Koch, Public Works Director Sanitary Sewer Reconstruction - High Bluff from Stafford to Fengler INTRODUCTION The enclosed resolution provides for the award of the construction contract for the Sanitary Sewer Reconstruction Project - High Bluff from Stafford to Fengler. BACKGROUND The existing 6"-diameter sanitary sewer in this street is insufficient in size. The sewer has been a source of periodic back-ups in the past several years. The pipe is extremely flat with areas of settlement, and requires frequent flushing by the sewer crews. The only solution to this problem is the reconstruction of the sewer to a larger 8"-diameter pipe to achieve the required capacity, given the flat slope of the sewer. The project provides for the construction of approximately 1,650 feet of sanitary sewer located in the street. DISCUSSION Sealed bids were received for the project on August 14, 2001. The results of the bidding process are as follows: Drew Cook & Sons Excavating, Inc. Connolly Construction, Inc. McClain Excavating, LLC Fondell Excavating Tschiggfrie Excavating WC Stewart Construction, Inc. $110,833.24 124,824.95 128,264.t6 134,319.25 145,013.96 159,869.05 The Iow bid submitted by Drew Cook & Sons Excavating, Inc. of Dubuque, Iowa is 17.19% below the engineer's estimate. The completion date for the project is October 26, 2001. RECOMMENDATION I would recommend that the City Council award the contract for the Sanitary Sewer Reconstruction Project- High Bluff from Stafford to Fengler to Drew Cook & Sons Excavating, Inc. of Dubuque, Iowa, in the amount of $110,833.24. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Whereas, said sealed proposals were opened and read on the 14th day of August, 2001, and it has been determined that the bid of Drew Cook & Sons Excavating, Inc. of Dubuque, Iowa, in the amount of $110,883.24 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Drew Cook & Sons Excavating, Inc. and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. 2001.
