March 9, 1967
To the Honorable Mayor and
Members of the City Council
Gentlemen:
On March 8, 1967 the Civil Serv-
ice Commission met in special ses-
sion to arrange for promotional ex-
aminations which must be given
this year during the month of
April.
It was brought to the attention
of the Civil Service Commission
that an unforseen condition has
arisen as to the hiring of fire.
men, from the last certified pro-
motional list for Fire Lieutenants,
which was certified to the City
Council on May 10, 1965. At that
particular time the certified list
should have been kept to ten per-
sons, with the privilege of the
Commission to submit a second list
of over ten who successfully
passed the examination with sev-
enty per cent or better. However
the list as certified contained
twelve men.
Due to the reduced hours
granted to Firemen under the
State law the list has been ex-
hausted as to the ten first men
on the eligible list. As a result
the Fire Chief had to caU on
the remainder of the list, over
the first ten, to serve in the ca-
pacity of lieutenants.
We therefore wish to re-certify
two members, over the list of the
original ten, for the position of
Lieutenants as follows:

Fire Department. I am enclosing
for your review a job classification
and description of the position.
This position will be under Civil

will be held as soon as practicable.

I have written to both the Sanita-
tion and the Fire Chief appraising
them of the situation.
I have also written the petition-
ers informing them of the staff re-
port and reminding them that the
City service provided in the area
has been excellent. For example:
Mountain Lane has been wid-
ened, graded and sealed. It will
probably be resealed again this
year.
Florence Street (Villa to Moun-
tain Lane) was sealed several
times in the past seven years. The
last in 1965.
Street
Villa
1965.
In 1965 the extension of Flor-
ence Street was graded and a berm
constructed in order to control the
flow of water. The water channel
was filled with broken cement and
grouted for a distance well past
the house of the abutting resident..
During the winter the Mountain
Lane area is salted, and in par-
ticular, Florence Street Extension
is salted about twenty feet beyond
Mountain Lane in order to permit
easy access to the driveway of an
abutter.

This sewer was constructed by
Westchester, Inc. through part of

that abut this sewer must pay a
connection charge to Westchester,

the sewer.
