Chairperson Jim Holz called the meeting to order at 7:30 a.m. following staff assurance
of compliance with Iowa Open Meeting Law.

Doris Hingtgen moved to approve the 26 July 2001 Housing Trust Fund Committee
minutes. Jim Holz seconded. Roll Call. Harry Neustadt abstain. All others present in
favor. Motion passed.
Correspondance I Public Input
None.
New Business
Applications for funding - FY02 Trust Fund
David reviewed the five applications that were submitted to the Housing Trust Fund in
response to the published request for proposals.
Maria House - the Committee recommended award of a grant in the amount of
$5,130.00. This amount, matched by the applicant's $2,850.00, will provide the
$7,980.00 needed to accomplish the requested eligible improvements, including
tuckpointing of the building exterior and security lighting.
Davis Place Single Rooming Unit (SRO) facility - the application for additional
financial assistance in the amount of $53,950.00 was dismissed. As the costs were
associated with new construction, the HUD area office ruled that they are an ineligible
expenditure of CDBG funds.
Davis Place 1 515 Garfield (single family home adjacent to the SRO) - the
Committee recommended award of a grant in the amount of $15,942.00, and a deferred
payment loan in the amount of $15,942.00 for this project which will completely
rehabilitate the single family home, to be used as housing for the manager of the SRO
facility.
Washington Park Place - the Committee recommended no funding for this project
which proposed conversion of 50 single rooms in to 43 efficiency apartments, with city
assistance proposed in the amount of $450,000.00
Dubuque Food Pantry - the Committee recommended a grant of $7,671.00 to be
matched by $404.00 in applicant funds for replacement of a ceiling to meet building
code for separation of first floor commemial and second floor residential uses.
Doris Hingtgen moved to fund the three applicants. John Walsh seconded. All present
in favor. Motion passed.
Committee Appointments
David announced the appointments of the new Housing Commission members. John
Plein, Section 8 participant; Char Eddy, ISU County Extension office; John Henning,
President of the Histodc Bluffs Neighborhood Association. These three members
replaced Bea Bisenius-Soens, Dan Teply, Jim Stock. David also noted the
reappointment of John Walsh to the Housing Trust Fund.
Information Sharing
John Walsh initiated a discussion of ways the Trust Fund could leverage additional
funds. David proposed the idea of combining the Trust Fund and the CP2 program into
one, with a larger CDBG appropriation, resulting in a greater number of applicants.

adjourn. Harry Neustadt seconded. Roll Call. All present in favor. Motion passed.
