PRESENT:
Chairperson Terry Mozena; Commission Members Ken Kringle, Jim Gibbs, Pam
Bradford, Chris Wand, Suzanne Guinn and Audrey Hanson; Staff Members
Wally Wernimont and Laura Carstens.
CALL TO ORDER: The meeting was called to order by the Chairperson at 5:34 p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting
was being held in compliance with the Iowa Open Meetings Law.
ACTION ITEM: Application of the Four Mounds Foundation for nomination to place the Four
Mounds Estate Historic District, 4900 Peru Road, on the National Register of Historic Places.
John Gronen, board member of the Four Mounds Foundation, stated that the application includes
the principal structures, all out buildings, burial mounds, and landscape of the 80-acre site. He
noted the burial mounds were placed on the National Register last year.
Staff Member Wernimont reviewed that the nomination was based on three criteria for
significance: local history, amhitecture and prehistory (archeology).
Motion by Wand, seconded by Gibbs, to endorse and recommend nomination for reasons stated
in the staff report. Motion carried by the following vote: Aye - Kringle, Gibbs, Mozena, Bradford,
Wand, Guinn and Henson; Nay- None.
ACTION ITEM: Application of Cottingham & Butler for nomination to place the Town Clock
Building, 823/825 Main Street, on the National Register of Historic Places.
Mary Lou Baal, Cottingham and Butler, stated a nomination has been submitted to the State
Historic Preservation Office for the Town Clock Building. She noted that although the Town Clock
is important for the building's history, the building itself is being nominated for its own medts.
Commissioner Gibbs complimented Cottingham and Butler on the renovation work they have
completed. Staff Member Wernimont noted the building was significant under criterion C,
architecture. Chairperson Mozena asked if the architect is significant. Mary Lou Baal indicated
the architect, Fridolin Herr, designed the Courthouse, Behr Funeral Home, and 1433 Main Street.

Chairperson Mozena suggested including a list of any of Herr's buildings that are on the National
Register of Historic Places in the nomination.
Motion by Wand, seconded by Guinn to endorse and recommend nomination for its significance
due to association with a master architect. Motion carried by the following vote: Aye - Kdngle,
Gibbs, Mozena, Bradford, Wand, Guinn and Henson; Nay - None.
ACTION ITEM: Application of MetroPlains/MDI Development for nomination to place the former
YMCA/Iowa Inn Building located at 125 W. 9th Street on the National Register of Histodc Places.
Vern Hanson, MetroPlains/MDI Development, stated the company has Part 2 approval from the
National Park Service and State Historic Preservation Office. He said the State will review the
nomination at the October 12, 2001 National Register meeting.
Staff Member Wernimont reviewed the criteria for local history and architecture, forwhich the
building is being nominated.
Mr. HanSon clarified that the National Park Service and the State Historic Preservation Office both
have reviewed the proposed renovation, the demolition of the swimming pool, and the National
Register of Historic Places nomination. Chairperson Mozena complimented MetroPlains on the
proposed renovation of these historic structures.
Motion by Wand, seconded by Gibbs, to endorse and recommend submission due to significance
to the history of Dubuque and architectural significance. Motion carried by the following vote:
Aye - Kringle, Gibbs, Mozena, Bradford, Wand, Guinn and Henson; Nay - None.
ACTION ITEM: Application of MetroPlains/MDI Development for approval to demolish an infill
building located at 125 W. 9th Street in the Downtown Demolition District.
Mr. Vern Hanson requested approval for a demolition permit.
Staff Member Wernimont indicated that the infill building proposed for demolition is not original,
and is located between the 1916 former Iowa Inn and 1894 former YWCA structures. He said the
date of the inflll building's construction is not shown in City or County records.
Motion by Mozena, seconded by Guinn, to recommend approval of the demolition permit because
the infill building is not significant and detracts from the 1916 and 1894 structures. Motion carried
by the following vote: Aye - Kringle, Gibbs, Mozena, Bradford, Wand, Guinn and Henson; Nay-
None.
DESIGN REVIEW: Application of Brian Frank for a Certificate of Appropriateness to place
wood siding on front and vinyl siding on remaining 3 sides of structure located at 1335/1349
Dell Street in the W. 11th Street District.

Commissioners Wand and Gibbs reviewed their work as the Dell Street Subcommittee with
the applicant. Commissioner Gibbs recommended that the front restoration be completed
before the sides and rear fa(;ade are begun.
Commissioner Bradford expressed concerns with people beginning work prior to receiving a
permit. Wand expressed similar concerns. Chairperson Mozena asked to hold this broad
discussion until after the specific case is completed.
Chairperson Mozena asked if the applicant was familiar with the subcommittee's proposal.
Wand expla!ned that Mr. Frank had met the subcommittee on site, and that the
subcommittee's proposal was reviewed with Mr. Frank. Commissioner Kringle felt the
subcommittee's proposal was a good compromise because Mr. Frank can do a lot of the work
himself.
Commissioner Wand reviewed the subcommittee's proposal in detail. The Commission
debated if work should begin on the less detailed side and rear facades, and then begin the
front fa[:ade. Consensus was to have the subcommittee review and approve the front facade
before work begins on the side and rear facades.
Mr. Frank arrived at 6:15 p.m. He indicated that he agreed with the subcommittee's
recommendation. He indicated that he expected to complete the entire project by the end of
the year. Chairperson Mozena reviewed that if the project is not completed, then the Building
Department will issue a citation. Chairperson Mozena then directed Mr. Frank to contact Staff
Member Wernimont, who will contact the Dell Street Subcommittee for site inspections as the
work progresses. Mr. Frank signed and dated the subcommittee's written report of work to be
done.
Commissioner Guinn complimented the Dell Street Subcommittee and Mr. Frank on working
out a compromise that will look better than the original proposal. Chairperson Mozena stated
vinyl siding is just covering up problems. Mr. Frank agreed. Commissioner Gibbs said that
although the subcommittee does not feel good about vinyl siding, they do feel good about the
compromise.
Motion by Wand, seconded by Guinn, to approve the Certificate of Appropriateness
contingent on the project meeting requirements for the Dell Street Subcommittee compromise,
and for work to be completed in 4 months. Motion carried by the following vote: Aye -
Kringle, Gibbs, Wand, Guinn and Henson; Nay - Mozena and Bradford.
DESIGN REVIEW: Application of Brian Frank for a Certificate of Economic Non-Viability to
install vinyl siding on structure located at 1335/1349 Dell Street in the W. 11th Street District.
Mr. Frank asked that this application be withdrawn.

Motion by Wand, seconded by Gibbs, to accept the withdrawal of the application. Motion
carried by the following vote: Aye - Kringle, Gibbs, Mozena, Bradford, Wand, Guinn and
Henson; Nay - None.
ITEMS FROM COMMISSION: The Commission discussed what means they have to not allow a
project started prior to permit application/approval to proceed, and what recourse City staff and
the HPC have to seek compliance. Henson asked about what time frames apply for completion
of a building project:
Motion by Wand, seconded by Mozena, to ask Planning Services staff to contact Legal staff for a
recommendation on how to deal with these types of situations. Motion carried by the following
vote: Aye - Kringle, Gibbs, Mozena, Bradford, Wand, Guinn and Henson; Nay - None.
ITEMS FROM STAFF: Staff Members Carstens and Wernimont reported that the applicant for
Historic Preservation Homeowner Grant at 1025 Melrose Terrace had completed a portion of the
work prior to grant approval, in violation of the grant program's requirements.
Motion by Wand, seconded by Bradford, to rescind approval of the Historic Preservation
Homeowner Grant for portions completed prior to approval. Motion carried by the following
vote: Aye - Kringle, Gibbs, Mozena, Bradford, Wand, Guinn and Henson; Nay - None.
Staff Member Wernimont reported that he had been contacted by Bruce Kriviskey, who had
prepared the 1979 historic property survey. He said Mr. Kriviskey was retiring and wanted to
know if the City would like his 35 mm slides from the survey work. The consensus of the
Commission was to accept the slides and to store them where the public could use them.
