Sealed bids were received for the Northwest Arterial Detention Basin Modifications
Project - Phase I. Public Works Director Mike Koch recommends award of the contract
to the Iow bidder, Horsfield Construction, in the amount of $171,649.75.

Northwest Arterial Detention Basin Modifications Project - Phase I
INTRODUCTION
The enclosed resolution provides for the award of the construction contract for the Northwest Arterial
Detention Basin Modifications Project - Phase I.
BACKGROUND
In recent years, homes along Admiral Street and Keystone Drive have suffered flood damage partially due
to storm water flows overflowing the banks of the natural drainage ditch adjacent to their properties, in
1999 City Council budgeted funds to allow for the modification of the existing detention basin west of
the Northwest Arterial. The modifications will allow more storm water storage within the detention basin,
reducing storm water fJows and the threat of flood damage to downstream properties.
Until now, the project has been on hold in anticipation of the findings from the Storm Water Management
Study currently being conducted by HDR Engineering. Recently, the study released recommended
improvements for the Northwest Arterial detention basin that complement the overall storm water
management plan for the north fork of the Catfish Creek drainage basin. The improvements
recommended by the Storm Water Management Study go beyond the scope of the originally budgeted
improvements. This is reflected in the shortcoming of the monies allocated in 1999.
it is anticipated that the project will be done in three phases:
Phase I: Mass grading and seeding (Fall of 2001).
Phase II: Storm water control structures and storm sewer extensions (Winter of 2001-02).
Phase III: Fine grading and landscaping (Spring of 2002).
DISCUSSION
Sealed bids were received for Phase I of the project on August 14, 2001. The results of the bidding
process are as follows:

The bid for Phase I included a base bid and four alternates. The base bid required the contractor to
waste all cut material off-site.
Alternate A allowed the contractor to stockpile all black dirt on private property north of detention site,
Alternate B allowed the contractor to stockpile all cut material on private property north of detention site.
The bids for Alternate A and Alternate B were less than the base bid because the contractor would not
have the hauling costs associated with taking the material off-site. A second benefit to Alternate A and
Alternate B derive from an agreement reached between the City and J&J Tree Service whereby J&J Tree
Service agreed to purchase the stockpile of black dirt for 91.00 per cubic yard. It is estimated that this
sale could net the City approximately 930,000. A second agreement was reached with Dr. Tim
Quagliano, owner of the property directly north of the detention facility, allowing the City to move the
cut material off of City property and waste it on Dr. Quagliano's property.
Alternate C required the contractor to haul all the cut material from the detention site to the treatment
plant for future softball fields.
Alternate D required the contractor to haul all the cut material from the detention basin and stockpile it at
US 20 and Locust Street for future City needs.
RECOMMENDATION
After reviewing the costs for trucking the dirt to the two City sites and the current budget for the
softball fields and US 20, it was determined that the most economical alternative was Alternate B.
Agreements were reached with J&J Tree Service and Dr. Tim Quagliano to dispose the non-black dirt at
the Quagliano property and for J&J Tree Service to purchase the black dirt portion of the project for
81.00 per cubic yard.
The Iow bid submitted by Horsfield Construction of Epworth, Iowa of 8171,649.86 (Alternate B) is
33.6% below the engineer's estimate for this alternative and 46.82% below the base bid of Horsfield
Construction; i.e. a savings of 8151,129.00. The completion date for the project is October 26, 2001.
Therefore, I would recommend that the City Council award the contract for the Northwest Arterial Detention
Basin Modifications Project - Phase I of 3 to Horsfield Construction in the amount of $171,649.75.
BUDGET IMPACT
The summary of this project based Alternate B is as follows:

(Note: No contingency was included due to the revenue potential sale of $30,000 of black dirt to J&J
Tree Service.)
The project will be funded with the Sales Tax Fund from a Fiscal Year 1999 appropriation in the amount
of 8115,000. The remaining portion of the funding for the project will come from the balance remaining
from the Salina Street Storm Sewer Cleaning Project, which is approximately 8275,000.
Phase 11 and Phase III will be initiated at a later date, However, it is anticipated that they will require an
additional $168,245. This would bring the total cost of the Northwest Arterial Detention Basin
Modifications Project to $365,642.21. This is now 37.7% below the $587,250 estimate established by
HDR Engineering as part of the Storm Water Management Project.
ACTION TO BE TAKEN
The City Council is requested to adoption of the attached resolution awarding the contract for the
Northwest Arterial Detention Basin Modifications Project - Phase 1.

WhereaS, notice of hearing on plans, specifications, form of contract, and estimated
cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Northwest Arterial Detention Basin Modifications Project - Phase I pursuant to
Resolution No. 353-01and notice to bidders published in a newspaper published in the
City of Dubuque, Iowa on the 7th day of August, 2001.
Whereas, said sealed proposals were opened and read on the 14th day of
August, 2001, and it has been determined that the bid of Horsfleld Construction of
Epworth, Iowa, in the amount of $171,649.86 was the lowest bid for the furnishings of all
labor and materials and performing the work as provided for in the plans and
specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Horsfield
Construction and the Manager be and is hereby directed to execute a contract on behalf
of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond,
the City Treasurer is authorized and instructed to return the bid deposits of the
unsuccessful bidders.

RECOMMENDATION
It is recommended that the City Council establish the date for the public hearing
and authorize the City Clerk to advertise for proposals.

the project will come from the balance remaining from the Salina Street Storm
Sewer Cleaning Project, which is approximately $275,000.
Phase II and Phase III will be initiated at a later date. However, it is anticipated
that they will require an additional $168,245. This would bring the total cost of
the Northwest Arterial Detention Basin Modifications Project to $495,247.50. This
is 16% below the $587,250 estimate established by HDR Engineering as part of
the Storm Water Management Project.
ACTION REQUESTED
The City Council is requested to establish the date of public hearing and to
authorize the City Clerk to advertise for proposals through the adoption of the
enclosed resolutions.

Notice of public hearing on proposed plans and specifications, proposed form of
contract and estimate of cost for the Northwest Arterial Detention Basin Modifications
Project.
NOTICE IS HEREBY GIVEN: The City Council of Dubuque, Iowa will hold a public
hearing on the proposed plans, specifications, form of contract and estimate of cost for the
Northwest Arterial Detention Basin Modifications Project, in accordance with the provisions
of Chapter 384, City Code of Iowa, at 6:30 p.m. on the 20th day of August, 2001, in the
Public Library Auditorium in Dubuque, Iowa. Said proposed plans, specifications, form of
contract and estimate of cost are now on file in the office of the City Clerk. At said hearing
any interested person may appear and file objections thereto or to the cost of the
improvements.
Any visual or hearing-impaired persons needing special assistance or persons with
