Preservation Services Grant
This memo transmits an application for a $5,000 Preservation Services grant to
development, printing and distribution of a historic design guidelines manual. This
manual is one of the Historic Preservation Commission's recommendations approved
by the City Council earlier this year. With the Preservation Services grant, the City can
increase significantly the number of design guidelines manuals that can be printed and
distributed to owners of historic properties, design professionals and contractors.
The City already has received a $7,500 grant from the State Historic Preservation
Office to develop a design guidelines manual for the City's five historic districts, and a
$10,000 grant for design review training. Durrant Amhitects has been hired as the
project consultant. A steering committee made up of City staff, Historic Preservation
Commission members and community stakeholders has been formed to work with
Durrant.
Grants from the Preservation Services Fund of the National Trust for Historic
Preservation are available for local preservation projects. The grant range is $500 to
$5,000. Most grants average $1,000 to $2,000. The grants must be matched dollar-
for-dollar.
The City's match for the State grant and the Preservation Services grant is the FY 02
allocation for the Historic District Public Improvement Program. The City Council
funded this new capital improvement program with $100,000 annually for five years. A
portion of the FY 02 allocation is earmarked for consultant services for the design
guidelines manual for structures and streetscape enhancements in the historic districts,
The remaining funds will be distributed for public improvements in the historic districts
over the next five years.
I recommend that the City Council adopt the enclosed resolution authorizing
submission of a Preservation Services grant application for the historic design
guidelines manual.

Whereas, the City Council has budgeted funds for the development of a historic design
guidelines manual for the city's historic districts; and
Whereas, the National Trust for Historic Preservation provides grants from the
Preservation Services Fund for local preservation projects, such as this.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council does hereby authorize the application for a
Preservation Services Grant application for development of a historic district design
guidelines manual.
Section 2. That the Planning Services Manager is hereby authorized to act as the
City's representative for this project;

series of design review training sessions, production of a training Video, and an inter-
active web site based on the manual and the training program.
The anticipated outcome is that owners of historic properties will undertake appropriate
restoration rehabilitation and preservation techniques.
Any documents or plans for restoration work that result from this project must conform to the Secretary of the Interior's
Standants for the Treatment of Historic Properties.

The owners of property located in HiStoric Preservation Districts will help create the
design guidelines. They will be invoked in the project by receiving a copy of the
design review guidelines.

The publication of the design review guidelines wll be mailed to all the o~ners of
property located in historic districts and presented in a public workshop.

The consultant must meet the professional qualification standards established by.the

18. Grant funds will not be disbursed until the National Trust has approved the qualifications of the personnel selected to conduct
the project. PSF funding cannot be used to pay staff salaries. Board members of the applicant organization cannot serve as
consultants unless appropriate conflict of interest procedures are followed and documented. If consultant services exceed
$10,000, a competitive bid lxocess is required if National Trust funding is received,
