During the past several months
efforts to cause a building, dam-
aged by the demolition of an ad-
jacent building to be repaired
have been unsuccessful.
The Dore Wrecking Company
demolished a large building on
the north west corner of Second
and Main streets and in the proc-
ess damaged the . rear section of
an adjacent building at 233 Main
Street, consisting of a large part
of bearing wall being struck or in
some manner being disturbed and
leaving a large hole in the side
of the building.

partment to have this defect cor.

said City on July 3, 1969, and July
10, 1969; and
WHEREAS, said sealed proposals
were opened and read on July 31,
1969, and it has been determined
that the bid of Mark Strub Con-
struction Company of Dubuque,
Iowa in the amount of $20,724.00
was the lowest bid for the furnish-
ing of all labor and materials and
performing the work as provided
for in the plans and specifications;
now therefore,
BE IT RESOLVED by the City
Council of Dubuque that the con-
tract for the above mentioned im-
provement be awarded to Mark
Strub Construction Company and
the Manager be and he is hereby
directed to execute a contract on

Gentlemen:
Sealed bids were received until
10:00 A.M., Thursday, July 31,
1969, for the construction of the
Veteran's Memorial Park Rest-
room Facilities.
The lowest bid received was sub-
mitted by Mark Strub of Dubuque,
Iowa. His bid was 3.82% under the
Engineer's estimate. Mr. Strub sulr
mitted, at the time of bid opening,
a Bid Bond instead of the Certi-
fied Check or Bank Draft. This is
an irregularity but the City So-
licitor has recommended that the
irregularity be waived.
I recommend that the contract

WHEREAS, proposed plans and
specifications and form of contract
for the RECREATION DEPART-
MENT, VETERANS MEMORIAL
PARK RESTROOM FAC1L1TIES-
1969 have been approved by the
City Council of the City of Du-
buque and public notice given as
provided by Chapter 23 of the
Code of Iowa, 1950, pertaining to
publiC contracts and bonds, and the
time and place fixed for the hear-
ing of all objections to said plans,
specifications or contract for or
cost of such improvements, said
time being this 4th day of August,
1969; and

Said improvement shall be con-
structed and done in accordance

Reeder Street addressed the Coun-
cil relative to the condition of the
alley behind the Del Farm Store
on Dodge Street. Due to the heavy
rains the alley seems to be wash-
ing away and is gradually eroding
his property. Mr. Remakel was as-
sured that the Engineering Depart-
ment would get in touch with the
property owners to try to correct
the situation, which would prob-
ably call for tbe construction of
a wall.

Mrs. Janet Jones of 1951 Alta
Vista Street was of the opinion that
the proposed annexation was a mat-
ter of moral right and justice. The
people living on the fringes of the
Cjty are enjoying advantages of the
City. We have something to offer
them and they have something to
offer us.
Mr. Ray Taylor of R. R. #1,
Chairman of the County Taxpayer's
Assn' stated that as a city home
owner he hoped they would not
raise his. taxes. The association op-
poses annexation. Some of the land
in the proposed area would come
under Agricultural Land tax ex-
emption. The County cannot afford
to lose John Deere. It looks to him
like a kidnap of 4000 acres of land.
Debt limits can be raised. There is
rumor of a City income tax, re-
assessment of valuations of prop-
erty plus the proposed annexation
and he pleaded to stop excessive
spending. The dreams of today
must be shelved for a while.
Mr. W. Tschiggfrie of Gardner's
Lane asked why not have a place

Mr. Sherman Mapes, General
Manager of John Deere read a pre-
pared statement in opposition to
annexation. He was of the opinion
the proposed annexation is pre~
mature. The City has very little
to offer.
Mr. Howard Remley, attorney
from Anamosa Iowa, representing
people in the proposed annexation
area protested as to the physical
arrangements. Due to the overflow
crowd quite a few persons were
obliged to stay in the hallway, out-
side the Council Chamber. and they
were being denied the right of free
speech. He presented a petition of
objectors signed by 214 owners, in-
volving 256 persons, and repre-
senting 85% objection. He was of
the opinion that annexation as
proposed was nothing more than a
simple tax grab and that the City
will not be able to provide reason-
able services within a reasonable
time. He suggested that the City
try voluntary annexation. He also
objected to the speed and secrecy
in promoting the annexation and
a closed session with John Deere.
The motives involved are not in
the best interest of the whole area
and it is evident that the City is
making a grab for taxes from the
John Deere plant. The move on the
part of the City will create more
problems than they would be able
to solve. It is quite evident that
the City Council has their minds
made up.
Mr. Nick Grevas of Gardner's
Lane spoke in opposition to the
proposed annexation.
Mr. Richard Hessling of 434 W.
Locust 81. raised the question as
to police and fire protection.
Mr. Stan Sear of the South John
Deere Road and Vice Chairman of
the opposition group, presented
and read a written statement
stating various reasons against the
annexation and further stated that
the tax payers in the area would
not be able to meet the demands
of the City.
Mr. Merlin Freiburger of Sage-
ville Road stated that the pro-
posed annexation is only for tax
purposes. He cautioned the City
Engineer relative to the use of the
drainage ditch that was assessed
and paid for by the abutting prop
-erty owners.

The City Planning Commission
has reviewed a request to have
certa in property reclassified from
Single Family Residence to Mul-
tiple residence. The property is
described as Block "A," Oak Brook
Subdivision.
This property is part of a sub.
division that ,vas planned as a
single family residence area. A
portion of the subdivision adjacent
to Pennsylvania A venue has been
improved. Block "A" lies between
the improved part of the subdivi-
sion and the Catfish Creek.
The property directly east is oc-
cupied by single family residences
that back onto this property. The
area directly south and west is
undeveloped and is a part of the
Catfish Creek. Land across the
Catfish Creek is classified light
industrial and Local Business "B"
and has access to Kennedy Road.
Access to the property in ques-
tion is from Butterfield Road.
It was the Commission's opinion
that the proposal would not ef-
fect the single family residential
area to the east because access
would be from separate streets.
The Commission recognized that
traffic would be increased on But.
terfield Road between the pro-
opsed development and Pennsyl-
vania Avenue and that it might
necessitate removal of parking
from one side of the street.

rowing to finance fire

BUDGET CONSTRUCTION
CONSIDERATION
Despite the healthy growth of
vauation it is obvious that the
property tax is insufficient to off-
set the rising cost of living; there-
fore, it was necessary to make the
following technical budget adjust-
ments:
1) Repayment of the 1967 State
Disaster Aid Loan was trans-
ferred to Debt Service Fund
with approval of State bud-
get authority; thereby free-
ing the one mill emergency
levy to supplement the strain
ed Public Safety Fund.
2) On the same authority the
cost of the Employee Health
Insurance Program is being
transferred to the Trust and
Agency Fund.
3) The substantial increase of

Mr. John Sturman and Mr. Lange
from the Carroll Street area ad-
dressed the Council relative to the
condition of Carroll Street and sug-
gested widening the street at the
bottom. The street is very narrow
and some question arose as to
whether or not the City owns
enough property on either side and
on the top to widen the street.
There being no further business
Mayor Pregler moved to adjourn.
