The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request to demolish an infill building connecting the 1894 former YMCA building and the 1916 former Iowa Inn. Staff reviewed that the infill building was not original, but that a date of this addition was not indicated in City or County records. There were no public comments. The Historic Preservation Commission discussed the request, noting that the infill building was not amhitecturally or historically significant. The applicant clarified for the Commission that both the National Park Service and the State Historic Preservation Office were aware of the proposed exterior demolition of the infill building, as well as the interior demolition of the swimming pool and renovation plans. Recommendation By a vote of 7 to 0, the Historic Preservation Commission recommends that the City Council approve the request for a demolition permit for exterior demolition because the infill building is not significant and detracts from the 1916 and 1894 structures, A simple majority vote is needed for the City Council to approve the request. According to the City Assessor's records the structure is 27' by 62' brick addition. The structure is located between a 1916 commercial style building and an 1894 Richardsonian Romanesque building. A swimming pool is located inside the infill building. Property History: The Richardsonian Romanesque style building was built in 1894 by the YMCA and housed a gymnasium and an auditorium. The YMCA built the commercial style building in 1916. The two structures were used by the YMCA until 1969. The structures were then sold, renamed the Iowa Inn, and then housed Iow- income tenants until 1997. The buildings have sat vacant since 1997; The MDI Partnership has purchased the buildings and is now in the process of renovating the structures into 33 senior housing units. Staff Analysis: The applicant is requesting demolition for an inflll building located at 125 W. Ninth. The applicant is seeking approval to demolish the infill building for the future site of a courtyard area between the original Richardsonian building and the 1916 commercial style building. The inflll building is not original to the two structures and is not highly viewable from the public right of way. The applicant has been working with the State Historic Preservation Office to receive approval for federal and state histodc tax credits for renovation of the two principal structures for senior housing. The two principal buildings are also in the process of being placed on the National Register of Historic Places. I have attached a copy of this request for your review. BACKGROUND: On April 16, 2001 the City Council adopted Ordinance 22-01 which amended Section 11-4 of the City Code of Ordinances. This ordinance expanded the Downtown Neighborhood that is covered by this ordinance so that it corresponds with the service area of Dubuque Main Street Limited. DISCUSSION: According to the revised Section 11-4, the Historic Preservation Commission (HPC) must recommend approval, denial or table the request for not more than sixty (60) days from August 17, 2001, The Commission's recommendation shall be transmitted to the City Clerk on or before October 16, 2001. The City Council must act on or before the November 5, 2001 City Council meeting.
