Minutes Long Range C 8 15 01 MINUTES LONG RANGE PLANNING ADVISORY COMMISSION AUGUST 15, 200'1 7:00 p.m. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa D AFT PRESENT: ABSENT: Chairperson Mary Lynn Neumeister; Commissioners Dave Rusk, Roy Buol, and Mike Portzen; Staff Member: Lisa Sesterhenn. Commissioners Charles Winterwood, Rick Stein, and Floyd Schneider. CALL TO ORDER The meeting was called to order at 7:09 p.m. CERTIFICATION OF COMPLIANCE Staff presented an Affidavit of Compliance verifying that the meeting was being hetd in compliance with the Iowa Open Meetings Law. MINUTES Motion by Rusk, seconded by Portzen to approve the meeting minutes of 7/18/01 passed unanimously. ACTION ITEM: Comprehensive Plan: Revised Goals and Obiectiv~-~ Commissioners reviewed and discussed the recommended changes to the goals and objectives to the City Fiscal element. Motion by Rusk, seconded by Buol to approve the changes passed unanimously. Commissioners reviewed and discussed the recommended changes to the goals and objectives for the Environmental Quality element. Motion by Rusk, seconded by Buol to approve the changes passed unanimously. Commissioners reviewed and discussed the recommended changes to the goals and objectives for the Education, Health, and Human Services elements. Motion by Rusk, seconded by Portzen to approve the changes passed unanimously. LIAISON/COMMITTEE REPORTS: Enterprise Zone Commission There was no report on the Enterprise Zone Commission. Downtown Plannincl Committee Rusk provided an update on the Vision Downtown process, Community Meeting 1; and the Committee meeting held on Monday of this week. Long Range Planning Advisory Commission August 15, 2001 Page 2 Joint City/County Planning Committee Neumeister reported that the Committee is ready to review a first draft of a fringe area agreement and map. Neumeister directed staff to prepare a draft report for her review by Friday. The draft will then be distributed next week. ITEMS FROM STAFF Update on Comprehensive Plan Products Sesterhenn provided cost estimates on reprinting the Comprehensive Plan Goals and Objectives booklet and the Land Use Map. She also provided the ClP funds allocated for the reprint. Based on the cost estimates, it appears that the Commission can reprint the document in substantially the same format as the previous version. Commissioners questioned why the same printer has to be used for both products and if Regency Thermographers was contacted for an estimate. Sesterhenn will report on these items at the next meeting and will work with staff on the development of the products. Update on LRPAC Membership Sesterhenn announced that the LRPAC has two new Commissioners: Floyd Schneider and Charles Winterwood. She also noted that the City Council approved the LRPAC's request to reduce the number of at-large Commissioners from 8 to 6 and to eliminate the Zoning Advisory Commission's liaison position.
