Public Works Director Mike Koch recommends initiation of the bidding process for the
Manson Road Bridge Reconstruction Project, and further recommends that a public
hearing be set for October 15, 2001.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Manson Road Bridge Reconstruction Project
INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for the Manson Road
Bridge Reconstruction Project.
BACKGROUND
The City has secured federal aid funding for the Manson Road Bridge reconstruction
project from the Iowa Department of Transportation (IDOT) under the Highway
Bridge Replacement and Rehabilitation Program (HBRR) in the amount of 80 percent
(80%), with a maximum participation of $850,000.
The project includes the replacement of the current narrow bridge, which is
geometrically and structurally obsolete and is currently posted at 12 tons, maximum
loading. The bridge serves as the only way into the Manson Road area, including the
Twin-T mobile home park.
IIW Engineers & Surveyors, P.C. was hired to provide professional engineering design
services for the bridge reconstruction project. IIW has completed the bridge
construction plans and specifications, which have been reviewed and approved for
bidding by the IDOT.
DISCUSSION
Since this is a federal aid project, the project is required to be bid through the IDOT
state-letting procedure. As a result of delays in right-of-way acquisitions, the project
missed the August, 2001 bid-letting schedule. The project is currently on schedule
for the October 2, 2001 state bid-letting date, to be held in Ames, Iowa.
In accordance with Iowa Code Sections 384.102 and 362.3 and the IDOT project
agreement, the City is required to follow its normal public-bidding procedure and hold
a public hearing on the plans and specifications, cost estimate and form of contract.
Based upon the construction schedule developed by the IDOT for the Manson Road
Bridge Reconstruction project, the project is required to be completed by September,
2002.

RECOMMENDATION
I would recommend that the City Council establish the date for the public hearing.

The project will be funded from the Street Construction Fund under a Capital
Improvement Program carryover appropriation in the amount of $684,992 for Fiscal
Year 2002. Based upon the projected City fund contribution of $282,363, a surplus
balance of approximately $400,000 may exist. Any available funds remaining will be
used to cover any budget shortfalls for the Fengler Street Bridge reconstruction
project and both the Louise Lane and Brunskill Road Bridge reconstruction projects.
ACTION TO BE TAKEN
The City Council is requested to establish the date for the public hearing to approve
plans and specifications.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY

Manson Road Bridge Reconstruction Project, in the estimated amount of $1,132,363, are
hereby approved and ordered filed in the office of the City Clerk for public inspection.

FIXING DATE OF HEARING ON PLANS AND SPECIFICATIONS
Whereas, the City Council of the City of Dubuque, Iowa has given its preliminary
approval on the proposed plans, specifications, and form of contract and placed same on
file in the office of the City Clerk for public inspection of the Manson Road Bridge
Reconstruction Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That on the 15~h day of October, 2001, a public hearing will be held at 6:30 p.m. in
the Pubic Library Auditorium at which time interested persons may appear and be heard for
or against the proposed plans and specifications, form of contract and cost of said
improvement, and the City Clerk be and is hereby directed to cause a notice of time and
place of such hearing to be published in a newspaper having general circulation in the City
of Dubuque, Iowa, which notice shall be not less than four days nor more than twenty days
prior to the day fixed for its consideration. At the hearing, any interested person may
appear and file objections to the proposed plans, specifications, contract, or estimated cost
of the improvement.

NOTICE IS HEREBY GIVEN: The City Council of Dubuque, Iowa will hold a public
hearing on the proposed plans, specifications, form of contract and estimate of cost for the
Manson Road Bridge Reconstruction Project, in accordance with the provisions of Chapter
384, City Code of Iowa, at 6:30 p.m. on the 15t~ day of October, 2001 in the Public Library
Auditorium in Dubuque, Iowa. Said proposed plans, specifications, form of contract and
estimate of cost are now on file in the office of the City Clerk. At said hearing any
interested person may appear and file objections thereto or to the cost of the
improvements.
