The Airport Commission shall promulgate
and put in force such rules and regulations as
shail be deemed necessary and appropriate for
the order, operation, management, control dad

such rules and regulations shall be filed with
the Airport Manager together with ~ny amend-
merits thereto; also, copies thereof shah be
posted in two (2) conspicuous places in the

Sec. 4-42. Powers-Control Of Funds:
Ail funds derived from taxation or otherwise
for airport purposes shall be under the control
of the Airport Commission of the City for the
purposes of management, operation and control
of the regional airport and shall be deposited
with the City Treasurer to the credit of the
Airpert Commission and shall be disbursed only
on the written warrant or order of the Airport
Commission incinding the payment of all
debtedness arising from the acquisition ~nd
construction of airports and the maintenance,

Each member of the Airport Commission cf
the City shah qualify by taking the oath of

Sec. 4~44. Certification Of Annual Tax
Levy:
The Airport Commission of the City shall,
annually, certify the amount of tax within the
limitations of ]aw to be levied for airport l~ur-
poses and upon such certification, the City
Council may include such amount in its budget.

The Airport Commission of the City shall,
immediately after the close of each Municipal
~scal year, file with the City Clerk a detailed
and audited written report of all the money
received and disbursed by such Airport Com-
mission during the fiscal year and such report

Sec, 4-46. Appointment; Terms:
(a) The Airport Commission shall have a
membership of five (5) persons: four (4) mem-
bers appointed by the City Council for four (4)
year terms and one member of the City Council
whose term slmll be for one year. The initial
appointment of the City Council member shall
expire on January 15, 200L Such members
shall serve without compensation.
(b) The Commission shall elect from its own
members, a chairperson and a secretary who
shall serve for such terms as the Commission

unexpired term of Tom Baldwin on the Dubuque Regional
Airport Commission. Air service to our community is a vital
component in the continued economic and river front
development, as well as downtown revitalization that are all
council priorities.
In addition, the changes effected by the Air 21
legislation and market conditions dictates that through
strategically planning, nurturing our relationships with
local, state and national leaders, as well as our airline
partners, business and travel community, insures our
continued growth of commercial and general aviation
activities at the Dubuque Regional Airport.

Sec. 44-218. l~femberebip; Terms; Officers:
(a) The Cem,~ission shall consist of seven (7)
members appointed by the City Council. In its
appointments, the Council shall endeavor to
achieve a broad representation of the
subcommunities and public interests which can
take advantage of dedicated channels to benefit
the residents of Dubuque. The Council shall
appoint only residents of the City and shall give
preference to applicants who are actively inter-
ested in promoting co,~*-unity cable program-
ming who possess, or are willing to acquire,
video production background, and who will
relate to the spectrum of informational and
cultural neede of cable viewers of Dubuque.
The Cable Fr~mchise Admirlistrator and any-
one who is an owner, shareholder, employee 'or
agent of the franchise holder shall be ineligible
to serve as a member of the Commission. The
membership may include a maximum of two
government officers and employees.
· ~fembers of the Commission who represent
subcommuuities utilizing dedicated ch---els
shall not be deemed to have a conflict of inter-
est in the use of the equipment end facilities
provided for that purpose solely because of their
membership on the Co,-,-ission.
(b) Tho term of each member shall be for
three (3) years, with three (3) such terms expir-
ing each June, except those of the initial ap-
pointees only, three (3) appointments shall have
one year terms and three (3} appointments shall
have two (2) year terms. If a vacancy occurs
before the expiration of a term, the appoint-
ment shall be for the unexpired portion of that
term. If the Council fails to make an appoint-
merit upon tho expiration of a term, the incum-
bent shall continue to serve until an appoint-
ment shall be made. If any member fails to
attend at least two-thirds ('~/3) of the regularly
scheduled Commission meetings withl. a twelve
(12) month period, the Commission may request
the Council to declare that member's seat va-
cant. Attendance of all members shah be en-
tered in the
(c)A--ually the members shall elect from
among themselves a presiding officer and a
secretary whose offices shah expire the next
June. The City's Cable Franchise Administrator
shall be adviser to the Commission. (1976 Code,

Sec. 44-219. Meetings; Procedures:
(a) The members ~hall meet as needed to
condu~t the business of the Cem,~ission,-but
not less frequently than once each calendar

required for members to conduct the business of
the Commission. All meetings and proceedings
of the Co~-,~ission shall conform with applica-
ble open meeting require, men.ts.
(b) The Comr-ission shall file with the City
Council a copy of the minutes of each regular
and special meeting within ~eu (10) days alter
such meeting.
(c) Ail administrative, personnel, accounting,
budgetary, and procurement policies of the City
shah govern the Commission in all of its opera-
