Ice Harbor Hotel (Platinum Hospitality) Appeal of 4th Street Permit
Moratorium
Currently there is a moratorium on the issuance of building permits in the 4th Street
Peninsula area. Thalden Entertainment Architects, on behalf of Platinum Hospitality, is
requesting a permit to build a 192 room, seven-story conference center hotel with an
attached indoor water park, as was submitted as part of the Vision Iowa Application.
Building Services Manager Rich Russell is recommending approval of the issuance of
the building permit.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Moratorium
INTRODUCTION: Thalden Entertainment Architects, on behalf of Platinum Hospitality,
is requesting a building permit for the Conference Center Hotel (and waterpark) to the
City Council. I have attached a copy of their letter for your review.
BACKGROUND: On August 7th, 2000 the City Council adopted an Ordinance that
established a building permit moratorium for the Fourth Street Peninsula ROD
Redevelopment Overlay District.
That Ordinance allows the City Council to direct the Building Services Manager to issue
permits that the City Council believes would not negatively impact the master planning
process for the Fourth Street Peninsula ROD Redevelopment Overlay District.
DISCUSSION: The permit application indicates that a 192 room, seven-story hotel with
attached, indoor waterpark would be constructed between the Portside Building and the
planned Conference and Education Center building. Elevation drawings are available
for viewing in the attached "tiff" file.
CONCLUSION: I recommend that the City Council find that no negative impacts would
arise due to the issuance of this building permit and that I be directed to issue the same.
