Recommendations for Housing Trust Fund Awards
Housing and Community Development Department Director David Harris is
recommending approval of a recommendation from the Housing Trust Fund Committee
for the award of Housing Trust Funds. The recommendation is as follows:
Maria House - $5,130
Davis Place Single Room Occupancy - $15,942 grant and a ten year deferred
payment loan in the amount of $15,942
Dubuque Food Pantry - $7,666
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
The purpose of this memorandum is to request the City Council's approval of a
recommendation for award of Housing Trust Funds, as approved by the Housing
Commission and Housing Trust Fund Committee.
Discussion
With a balance of FY01 Trust Funds of $44 680, the Housing Trust Fund
Committee published a request-for-preposals in July. The Committee received
five applications and met on 23 August to review and rank them. Three were
recommended for funding. The Housing Commission in turn met on 28 August
and approved the Committee's recommendations, as follows.
1. Maria House. This request was for a number of improvements to this
transitional housing facility, including tuckpointing ($4800), security lights
($1000), bedroom locks ($105), doorbell dngers ($100), a basement door ($200),
fire alarm pull covers ($625), water heater ($650) and bathroom cabinets ($500).
A number of other requests were ineligible for payment with Trust Funds, as
these items included equipment and appliances. The total request was $14 680.
Maria House proposed a match of $2850. Eligible items costs were $7980.
The recommendation is for award of a grant in the amount of $5130. This
amount, matched by the applicant's $2850, will provide the $7980 needed to
accomplish the requested eligible improvements.
2. Davis Place SRO. As part of their construction project on Garfield Avenue,
Scott and Dawn Potter purchased the house adjacent to their new single room
occupancy (SRO) facility - Davis Place - at 515 Garfield Avenue. Their intent is
to have this single family home serve as the manager's unit for the SRO. Much
of this work has already been completed by the Potters. The rehab budget is
$52 500, of which the Potters requested $50 000 as a combination loan/grant.
The recommendation is for award of a grant in the amount of $15 942 and a 10-
year deferred payment loan in the amount of $15 942 for this project.
The Potters also submitted an application for additional financial assistance for
the SRO facility, in the amount of $53 950, because of cost over-runs in the
construction of this new $500 000 project. However, as these costs are
associated with new construction, the HUD area office ruled that they are an
ineligible expenditure of Block Grant funds. For this reason, the proposal cannot
be recommended for funding.
3. Washington Park Place. The owners of this facility submitted an application
for renovation of their SRO, located in the former Mary of the Angels convent on
Bluff Street. Their intent is to convert 50 rooms into 43 efficiency and one-
bedroom apartments. The esfimated budget for this project is $500000, ofwhich
$450 000 in Trust Funds was requested, as a combination grantJloan.
This project was not recommended for funding.
4. Dubuque Food Pantry. The Pantry requested $8075 to install a new fire-rated
ceiling as required by code in order to provide fire separation between first floor
commercial and second floor residential uses. This will be a suspended ceiling,
with fire-rated lighting fixtures.
The recommendation is for award of a grant in the amount of $7666, to be
matched by $404 in applicant funds.
Action Step
The action requested of the Council is to approve the recommendations of the
Trust Fund Committee and Housing Commission, for award of Housing Trust
Funds, in the amount of $44 680, as follows:
1. Maria House; to receive a grant in the amount of $5130.
2. Scott and Dawn Potter, for renovation of a house for the manager for the
Davis Place SRO facility; to receive a combination grant and loan in the
total amount of $31 884.
3. Dubuque Food Pantry; to receive a grant in the amount of $7666.
