MINUTES OF
AUGUST13, 2001
Thom Determan called the meeting of the Dubuque Human Rights Commission to order at
4:20 p.m. on Monday, August 13, 2001 in Conference Room 2 at the City Hall Annex.

Approval of Minutes:
Kathy Stevens moved tO approve the minutes of the Dubuque Human Rights Comrmss~on
July 9, 2001 meeting, Marry secgnded. Hearing no discussion, the minutes were
unanimously approved as submitted.
Caseload Re o. p.p_~:
Carol summarized the July CaseloadReport. There were 44 intakes, 0 cases in backlog, 8
cases under active investigation. 0 cases in mediation, 5 cases in ALJ review, 2 cases in the
public hearing process, 1 case filed, &nd 6 cases were closed. The case Synopsis for July
involves employment discrimination on the basis of disability.

Thom reported that he forwarded a draft dealing with cultural enrichraent to Klm.Wadding
for the Citizen's Action Academy. The program is designed for newcomers from various
sectors of the city to come together to learn more about Dubuque. The program begins in late
August and will conclude in late fall. Kathy Stevens would like to see the attendees
significant other involved in the program. Evelyn ~vill take Kathy's concern to the
committee.
Thom stated that Jonathon Narcisse, publisher of the Iowa Bystander, visited with him today
about an initiative they are conducting in Iowa. Jonathan is working with the Iowa
Commission on the Status of African Americans, Iowa Civil Rights Commission, NAACP, a
group of black educators in Iowa and some other groups to address concerns for what they
are calling a crisis for African Americans in Iowa related to incarceration, economic and
educational issues. They are planning an "African American Educational Assembly" for
sometime in September. Then a panel from the involved groups will tmvei around the state
to spend time in various cities to discuss where cities are in terms of educating African
Education of the Community:
Judy reported that the public service videos havebeen running and will continue to
run through the month of August. Thank you letters have been sent to video
participants.
The invitation for the Human Rights Banquet will be ready for mailing on
Wednesday.
Kathy. Stevens was concerned about promotion far the Shining Moment Award.
Kelly will speak to Dong to get it on Channel 8, and Bryce Parks to promote it on the
Dubuque 365 web site. Jucfy suggested that Kathy write a "My View" article for the
TH.
Commissioners will review nomination forms on September 4m at 4:00 p.m. in
Conference Room 2 at the City Hall Annex.
Evelyn hoped that Commissioners would help facilitate the small group discussions
for the Octobef 6th White Privilege workshop. Evelyn is contemplating an evaluation
form to determine the interest in additional sessions.

Marry moved and Kathy Stevens seconded to adjourn the meeting. All in favor. The
meeting adjourned at 5:19 p.m.
