Powers-Rule Making: The Airport Commission shall promulgate and put in force such rules and regulations as shah be deemed necessary and appropriate for the order, operation, management, control sad supe~wision of the regional airport. A copy of such rules and regulations shall be filed with the Airport Manager together with any amend- 'meats thereto; also, copies thereof shah be posted in two (2) conspicuous places in the administration building at the regional airport. Powers-Control Of Funds~ Ail funds derived from taxation or otherwise for airport purposes shall be under the control of the Airport Commission of the City for the purposes of management, operation and control of the regional airport and shall be deposited with the City Treasurer to the credit of the Airport Commission and shall be disbursed only on the written warrant or order of the Airport Commission incl'uding the payment of all debtedness arising from the acquisition and construction of ah'ports and the maintenance, operation and extension thereof. (1976 Cede, § 4-24) Sec. 4-43. Oath: Each member of the Airport Commission of the City shall qualify by taking the oath of office. (1976 Code, § 4-25; Ord. 85~95, § 1, 12~18~1995) Sec. 4-44. Certification Of Annual 'Fax Levy: The Airport Commission of the City shall, annually, certify the amount of tax within the limitations of law to be levied for airport Imf- pesos and upon such certification, the City Counci] may include such amotmt in its budget. Annual Report; The Airport Commission of the City shall, immediately after the close of each Municipal fiscal year, file with the City Clerk a detailed and audited writton report of all the money received and disbursed by such Airport Com- mission during the fiscal year and such report should be kept on file in the office of the City Clerk for public inspection. (1976 Code, § 4-27) Sec. 4-46. Appointment; Terms: (a) The Airport Commission shall have a membership of five (5) persons: four (4) mem- bers appointed by the City Council for four (4) year terms and one member of the City Council whose term slmll be for one year. The initial appointment of the City Council member shall expire on January 15, 2001. Such members shall serve without compensation. (b) The Commission shall elect from its own members, a chairperson and a secretary who shall serve for such terms as the Commission shall determine. Housing Commission Trust Fund Advisory Committee: (a) A Housing Trust Fund Advisory Commit- tee of the Housing Commission shall be estab- lished to recommend policy direction and over- sight to the administration and operation of the Housing Trust Fund by: 1) soliciting funding; 2) developing by-laws to govern the Committee's operations; and 3) developing policies and guidelines for acquisition and distribution of funds.
