Some of the land in the proposed area would come under Agricultural Land tax ex- emption. The County cannot afford to lose John Deere. It looks to him like a kidnap of 4000 acres of land. Debt limits can be raised. There is rumor of a City income tax, re- assessment of valuations of prop- erty plus the proposed annexation and he pleaded to stop excessive spending. The dreams of today must be shelved for a while. Mr. W. He was of the opinion the proposed annexation is pre~ mature. The City has very little to offer. Mr. Howard Remley, attorney from Anamosa Iowa, representing people in the proposed annexation area protested as to the physical arrangements. Due to the overflow crowd quite a few persons were obliged to stay in the hallway, out- side the Council Chamber. and they were being denied the right of free speech. He presented a petition of objectors signed by 214 owners, in- volving 256 persons, and repre- senting 85% objection. He was of the opinion that annexation as proposed was nothing more than a simple tax grab and that the City will not be able to provide reason- able services within a reasonable time. He suggested that the City try voluntary annexation. He also objected to the speed and secrecy in promoting the annexation and a closed session with John Deere. The motives involved are not in the best interest of the whole area and it is evident that the City is making a grab for taxes from the John Deere plant. The move on the part of the City will create more problems than they would be able to solve. It is quite evident that the City Council has their minds made up. Mr. Nick Grevas of Gardner's Lane spoke in opposition to the proposed annexation. Mr. Richard Hessling of 434 W. Locust 81. raised the question as to police and fire protection. Mr. Stan Sear of the South John Deere Road and Vice Chairman of the opposition group, presented and read a written statement stating various reasons against the annexation and further stated that the tax payers in the area would not be able to meet the demands of the City. Mr. Merlin Freiburger of Sage- ville Road stated that the pro- posed annexation is only for tax purposes. He cautioned the City Engineer relative to the use of the drainage ditch that was assessed and paid for by the abutting prop -erty owners. The general opinion of the Com- mission was that multiple resi. dence would be a use compatible with the surrounding development, that there is a growing need for apartments and that the affect on the abutting property of the in- creased traffic on Butterfield Road would be minimal. It is the recommendation of the Commission that Block "A," Oak Brook Subdivision be reclassified from single family residence to multiple residence. August August 7, 1969 Honorable Mayor and Council Members Gentlemen: The City Planning Commission has reviewed a request to have certa in property reclassified from Single Family Residence to Mul- tiple residence. The property is described as Block "A," Oak Brook Subdivision. This property is part of a sub. division that ,vas planned as a single family residence area. A portion of the subdivision adjacent to Pennsylvania A venue has been improved. Block "A" lies between the improved part of the subdivi- sion and the Catfish Creek. The property directly east is oc- cupied by single family residences that back onto this property. The area directly south and west is undeveloped and is a part of the Catfish Creek. Land across the Catfish Creek is classified light industrial and Local Business "B" and has access to Kennedy Road. Access to the property in ques- tion is from Butterfield Road. It was the Commission's opinion that the proposal would not ef- fect the single family residential area to the east because access would be from separate streets. The Commission recognized that traffic would be increased on But. terfield Road between the pro- opsed development and Pennsyl- vania Avenue and that it might necessitate removal of parking from one side of the street. Special 363 and Community Action Program, and provide sep- arate staff for the Human Rights Commission. Road Use Tax Funds It is anticipated that the State allocation will in- crease 30 percent in 1970. This makes it possible to: a) Augment the allocation of funds for street COD- struction; b) Finance a large portion of Urban Renewal city share of cost; c) Initiate an equipment garage construction pro- gram; d) Finance entire snow re- moval and street sweep- ing operation; e) Purchase items of street equipment such as a street painting machine and a traffic signal serv- ice truck. f) Reserve sufficient funds expressway planning. Public Safety Fund The Public Safety Fund offers a most serious fin- ancing challenge. All of the Liquor Sales Profit return have been used to defray a part of these costs. Police and Fire services alone would require 60.0 percent of the 30 mill tax limit; therefore, it is necessary to request (a) $65,000 bor- rowing to finance fire equipment and, (b) the use of the emergency mill to support the Public Safety Fund. a) Police: three additional patrolmen are provided; b) Ambulance: It is the budget recom. mendation that the city continue emergency ser- vice, and that that ser- vice be made nearly self- supporting. This requires that fees charged Dubu- que citizens be raised from $8.00 to $20.00 by January 1, 1970. Like- wise, fees to non-resi- dents shall be compar- ably increased. The new fee structure will be less than proposed by private Session, August 18, 1969 4) 5) A new longevity system provides a one percent in- crease for each 6 years service rather than a $5 per month benefit for each 7lh years service. Management a) A personnel officer has been substituted for a second administrative as- sistant. b) A systems analyst has been provided to imp'ie- ment consultant recom- mendations. Voter regis- tration, parking tickets and water-sewer billing are progrannned for conve~ sion to E.D.P. in 1970. Support of Outside Agencies Contributions are contin. ued for Alcoholism and Project Concern. No pro- vision has been made to contribute to United Fund ployee efits. The 1970 wage package in- cluding an improved longevi. ty system; ............$286,698.00 Additional health insurance for employees' families; 40,200.00 Retirement cost for Fire and Police Departments are increased 49 and 32 percent respectively ........$111,566.00 ben. The total benefit package for 1970 is: ........ $438,463.00 In addition, the 1969 wage improvements granted after adoption of the budget must be refinanced in the 1970 budget; $90,835.00 Total ................$529,298.00 A new pay plan, framed around flat rate increases of at least $504 for all regular, full-time employees, has been designed. There are a few exceptions: a) The Dock Commission employees are not in the city's pay plan. b) Parking Ramp cash- iers will receive a $360 in. crease. c) Part-time recreation and library help. 2) 3) fringe DISTINCTIVE BUDGET CHARACTERISTICS Tbe fulcrum of the budget is employee wage and fringe benefits. A half million dol- lars was trimmed from justi- fiable department requests to accomplish this purpose. Our bonded indebtedness is less than one-third our bond- ing capacity. This excellent position provides the oppor. tunity to borrow for certain major equipment and pro. gram expense that will ben- efit citizens over a number of years. All revenues and anticipated fund balances are utilized to spread this budget over the full range of publiC services. PARTICULAR POINTS Employee Wages and Benefits As previously noted the fulcrum of this budget is em- Special and wages 1) 2) 3) 1) 18, 1969 State revenue for monies and credits and personal house. hold property replacements. 5) City revenue will increase due to earned interest and fees collected for sewer, water, parking, airport, and ambu- lance services. BUDGET CONSTRUCTION CONSIDERATION Despite the healthy growth of vauation it is obvious that the property tax is insufficient to off- set the rising cost of living; there- fore, it was necessary to make the following technical budget adjust- ments: 1) Repayment of the 1967 State Disaster Aid Loan was trans- ferred to Debt Service Fund with approval of State bud- get authority; thereby free- ing the one mill emergency levy to supplement the strain ed Public Safety Fund. 2) On the same authority the cost of the Employee Health Insurance Program is being transferred to the Trust and Agency Fund. 3) The substantial increase of Road Use Tax receipts per, mit the changing of the street sweeping operation from the Sanitation Fund to the Road Use Tax Fund. the pertinent The increased budget is large- ly due to additional street construction, water improve- ments, prinCipal and interest p a ym e n t s, and employee wages and benefits. Revenue from Stat~ Govern. ment will increase mainly from Road Use Tax Funds and a one time allocation of $60,000.00. This latter pay- ment merely offsets a loss in August August 1 TO THE AND CIT Gentlemen: I submit to you the budget recommendation for the year 1970. The total expense requirement is $8,660,423.00. It can be financed with a tax rate of 46.1548 mills levied on an estimated $93,944.- 145.00 value of property subject to the property tax. This means that a homeowner whose property is valued at $18,500.00 is purchasing municipal services for $19.23 per month ac- cording to the following break- down: General Administration ..........$ .99 Streets and Tree Trimming.... .79 Police & Fire Protection Court, Ambulance ................ 5.78 Health Protection, Refuse Dis- posal ........................................ 1.90 Airport Service ........................ .16 Library Service ........................ .81 Street & Traffic Lighting ...... .67 Parks and Recreation ............ 1.76 Principal and Interest Pay. ments on Capital Improve. ments ...................................... 3.26 Employees Retirement and Health Insurance .................. 3.11 This homeowner will pay $2.05 more than he is currently paying, essentially to provide better wages and benefits to his employees. Overview Compared to facts are: 1) The property tax increase is due primarily to debt ser. vice, state-required employee retirement costs, and im- proved wages. 2) The city's growth rate is healthy. Valuation has in- creased 2% percent. How- ever, the cost of living has increased almost three times as fast. 3) 1969 4) Session, 8, 1969 HONORABLE MAYOR Y COUNCrr.. Special 362 365 mittee, Mr. Frommelt, man and Mr. Lipper. This budget book is the product of the women of th3 staff who gave unselfishly of their night and weekend time. I thank all of them. One of the hallmarks of a well run city is good budgeting. The budget is a tool for management control of spending, to balance expenditures and revenue, and to require thoughtful planning of current and anticipated activities. This budget is presented to the Council and the citizens of Dubu. que as one which meets this defini- tion. Heitz- Mr. 18, 1969 Session, August Borrowing Capability Tbe City enjoys an excel- lent Moodys Investor Ser- vice rating of Aaa and has used less than one-third of its allowable debt capacity. It is recommended in this budget that the following borrowing be made: a) Airport Runway Resurfacing $100,000.00 b) Tree Removal and Replacement $200,000.00 .c) Fire Equipment $ 65,000.00 d) Storm Sewer Program Special 3) ON TlfE SIDELINES Outside the budget document there are several items that are a pertinent part of the City's pro. gram and are an influence on the affairs of the City: a) 1969 Flood Disaster Expense: All of the bills have been paid through a short term bank loan at 5 percent interest. It is expected that the major portion of this loan will be paid by Fed- eral grant b) Urban Renewal Project R-15 This project is financed as a separate, revolving, fed- erally supported fund. All city costs are included in the budget. Construction Accounts 'These i~lude Airport Ter- minal Building, Airport l.L.S. System, Flood Con- trol Project, Central Fire Station and Sewage Facili- ties Construction. Each project is sufficiently fund- ed for completion and established as a separate account for the duration of the project. bal finan- is ro- of all that the the city first This budget says cial condition of bust. is This budget anced- $185,000.00 a) Water Pollution System: Initial operation of the new disposal plant is pro- grammed for October 1970. The budget pro- vides aU necessary funds for the operation of the new plant, completion of trunk line sewers, pur- mase of TV inspection equipment, repayment of bonded indebtedness and a $31,000 cash balance. An excellent earning rate is being maintained to serve as the base for second stage plant con~ struction planned for 1973. ambulance service. A new ambulance is provided. Municipal Enterprise Fund a) Airport: A 45 percent increase of Airport revenue has been proposed. There remains a gap between revenue and operating cost; there- fore, it is proposed that needed runway resurfac- ing program be financed by borrowing. Further. that the street paint strip~ ing machine to be pur- chased shall be used both for marking streets and ai'l'port runways. Finally, that the purchase of mobile fire equipment lor the airport be de- layed. Dock Commission: It should be noted that this operation, except for debt retirement, is self. supporting. They submitted thoughtful re- quests. NGt all of those requests could be granted. Certainly not everyone will be satisfied. Some will S3y we do too much, others not enough. Some will say wages are too low; others too high. This, however, is the grist of budgeting. Tiu:s bud'get was reviewed and assembled by the budget com.
