• Caulking, sealing, and adjusting doors,
windows, outlets, rim joists, attic access,
ducts, and water pipes.
• To improve efficiency CFL bulbs and low -
flow sink and shower aerators are installed
as well.

We began a journey in 2007 and our destination was opportunity. Greater Dubuque's Destination for Opportunity
campaign was a bold, five -year plan to create thousands of new jobs, raise the county's average wage, stimulate
hundreds of millions of dollars in new construction, and grow our population.
Within a year of launching our campaign, the global economy turned upside -down and our country went into an
economic tail spin. But despite all that, Dubuque prevailed. Today, we are seen as an island of prosperity in a sea
of despair.
• Jobs: Among the lowest unemployment rates in the country, 18% of the new
jobs in the State of Iowa for 2010 were created in Dubuque County;
Wages: Our goal of reaching an average wage of $ 1 6.00 per hour has been
eclipsed and now stands at $17.57;
Construction: Our goal of $300,000,000 in commercial construction through
2012 was already reached with $306,596,272 in commercial construction
with a year to go;
• Population: Our population has grown by 4,420 since the 2000 Census and
we are on track to exceed 94,500 by year -end 2012;
In 2007, we asked our community to invest in the future of Dubuque in a big way. Our goal for the
Destination for Opportunity was $6.2 million - over $7 million was raised. The return on your investment
is a regional economy that is the envy of the country.

Jobs
Despite challenging times, the Dubuque Metropolitan Statistical Area (MSA) is one of
only 26 regions in the country to fully recover from the recession. Since 2009, 2,300
net new jobs have been created in the Dubuque MSA.
Wage
When the Destination for Opportunity campaign began, Dubuque's average wage was just
over $15 per hour. Our five -year goal was to reach $16. As of December 2011, our
average wage is $17.57 per hour.
Construction
Commercial construction is seen as a valid economic indicator. Our five -year goal for
Destination for Opportunity was $300,000,000. As of December 20 I I , we have already
reached our commercial construction goal with $306,596,272 in construction since
2007.
Population
Population growth is the lifeblood of any vibrant economy. Our goal of achieving 6%
growth from 2000 to 2012 is on track. The census data for 2010 was 93,563 with two
years to go in order to reach 94,500.

Destination for Opportunity Investor Satisfaction
In March 2011, the Greater Dubuque Development Board of Directors hired Convergent Nonprofit Solutions to conduct a community assessment
study as the first step in a new five -year plan (July 1, 2012 — June 30, 2017). This study included feedback from 60 business and community leaders
who were asked to evaluate the success of the Destination for Opportunity Campaign and help design a new, five -year economic growth initiative.
The results speak volumes for the Greater Dubuque Development Corporation.

Leo A. McCarthy cared deeply about his community and his fellow citizens. He was a person of strong character who actively participated in many
facets of our community through his leadership and generosity. He gave tirelessly of his skills and knowledge without any desire for personal
recognition. Over the past decades, McCarthy often shared his time and talents with Greater Dubuque Development. The significant amount of
pro bono legal expertise he provided to this organization has had a substantial impact on the positive economic growth of our region. McCarthy
succumbed to complications of Lou Gehrig's Disease (ALS) in 2006 at the age of 70 — but his enthusiasm, generosity and vision live on. Funds
from the leadership fund are dedicated to workforce development initiatives.

has assembled what many believe is the finest economic development team in the country. Whether it be business

Our N.X T campaign was preceeded in 2002 by the River Valley Initiative, our first long -range planning and funding
effort which was led by the investors and board of directors of Greater Dubuque Development. The success of that
effort led to the launch of the Destination for Opportunity campaign and today, Greater Dubuque Development is
planning and securing investments for the NEXT campaign.
Our five -year target for the NEXT campaign is $8,500,000. Other regions of the country will raise and spend far
more but no one will work and invest more wisely. The remaining pages of this prospectus state the reasons
why. It's all about people: the community leaders who invest their dollars, the Board of Directors who lend their
talents, and the dedicated staff who deliver, day in and day out.
Thanks to the leaders of our community, both public and private, our goals of vibrant job creation, increased
average wage, robust commercial /residential construction, and healthy population growth will be realized.

by utilizing the Iowa Department of Workforce Development

the Iowa Department ofWorkforce Development and may change the current

Increase the Dubuque Metropolitan Statistical Labor average wage
for jobs to $18.00+ per hour, an average annual income of $37,440.
Dubuque County wage levels will be monitored on a quarterly basis
using the Iowa Department ofWorkforce Development data.

Retain, Support and Expand Existing Industries
Recognizing the clear, indisputable value of Dubuque's existing business base, Greater Dubuque will:
• Build -on our proven ability to be the "go to" resource for private sector businesses;
• Serve as the liaison between existing employers and public officials to resolve any barriers to growth and /or the creation of jobs;
• Conduct over 250 InfoAction interviews per year with regional employers and maintain a confidential database to work with individual companies and
to track business trends and intelligence;
• Facilitate the Dubuque Innovation Consortium to assist private- sector employers with converting principles of sustainability into decisions that
improve the bottom line and create possible deal flow.
Workforce Retention, Recruitment, and Development
A strong economy depends on a quality workforce. In this often ignored area of economic development, Greater Dubuque will:
• Continue our partnership with the Telegraph Herald and Woodward Communications in the promotion of AccessDubuqueJobs.com, targeting over
1,000,000 visitor sessions per year;
• Continue to grow the CEO Network events at all regional institutions of higher learning;
• Act as an advocate for both K- 12 and higher education, which is critical to our regional economic success;
• Continue to spearhead the nationally- recognized Dubuque Works program, which eliminates duplication and enhances the performance of regional
workforce partners and programs;
• Expand Distinctively Dubuque as a powerful tool for newcomers to experience Dubuque; over 100 new employees and top recruits (per year) will be
welcomed to our area;
• Expand our welcoming program to serve all area employers by providing concierge services to company recruits and newcomers.

Can you envision what's NEXT for Dubuque? Advancing Dubuque's economic climate is Mark Seckman, Vice President of
National Marketing. Mark recruits new businesses by highlighting Dubuque as an outstanding business community and an ideal
place to raise a family. Maintaining an inventory of existing buildings through LOIS and developing proposals tailored to meet
and exceed the clients' expectations are just a few of the important tools that Mark utilizes to attract businesses to Dubuque.
With a proven track record of 18 years of economic development experience, Mark will build on the successes of the
Destination for Opportunity campaign. As we begin the NEXT initiative, Mark will focus our national marketing in the
following areas:
Headquarter Visits: Working with local leadership, Mark has been visiting the national headquarters of
those companies with operations within the Dubuque area. We feel that it is vital for the Dubuque
community to develop a strong relationship with the corporate officials of these national and global
companies. We want Dubuque to be top -of -mind when companies consider expansion opportunities, as
they generally look at their current operational footprint before "greenfield" options.

Industry Clusters: Mark is using an industry clustering strategy to attract potential new companies to the
area. The target audience has been built based on feedback from our existing businesses. The use of
clusters provides a richer, more meaningful representation of local industry drivers and regional
dynamics. An additional component of this initiative is to work with local companies to address their
supply chain management needs. We are researching emerging industries in order to attract companies that
require a workforce with a similar skill set of area employers; ultimately developing a stronger, larger labor
pool.
Targeted Trade Shows: As we focus on industry clusters, it is important for Mark to attend targeted,
industry - specific tradeshows and conferences. Trade shows offer the opportunity to build relationships
through face -to -face contact. Prior to attending the trade shows, Mark will be identifying companies and
scheduling personal visits with key decision- makers. These conferences also provide an excellent
opportunity to gain insight on industry trends.

Dubuque framework integrates economic prosperity, environmental integrity, and social /cultural vibrancy, which began in
2006 when Dubuque made sustainability a top priority for the City.
With the support of public and private partners, Dubuque citizens are exploring and using new `smarter' technologies
and strategies to deliver or better utilize vital services such as water, energy, and transportation. These new
technologies are giving consumers and policy maker's new insights on how to conserve resources, save money, become
more sustainable, and create jobs by increasing business opportunities in an increasingly competitive world economy.
These ongoing efforts by Greater Dubuque Development have been recognized as a key to providing a truly "sustainable"
initiative for the community that is not only environmentally and socially sustainable, but economically sustainable as well.
Let's make sure that what's NEXT for our community is continued progress towards a more viable, livable, and equitable
