PRESENT: Doug Brotherton, Jim O'Neill and Ted Goodman
ABSENT: Rick Goodin, John Markham

Jim O'Neill chaired the meeting announcing the 24-hour meeting notice was not
given to the press due to the need to update the Airport Commission on security
developments from the Federal Aviation Administration St Louis Civil Aviation
Security Field Office and discuss decisions relating to increased security
measures.
Ted Goodmann made a motion to go into closed session in accordance with
Chapter 21.5.1.(a) 2001 State Code of Iowa, as amended, to review or discuss
records which are required or authorized by state or federal law to be kept
confidential as a condition for that governmental body's possession or continued
receipt of federal funds. This motion was seconded by Doug Brotherton. AYES:
All. NAYS: None.
The Commission went into closed session.
Jim O'Neill made the motion to return to open session. This motion was seconded
by Teri Goodmann. AYES: All. NAYS: None. Ted Goodmann made a motion
directing staff to implement all required security directives to be in compliance with
the FAA Level IV secudty plan. AYES: All. NAYS: None.. Bob was directed to
summarize for the press the security level required and where the Dubuque

Regional Airport is in its implementation process..
Dubuque's new security level plan has been submitted to the FAA and is awaiting
approval. The new level of security will impact the location of automobile parking
and increased security on the airport. Concrete barriers are being installed to
protect the terminal. Todd Dalsing, Airport Operations Specialist, reports that no
GA traffic is. allowed to fly anywhere. Few airports are open, but no specifics as to
which ones are and are not, but commercial traffic will be the first to fly. When
approval from the FAA is received the Airport should be able to open within 45
minutes to an hour.
Bill Goebel asked that U.D. be informed when general aviation traffic is allowed to
operate. Staff will contact U.D, as well as others, as soon as the airport opens to
general aviation traffic.
The airport needs to inform the general public about the new regulations, such as
arrival time prior to departure and the many other changes as implemented.
Airport lines will be slower, and it will take longer in all airports.
The Airport will try and be as user friendly as possible while maintaining all secudty .
regulations. People need to pack light, as security may search all carry-on bags.
Mesaba may do screening of their passengers in Dubuque.
The Dubuque airport is doubling its security efforts with the assistance of both the
police and sheriff's department. We are the safest airport in the United States,
and we are being pro-active to meet those needs.
Teri Goodmann asked staff to put together a security directive to all clients at the
airport, to let them know what measures are being taken. Also, review the
additional security regulations. General Aviation tenants and the University of
Dubuque were able to get to their hangars yesterday, and the terminal reopened.
The FBO staff was calling the tenants and letting them know about these
measures.
The restaurant and general lobby will not be affected by the security measures.
Doug Brotherton made a motion to adjourn the meeting at 11:30 a.m. This was
seconded by Teri Goodmann. AYES: All. NAYS: None.
