. 1. Investigate and evaluate those operations of City Government which are now outside of City Hall. Consider the amount of monies paid for the rental of these facilities, and the loss of efficiency due to their prox. imity from other departments. 2. Examine the present City Hall for space implimentation, func- tional efficiency, and overall physical condition. 3. Request from the County-City ~~~~~rit~ thh,,"s~e:~::~~tt":i I accepted practice relative to the space the City should be using to offer efficient and expeditious operating methods. Compare these figures with the area now being used in City Hall. 4. Compare the cost of property in the Urban Renewal Area with the cost of land in other areas of the city which might seem suitable for housing a governmental building. Keep in mind all of the improvement I costs etc. which would be ful- filled by Urban Renewal. If the commission deems it nec- essary to correlate their plans with that of County Government, we would recommend that it feel free to contact the County Advisory Commission on such a matter. The City Council in the near future will establish contact with the Board of Supervisors and com. mence dialogue on the same sub- ject. If for any reason the Advisory Commission would need proles- I sional help or advice, we would ask that you transact for the same, through the office of the City Manager. We await your report, which we are sure will be nothing less than excellent. ReSPectfully submitted: Walter A. Pregler Mayor Sylvester McCauley Merlin F. Schultz Donald R. Bies Subdi. vision, to the south line of Bles Subdivision and Kebbie from the south line of lot 4 Block 2 of C. J. Bies Subdivision. Daniels Street from Sylvan to Bies be vacated 3. the property having access to Daniels Street and Bies Drive be developed for residential uses 4. the property having access to Century Drive be developed for commercial uses 5. there be no exchange of traffic between the commercial areas and the residential Existing development in the area prohibits this plan from be. in g accomplished immediately, however, this proposal is con- sistent with the plan and would be accomplishing a portion of it.
