MINUTES OF

Thom Determan called the meeting of the Dubuque Human Rights Commission to order at
4:16 p.m. on Monday, July 9, 2001 in Conference Room 2 at the City Hall Annex.

Approval of Minutes:
Kathy Blau moved to approve the minutes of the Dubuque Human Rights Commission's June
11, 2001 meeting, Ruby seconded. Hearing no discussion, the minutes were unanimously
approved.
Caseload Report:
Carol summarized the July Caseload Report. There were 51 intakes, 2 cases in backlog, 10
cases under active investigation, 1 case in mediation, 5 cases in ALJ review, 2 cases in the
public hearing process, 2 cases filed, and 4 cases were closed. For FY2001 actual totals them
were 553 intakes, 29 cases filed, and 23 cases closed. The case synopsis for June involves
employment discrimination on the basis of sex.
Chairperson's Report:
Thom reminded commissioners of the Boards and Commissions picnic on July 30th.
Commissioners should RSVP to the City Manager's Office by July 13.
Thom stated that he has been working with Ruby, and others involved in the activities of the
Martin Luther King weekend, to evaluate the components of student involvement and to look
at the whole weekend event. Ruby added that they are looking for a way to recognize all
students, not just 1st, 2ha, and 3~d place winners, who participate in the Martin Luther King
Essay Contest. They want to be able to display all 9fthe entries submitted. St. Pat's is a
possible site for the display.
Chief Wadding, the Chair of the Community Education Group of Everyone's Neighborhood,
is instituting a Citizen's Action Academy that will consist of a series of 3-hour workshops
beginning in late August. They will focus on such things as education, leisure activities, city
representative of the Human Rights Commission to the Everyone's Neighborhood Board.
Evelyn seconded. All in favor. Judy requested that background information on Everyone's
Neighborhood be forwarded to her.
Set Date for Goal Setting
Tentative dates for goal setting are August 6~ at 4:00 p.m., or August 29th at 4:00 p.m. On
August 6a~, the Commission will first hold its regular meeting, then proceed to goal setting.
If the August 29th date is chosen, the regular meeting will remain on August 13th. Carol will
contact Marty, Raydora and Chuck regarding availability of these two dates. Possible
speakers mentioned were Dave Rusk, Ralph Schamau, and Dave Roberts.

Commissioners were impressed with the videos created by Judy, Kelly and Doug McCallum.
Kelly contacted Channels 40, 7, 2, 9, and AT&T to inquire about purchasing and scheduling
air time to run in August and September. Judy asked staff to send thank you note to those
participating in the videos.

Thom reported that a draft of an invitation for the Human Rights Banquet is ready to
be forwarded to Kelly and Tammy Gehling. Kathy Blau is working on
arrangements with the Holiday Inn.
Evelyn distributed copies of "Breaking Down the Walls: Responding to the Racism
that Divides Us." Evelyn purchased these for use, in part, in her presentation on
subtle discrimination and white privilege. This event is scheduled for Saturday,
October 64 from 9:00 a.m. to 11:30 a.m. at St. Mark's.

Ruby moved and Kathy Stevens seconded to adjourn the meeting. All in favor. The meeting
adjourned at 5:45 p.m.
