Speed Limit On Seippel Road
The City received a request to raise the speed limit on Seippel Road from Old Highway
Road to U.S. Highway 20. After performance of a speed study on this section of
Seippel Road, Public Works Director Mike Koch is recommending that the speed limit
be raised from 35 to 45 miles per hour because a speed of 45 miles per hour would be
more in keeping with the open rural nature of this roadway.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Speed Limit On Seippel Road
INTRODUCTION
On July 5, 2001, the City received a request to raise the speed limit on Seippel
Road from Old Highway Road to U.S. Highway 20.
BACKGROUND
This roadway is 37' in width and without any parking on the street travel speeds
are fairly high. The posted speed limit is 35 miles per hour, and the petitioner has
requested that the speed limit be raised to 45 miles per hour.
DISCUSSION
The City has performed a speed study on this section of Seippel Road. The results
of the study indicate that the westbound 85th percentile speed was 50.9 miles per
hour, and the eastbound speed was 52.0 miles per hour. These travel speeds
indicate that the violation rates are currently 87.3% and 85.8% respectively.
RECOMMENDATION
I would recommend, based upon the 85th percentile speed, that the posted speed
limit be raised to 45 miles per hour. This would result in probable violation rates of
37.5% westbound and 36.1% eastbound, which is more in keeping with the open
rural nature of this roadway.
Seippel Road north of old U.S. 20 is currently posted at 35 miles per hour and I
would recommend this remain as such.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached Ordinance raising the speed
limit on Seippel Road, from U.S. 20 to old U.S. 20 from 35 to 45 miles per hour.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF DUBUQUE, IOWA, BY REVISING SUBSECTION (C) OF
SECTION 32-231 THEREOF PROVIDING FOR THE ESTABLISHMENT
OF SPEED LIMITS ON SEIPPEL ROAD
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, iowa, be
amended by deleting Seippel Road from Subsection (c) of Section 32-231 thereof
as follows:
"Sec. 32-231.
(c)
Limits Generally.
THIRTY-FIVE (35) MILES PER HOUR
Seippel Road, from U.S. Highway 20 to the northerly City limits.
Section 2. That the Code of Ordinances of the City of Dubuque, Iowa, be
amended by adding Seippel Road to Subsection (c) of Section 32-231 thereof as
follows:
"Sec. 32-231. Limits Generally.
(c)
THIRTY-FIVE (35) MILES PER HOUR
Seippel Road, Old Highway Road to the northerly City limits.
FORTY-FIVE (45) MILES PER HOUR
Seippel Road, U.S. Highway 20 to Old Highway Road.
