Unit Based Pricing Program
The purpose of this memorandum is to notify you that written confirmation has been
received from the State of Iowa, that the City of Dubuque has been granted time
extensions for the planning and implementation of its unit based pricing (UBP) solid
waste collection program.
As noted to you in earlier memos, all municipalities in Dubuque and Delaware counties
are being required to implement UBP programs by the State of Iowa. The original
deadlines were October of this year to adopt a UBP ordinance and next April to actually
implement the program. In a petition to the State, we noted that such short deadlines
precluded a public input and planning process, and, did not coincide with the State of
Iowa's budget deadlines and fiscal year for its cities and counties. We also noted our
planned participation in a comprehensive public input and planning process facilitated
by the U.S. Environmental Protection Agency (USEPA).
Accompanying this memo is a letter received earlier this week from IDNR's Jane Mild.
In her letter, Ms. Mild has granted time extensions to March 30, 2002 for adoption of a
UBP ordinance and September 30, 2002 for program implementation. It is our intent to
submit to you next week a proposed program plan of action for your consideration and
direction.

Dear Mr. Schultz,
The purpose of this letter is to respond to the City of Dubuque's request for an
extension of the timeline to pass a unit-based pricing ordinance and implement the
program. After a review of information you provided regarding this request the
department has determined that granting the extension is in the best interest of the city
and will ensure that the unit-based pricing (UBP) program will have a positive effect on
the local waste stream. Staff is interested in any information that is developed as a part
of the city's participation in this EPA study. The department appreciates the planning
and effort that Dubuque has put forth as the city strives to reduce waste being landfill.
The UBP ordinance for the City of Dubuque is now due by March 30, 2002 and
implementation should be complete by September 30, 2002. Please forward a copy of
the city's ordinance to the department upon passage. Documentation of implementation
is also necessary. This can include newspaper articles and educational materials used
to inform residents of the change in waste collection.
Should you have any questions regarding UBP ordinances or program implementation
