Wadding Police Chief Re: 2001 Block Grant Funds INTRODUCTION: The purpose of this memorandum is to request a public heating regarding the acceptance of the 2001 Local Law Enforcement Block Grant award. BACKGROUND: At the August 6, 2001 Dubuque City Council meeting approval was given to the 2001 Local Law Enforcement Block Grant (LLEBG) application. The LLEBG Program was created in May 1996 and is a program within the Bureau of Justice Assistance (BJA). The purpose of the program is to assist local units of government with grant funds to reduce crime and improve public safety through seven purpose areas. Those areas include: support law enforcement, enhance security measures, establish or support drag courts, enhance adjudication of cases involving violent offenders, establish multijurisdictional task forces, establish community crime prevention programs to control, detect, investigate crime, or prosecute criminals, and defray cost of indemnification insurance for law enforcement officers. The FY2001 funding formula has determined Dubuque is eligible to receive $40,688, a 10% reduction due to an ongoing exception requiring agencies to provide same or better level of health insurance benefits for officers retired or separated from service due to personal injury suffered as a direct or proximate result of action in the line of duty while responding to a hot pursuit or emergency situation. As with prior years, a ten percent local cash match is also require to receive these funds. Based upon this year's allocation, the local cash match is $4,521. DISCUSSION: As a result of our 2001 Local Law- Enforcement Block grant application, we have received notification our application was approved in the amount of $40,688 with a local cash match of $4,521. As part of the acceptance, a public hearing is held to receive comments regarding the award. Our intention is to use the funds coupled with the cash match amount in the following areas: Overtime $15,209 Crime Prevention $10,000 Equipment $20,000 TOTAL $45,209 ACTION REQUESTED: We request a public hearing before the Dubuque City Council to receive any comments and to fulfill the acceptance requirements for the 2001 Local Law Enforcement Block grant award. Additionally, we request that the funds be recorded as a budget amendment and be assigned an activity number.
