MidAmerican Energy Appeal of the Highway 20 Moratorium for Bridge
Study
MidAmerican Energy has requested a building permit to construct a temporary building
along Highway 20 for the purposes of remediating underground contamination. Building
Services Manager Rich Russell states that no negative impacts would arise due to the
issuance of the building permit and requests that the City Council direct that the building
permit be issued.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Study
INTRODUCTION: MidAmerican Energy is requesting a building permit for a building to
house remediation equipment to the City Council. I have attached a copy of their letter
for your review.
BACKGROUND: In May of 1998 the City Council adopted an Ordinance that
established a building permit moratorium for Highway 20 Bridge Study area. In May
2000 the area covered by this moratorium was reduced, but the moratorium was
extended until May of 2002.
DISCUSSION: The permit application indicates that a 26 x 36 temporary building would
be constructed on a property bounded by Bldff Street, Bissell Lane and Dodge Street for
the purposes of remediating underground contamination.
CONCLUSION: I recommend that the City Council find that no negative impacts would
arise due to the issuance of this building'permit and that I be directed to issue the same.

Dear Mr. Russell,
MidAmerican Energy Company (MEC) is requesting your issuance of a building permit for the
proposed groundwater remediafion shed at the 10 Bluff Street/351 Dodge Street location, in
Dubuque, Iowa. Thc building permit will allow for the installation and operation of an air sparge
(AS) and soil vapor extraction (SVE) groundwater treatment system. This installation is taking
place under Iowa Depamnant of Natural Resources Consent Order 92-HC. It is our
understanding that an amendment to the existing City of Dubuque moratorium is being
completed.
